The Irrigatorsโ€™ Association (IA) isnโ€™t just a guest at a pre-construction conferenceโ€”it can actually help shape the project!

Under NIA Memorandum Circular No. 01, Series of 2023, the conference is required before the start of construction activities for NIA projects, including Generated, Restoration/Repair/Rehabilitation, and Road Projects.

IA members can actively participate in finalizing the projectโ€™s target items of work, subject to NIAโ€™s consideration. This gives farmers a chance to voice their concerns and make sure the project responds to their actual needs.
Once the project details and terms are explained and agreed upon by NIA and the IA, a Certification for Project Construction may be issued.

The NIA MIMAROPA Regional Office (RO) successfully conducted a health consultation activity for employees who underwent the Annual Physical Examination, as part of its Wellness 360 Program, in collaboration with the Oriental Mindoro Provincial Hospital (OMPH) and PhilHealth under the YAKAP (Yaman ng Kalusugan) Program.

The activity was facilitated by the Human Resource Unit, under the guidance of Administrative Section Chief Ms. Joy U. Bautista, with the support of Administrative and Finance Division Manager Ms. Kirsty Caroline M. Hernandez-Aceron, Engineering and Operations Division Manager Engr. Suzanne J. San Juan, and Acting Regional Manager Engr. Edwin C. Nazareno.

Leading the free medical consultations and interpretation of laboratory results were Dr. Patricia P. Caballero, MD, OMPH Primary Care Head, and Dr. Manuel G. Luna III, MD, OMPH Chief of Clinics, with additional free eye check-up services provided by Dra. Claire Abel-Armea.

The medical team provided employees with basic laboratory tests, health assessments, medical advice, appropriate prescriptions, and available free medicines and vitamins to help address their health concerns and promote preventive healthcare as covered by the Philhealth Yakap program, a free national primary care benefit package for members.

A total of 53 employees benefited from this initiative, highlighting the importance of accessible healthcare services in promoting a healthy and productive workforce.

Through this collaborative effort, NIA MIMAROPA RO, PhilHealth, and OMPH reaffirmed their commitment to supporting employee wellness and encouraging a healthier lifestyle. The initiative reflects the agencyโ€™s recognition that a healthy workforce contributes to a stronger, more efficient, productive, and resilient organization.

During the System Management Committee (SMC) meeting for the Irrigatorโ€™s Associations (IAs) of the Malatgao Batang-Batang River Irrigation System (MBBRIS), Palawan IMO Division Manager A Engr. Armando L. Flores emphasized the importance of unity, teamwork, and active cooperation among all stakeholders in ensuring the effective management and sustainability of the irrigation system.

"Sa bawat hamon, may solusyon kapag may pagkakaisa. Sa bawat pagsisikap, may bunga kapag sama-sama. Patuloy tayong maglingkod, makipagtulungan, at magsikap para sa mas maunlad na bukas,โ€ Engr. Flores said, reminding everyone that the success of an irrigation system depends not only on its infrastructure but also on the commitment, cooperation, and shared responsibility of the people who manage and benefit from it.

He further underscored the importance of strengthening the partnership between the National Irrigation Administration (NIA) and the Irrigatorsโ€™ Associations in the proper operation, maintenance, and protection of irrigation facilities. Through active participation and collective responsibility, the irrigation system can continue to provide reliable water support to farmers, sustain agricultural productivity, and contribute to improved livelihoods.

His message serves as a reminder that through unity, dedication, and strong partnership, the shared responsibility of managing irrigation systems can foster sustainable and far-reaching benefits for farmers and contribute to a more resilient, productive, and progressive agricultural community in NIA MIMAROPA.

What started in 2013 as a humble farmers' organization holding meetings under a mango tree has grown into a recognized and progressive Irrigators Association.

For Ernie T. Urbina, Chairman of the Matabiaga-Malawaan Irrigators Association, the journey began as one of the association's founders and Treasurer before eventually becoming its Chairman.

The early years were not easy. The association faced challenges in irrigation, along with differences and concerns among fellow farmers. But through perseverance, unity, and continued cooperation, these challenges were gradually overcome.

Today, the Matabiaga-Malawaan IA takes pride in being recognized as an Outstanding Irrigators Association, receiving farm machinery through various government agencies, benefiting from
irrigation canal improvements and a better farm-to-market road, and having its own Bigasan Store through the support of the National Irrigation Administration (NIA). The association continues to improve and expand its office and facilities for its members.

For Chairman Urbina, these achievements are a reflection of what farmers can accomplish when they work together.

He believes that trust, open communication, unity, and shared responsibility between the IA and NIA are essential in overcoming challenges and sustaining progress.

From humble beginnings under a mango tree to a growing and accomplished farmers' organization, the story of Matabiaga-Malawaan IA reminds us that progress begins with unity-and grows through partnership.

Under the leadership of NIA MIMAROPA Acting Regional Manager Engr. Edwin C. Nazareno, the Palawan Irrigation Management Office (IMO), headed by Division Manager Engr. Armando L. Flores conducted a System Management Committee (SMC) meeting for the Irrigatorsโ€™ Associations (IAs) of the Malatgao-Batang-Batang River Irrigation System (MBBRIS) and the Ibato-Iraan Small Reservoir Irrigation System in Narra, Palawan, on August 25, 2026.

The activity aimed to assess the status of the irrigation systems, address maintenance and operational concerns, strengthen coordination among stakeholders, and ensure fair and efficient water distribution, particularly in preparation for the last quarter of 2026 and the first quarter of 2027 amid the forecast El Niรฑo conditions. It also served as a platform to provide updates on government support programs and encourage stakeholder participation in addressing concerns affecting irrigation operations and agricultural productivity.

The event was well attended by distinguished guests, including Dr. Efren R. Empot of the Aborlan Local Government Unit (LGU), and representatives from various agencies, such as the Department of Science and Technologyโ€“Philippine Atmospheric, Geophysical and Astronomical Services Administration (DOST-PAGASA), Department of Environment and Natural Resources (DENR), National Food Authority (NFA), Narra Palawan Electric Cooperative (Narra-Paleco), Municipal Agriculture Office (MAO), National Wastewater Surveillance System (NWSS), and Department of Agrarian Reform (DAR). The representatives shared valuable insights on their respective programs and initiatives.

Farmers from Divisions 1, 2, and 3 of the National Irrigation System (NIS) and the Ibato-Iraan Small Reservoir Irrigation System also participated in the meeting, together with personnel from the Palawan IMOโ€™s Institutional Development Unit, Operations and Maintenance (O&M) Section, and Engineering Unit.

Through this initiative, the NIA Palawan IMO reaffirms its commitment to collaborative and sustainable irrigation management by strengthening coordination with irrigators' associations and partner stakeholders, promoting efficient water distribution, improving irrigation system performance, and supporting agricultural productivity in Palawan.

As part of the agency's continuing commitment to improve irrigation service delivery and ensure that appropriate interventions are provided to irrigation systems, the NIA MIMAROPA Regional Office Operations personnel, led by Engr. Edgard Laurenz M. Geronimo, and NIA Palawan Irrigation Management Office (IMO), headed by Division Manager A Engr. Armando L. Flores conducted the validation of identified non-operational areas to determine their current status and verify the condition of the irrigation facilities.

The activity was conducted under the leadership of NIA MIMAROPA Acting Regional Manager Engr. Edwin C. Nazareno, with the support of Engineering and Operations Division Manager Engr. Suzanne J. San Juan.

The validation aimed to distinguish the specific concerns affecting each area and determine whether restoration, repair/rehabilitation, or other appropriate interventions are necessary. By establishing the actual condition of the irrigation facilities and their corresponding service areas, NIA seeks to ensure that proposed projects directly address the needs and existing problems of the systems.

The results of the validation will serve as a basis for proper project targeting and planning of appropriate interventions for the identified non-operational areas, supporting NIA MIMAROPAโ€™s continued efforts to provide reliable irrigation services to farmer-beneficiaries.

Beyond providing water for agriculture, irrigation creates opportunities for farmers to produce, organize, and build sustainable livelihoods.

This is the story of the Vigo-Alamitay Irrigators Agriculture Cooperative (VIGA-ACO) of Lubang, Occidental Mindoroโ€”a farmersโ€™ cooperative demonstrating how an Irrigators Association can go beyond its traditional role and become an active partner in strengthening the local agricultural economy.

Through its participation in the Department of Agricultureโ€™s (DA) Sagip Saka Program, VIGA-ACO has secured a direct institutional market for its farmer-members. The cooperative is supplying 3,000 sacks of 10-kilogram milled rice, valued at โ‚ฑ1.67 million, to the Municipal Government of Lubang under the Local Government Support Fund (LGSF)โ€“Bagong Pilipinas Rice Program.

As an accredited cooperative registered under the DAโ€™s Farmers and Fisherfolk Enterprise Development Information System (FFEDIS), VIGA-ACO began its rice deliveries in June 2026, with succeeding deliveries scheduled every other month in accordance with the approved delivery schedule.

Led by Chairman Gener D. De Lemos, the initiative reflects VIGA-ACOโ€™s commitment to creating sustainable market opportunities for its farmer-members while ensuring that the local community has access to quality, locally produced rice.

With the support of NIA MIMAROPA Acting Regional Manager Engr. Edwin C. Nazareno and NIA Occidental Mindoro IMO Division Manager Engr. Mary Grace B. Cartagena, the initiative highlights the value of empowering organized farmers to take a more active role in the agricultural value chain.

More than a procurement agreement, VIGA-ACOโ€™s participation in the Sagip Saka Program represents a meaningful step toward farmer empowerment, food security, and inclusive agricultural development.

It demonstrates that when farmers are organized and given opportunities to connect directly with markets, the value of their harvest can go beyond the farmโ€”creating stronger livelihoods and greater opportunities for the entire community.

The National Irrigation Administration (NIA) Mindoro Oriental-Marinduque-Romblon Irrigation Management Office (MOMARO IMO) reinforced its commitment to employee health and well-being through the administration of pneumococcal and influenza vaccines to its permanent and casual employees.

The initiative was spearheaded by IMO Division Manager Engr. Maria Victoria O. Malenab, with the support of Acting Regional Manager Engr. Edwin C. Nazareno, as part of the Office's efforts to promote preventive healthcare and provide employees with added protection against vaccine-preventable respiratory illnesses.

The vaccination was facilitated by the medical team of Labcure Laboratory and Medical Service Inc., composed of Dr. Alfonso B. Barrientos Jr., Dr. Abigail Aylette Garcia Barrientos, Dr. Jeremy Misolas, Ms. Janice Acosta, and Ms. Jenette Ascan.

Through initiatives such as this, NIA MOMARO IMO recognizes that safeguarding the health and well-being of its workforce contributes to a more resilient, productive, and service-ready organizationโ€”one that can continue delivering efficient and reliable service to farmers and irrigation stakeholders.

From Earth Canal to Concrete Canal Lining: Caguray River Irrigation System (RIS)

A look back at where we started and a step forward toward a more productive and resilient agricultural future.

What was once an earth canal is now a concrete irrigation canal, providing a more reliable and efficient means of delivering water to agricultural lands.

The improvement of Caguray RIS Lateral B started in April 2025 and was completed in October 2025.

Today, the improved irrigation facility serves 127 farmer-beneficiaries and provides irrigation to a 691-hectare service area, helping provide a more dependable water supply to farmers and their farmlands.

From an earth canal to a concrete-lined irrigation facility, Caguray RIS Lateral B reflects NIAโ€™s continued efforts to improve irrigation services and support Filipino farmersโ€”one canal at a time.
