Turning Governance Awards into Grassroots Action: Caloocan’s “Training on Wheels”
In a move that translates recognition into real-world impact, the Caloocan City government has taken a bold step toward inclusive development with the launch of its “Training on Wheels” initiative.
Officially unveiled through a ceremonial turnover and blessing on April 22, 2026, at the New Caloocan City Hall, the project reflects how good governance can be transformed into tangible opportunities for communities.
Funded through the city’s incentive from its recent Seal of Good Local Governance (SGLG) win, the mobile training unit is designed to bring vocational education directly to barangays. By eliminating barriers to access, the initiative opens doors for residents -"Batang Kankaloos”—to gain practical skills that can lead to sustainable livelihoods.
The launch was led by Mayor Dale Gonzalo “Along” Malapitan, together with representatives from the Public Employment Service Division and the Department of the Interior and Local Government (DILG).
In his remarks, Mayor Malapitan underscored the city’s long-term vision for the program, sharing plans to expand the fleet should the pilot prove successful. The goal: to reach more communities and deepen the program’s impact across the city.
Caloocan’s consistency in governance excellence—marked by its distinction as an eight-time consecutive SGLG awardee—has enabled initiatives like this to flourish. Rather than treating awards as endpoints, the city government is using them as springboards to bridge service gaps and deliver responsive programs at the grassroots level.
During the ceremony, DILG NCR Assistant Division Chief Jasmin Diaz highlighted the city’s steady commitment to its constituents, noting how local governance has remained a reliable partner in addressing urgent community needs.
As the “Training on Wheels” unit begins its journey across Caloocan’s barangays, it carries more than equipment—it brings with it a vision of empowerment. By placing skills development within reach, the city is not only investing in its people but also laying the groundwork for a more inclusive and resilient local economy.
