Nais ipabatid ng Land Transportation Office (LTO) na nagpapatuloy pa rin ang maintenance activity ng online system ng ahensya at nangangailangan pa ng karagdagang troubleshooting upang matiyak ang ganap nitong kaayusan.

Dahil dito, pansamantalang hindi magagamit ang online services ng LTO sa lahat ng tanggapan sa buong bansa.

Pinapayuhan ang lahat ng kliyente na huwag munang magsagawa ng anumang online transaction upang maiwasan ang mga posibleng aberya, kabilang ang hindi kumpletong pagproseso ng transaksyon at ang hindi pagkakatugma sa mga rekord gaya ng Official Receipt at iba pang kaugnay na dokumento.

Maglalabas ang LTO ng panibagong abiso sa oras na maibalik ang normal na operasyon ng sistema.

Bilang bahagi ng ika-anim na buwan ng mga naisagawang hakbang ng pamunuan, nagkaroon ng programang “Kuwentuhan with the LTO Chief” ang Land Transportation Office (LTO) na naglalayong magbigay ng malinaw at accessible na paliwanag sa publiko hinggil sa nga polisiya, reporma, at resulta ng operasyon ng ahensya. Tampok sa unang sesyon nang nasabing programa ang paglulunsad ng “I-Report Mo Kay LTO Chief,” isang direktang sumbungan na nagbibigay sa publiko ng mabilis at madaling paraan upang mag-ulat ng reklamo, katiwalian, o concern sa pamamagitan ng website na www.ireportmokayltochief.ph at opisyal na page/messenger nito na I-Report Mo Kay LTO Chief. Ang inisyatibong ito ay kaayon ng 7-point priority agenda ni LTO Chief, Assistant Secretary Markus V. Lacanilao, partikular sa pagpapalakas ng transparency, accountability, at agarang pagtugon sa mga hinaing ng publiko.

Sa ilalim ng “I-Report Mo Kay LTO Chief,” maaaring magsumite ang sinumang motorista o mamamayan ng kanilang ulat kaugnay ng operasyon, serbisyo, o kaugalian ng mga tauhan ng LTO, kabilang ang mga insidente ng road rage, mapanganib na pagmamaneho, at iba pang paglabag na naglalagay sa peligro sa kaligtasan sa kalsada. Ang mga matatanggap na sumbong ay agad na dadaan sa kaukulang beripikasyon upang matiyak na naaaksyunan ang bawat reklamo alinsunod sa umiiral na mga patakaran.

Ayon kay LTO Chief, Assistant Secretary Markus V. Lacanilao, ang nasabing inisyatibo ay bahagi ng patuloy na reporma ng ahensya upang palakasin ang accountability at gawing mas bukas ang komunikasyon sa pagitan ng gobyerno at publiko.

Hinihikayat ng LTO ang publiko na gamitin ang “I-Report Mo Kay LTO Chief” bilang isang responsableng paraan ng pakikilahok upang makatulong sa pagpapanatili ng maayos, ligtas, at mabisang sistema ng transportasyon sa bansa.

In line with the LTO Road Safety Advocacy Program and Educating Road users with a comprehensive understanding of Republic Act No. 4136 also known as the Land Transportation and Traffic Code, and other related land transportation laws, rules and regulations, through the initiative of President Ferdinand “Bongbong” Marcos Jr. to strengthen nationwide campaign of road safety and transportation education, implemented under the guidance of Department of Transportation Acting Secretary Atty. Giovanni Z. Lopez and LTO Chief Assistant Secretary Markus V. Lacanilao, with the supervision of LTO-MIMAROPA Acting Regional Director, Francisco P. Ranches Jr. CESO VI, LTO Calapan District Office headed by Chief Merwyn C. Quitain conducted a Road Safety Caravan held at Brgy. Dulangan II,Baco, Oriental Mindoro last March 28-29, 2026. The two-day activity was made possible through the request of Hon. Leonardo L. De Ocampo

The caravan was highlighted with the conduct of Free Theoretical Driving Course (TDC) and processing of student permit to qualified applicants. This was designed to instill a culture of safety and compliance among participants and enhanced accessibility and efficiency, emphasizing responsible, disciplined, and life-saving driving practices. The conducted TDC was able to issue 200 Free TDC certificates and securing 200 student permits to the participants on the last day of the activity.

These initiatives emphasize the LTO MIMAROPA’s dedication to prioritizing road safety and equipping communities with the knowledge and resources needed to foster responsible road usage. By bringing services closer to the people and making partnership with local stakeholders, the Road Safety Advocacy Program continues to make significant strides in promoting safer roads and saving lives across the MIMAROPA Region.

The two-day activity was made possible through the request of Barangay Chairwoman, Hon. Marivic Garcia.

The caravan was highlighted with the conduct of Free Theoretical Driving Course (TDC) and processing of student permit to qualified applicants. This was designed to instill a culture of safety and compliance among participants and enhanced accessibility and efficiency, emphasizing responsible, disciplined, and life-saving driving practices. The conducted TDC was able to issue 60 Free TDC certificates and securing 60 student permits to the participants on the last day of the activity.

This was designed to instill a culture of safety and compliance among participants and enhanced accessibility and efficiency, emphasizing responsible, disciplined, and life-saving driving practices. The conducted TDC was able to issue 178 Free TDC certificates and securing 174 student permits to the participants on the last day of the activity.

The Land Transportation Office (LTO) today announced the issuance of Memorandum Circular No. MVL-2026-4911, outlining guidelines for the use of Temporary Certificates of Registration (CR) for Motor Vehicles (MV), Motorcycles (MC), and Trailers (TRL). This measure is in response to a limited supply of Security Paper for official CRs, caused by delivery delays from the National Printing Office (NPO). The LTO assures the public that it is actively working to resolve this issue as quickly as possible.

This Memorandum Circular aims to ensure the uninterrupted delivery of public service and maintain operational continuity. It strictly regulates the issuance and use of Temporary CRs, which will serve as provisional documents until the official Security Paper CRs become available. All New Registration Units (NRUs), Authorized District Offices (ADOs), and District/Extension Offices processing new registrations and miscellaneous transactions of MV/MC/TRL are covered by this directive. The LTO emphasizes its commitment to preserving accountability and control over all accountable forms during this period.

Rest assured, the LTO is dedicating all its efforts to expedite the resolution of the Security Paper supply issue. Once the official Security Paper CRs are available, all concerned offices will prioritize the printing and release of these documents, corresponding to previously issued Temporary CRs. Registered owners and authorized representatives will be promptly notified of the availability and release of their official CRs. The LTO deeply appreciates the public's understanding and cooperation as it navigates this temporary challenge to uphold efficient and reliable service.

𝐋𝐓𝐎 𝐌𝐈𝐌𝐀𝐑𝐎𝐏𝐀 𝐂𝐥𝐚𝐫𝐢𝐟𝐢𝐞𝐬 𝐕𝐢𝐫𝐚𝐥 𝐀𝐩𝐩𝐫𝐞𝐡𝐞𝐧𝐬𝐢𝐨𝐧 𝐢𝐧 𝐂𝐚𝐥𝐚𝐩𝐚𝐧 𝐂𝐢𝐭𝐲, 𝐎𝐫𝐢𝐞𝐧𝐭𝐚𝐥 𝐌𝐢𝐧𝐝𝐨𝐫𝐨

Kaugnay ito ng kumakalat na video sa social media, particularly sa Facebook, tungkol sa pagkaka-apprehend ng isang indibidwal na kilala online bilang “Sir Leo” noong February 16, 2026, bandang 6:25 ng umaga sa Calapan City.

Base sa Official Incident Report and body-worn camera footage ng apprehending officer from LTO Calapan District Office, pinara ang sasakyan dakong 6:20 ng umaga sa Barangay Bayanan II, Calapan City, Oriental Mindoro bilang bahagi ng routine enforcement operation sa lugar.

Sa initial approach, maayos at magalang na nakipag-ugnayan ang apprehending officer sa driver. Pinayuhan ng apprehending officer ang front-seat passenger na isuot ang seatbelt habang umaandar ang sasakyan, alinsunod sa umiiral na road safety regulations na mandatory ang paggamit ng seatbelt para sa driver at passenger. Base sa body camera recording, ang paalala ay ibinigay sa mahinahon at professional na paraan.

Matapos nito, at bilang bahagi ng standard operating procedures, hiniling sa driver ang Official Receipt at Certificate of Registration (OR/CR) ng sasakyan at ang valid driver’s license nito. Hindi nakapagpakita ang driver ng physical driver’s license card o electronic driver’s license na maaaring ma-access sa official LTO portal sa oras ng inspection.

Dahil dito, nag-issue ang apprehending officer ng Temporary Operator’s Permit (TOP) para sa paglabag sa Section 1(a) ng Joint Administrative Order (JAO) 2014-01. Ang pag-iisue ng TOP ay isinagawa alinsunod sa enforcement guidelines.

Sa parehong araw, nag-post si “Sir Leo” sa kanyang social media account at nagpahayag ng puna laban sa LTO Calapan District Office, kabilang ang alegasyon ng discourtesy at unethical behavior mula sa apprehending officer. Iginiit din niya na napahiya umano ang kanyang asawa nang sabihan itong magsuot ng seatbelt.

Masusing sinuri ng LTO MIMAROPA Region ang kabuuan ng body camera footage kaugnay ng insidente. Batay sa nasabing recording, walang nakitang anumang asal na maaaring ituring na bastos, mapanlait, o unprofessional. Ang paalala hinggil sa seatbelt ay bahagi ng mandates ng LTO na tiyakin ang safety ng lahat ng road users. Wala ring narecord na pagtaas ng boses, paggamit ng hindi angkop na pananalita, o anumang unethical na pag-uugali mula sa apprehending officer.

Kinikilala ng LTO MIMAROPA Region ang mahalagang papel ng social media sa pagpapahayag ng saloobin ng publiko. Gayunpaman, pinaaalalahanan ang netizens or ang public na gamitin ang kanilang mga platform nang may pag-iingat. Ang freedom of expression ay may kaakibat na obligasyon na tiyakin na ang impormasyong ibinabahagi ay tama, kumpleto, at hindi nakasisira sa reputasyon ng sinumang indibidwal o institusyon nang walang sapat na batayan. Ang hindi verified accusations ay maaaring magdulot ng pagkalito at makaimpluwensya sa pananaw ng publiko nang hindi nakabatay sa buong context ng pangyayari.
