Nais ipabatid ng Land Transportation Office (LTO) na nagpapatuloy pa rin ang maintenance activity ng online system ng ahensya at nangangailangan pa ng karagdagang troubleshooting upang matiyak ang ganap nitong kaayusan.

Dahil dito, pansamantalang hindi magagamit ang online services ng LTO sa lahat ng tanggapan sa buong bansa.

Pinapayuhan ang lahat ng kliyente na huwag munang magsagawa ng anumang online transaction upang maiwasan ang mga posibleng aberya, kabilang ang hindi kumpletong pagproseso ng transaksyon at ang hindi pagkakatugma sa mga rekord gaya ng Official Receipt at iba pang kaugnay na dokumento.

Ranches Jr. CESO VI, LTO Calapan District Office headed by Chief Merwyn C. Quitain conducted a Road Safety Caravan held at Brgy. Dulangan II,Baco, Oriental Mindoro last March 28-29, 2026. The two-day activity was made possible through the request of Hon. Leonardo L. De Ocampo

The caravan was highlighted with the conduct of Free Theoretical Driving Course (TDC) and processing of student permit to qualified applicants. This was designed to instill a culture of safety and compliance among participants and enhanced accessibility and efficiency, emphasizing responsible, disciplined, and life-saving driving practices. The conducted TDC was able to issue 200 Free TDC certificates and securing 200 student permits to the participants on the last day of the activity.

The Land Transportation Office (LTO) today announced the issuance of Memorandum Circular No. MVL-2026-4911, outlining guidelines for the use of Temporary Certificates of Registration (CR) for Motor Vehicles (MV), Motorcycles (MC), and Trailers (TRL). This measure is in response to a limited supply of Security Paper for official CRs, caused by delivery delays from the National Printing Office (NPO). The LTO assures the public that it is actively working to resolve this issue as quickly as possible.

This Memorandum Circular aims to ensure the uninterrupted delivery of public service and maintain operational continuity. It strictly regulates the issuance and use of Temporary CRs, which will serve as provisional documents until the official Security Paper CRs become available. All New Registration Units (NRUs), Authorized District Offices (ADOs), and District/Extension Offices processing new registrations and miscellaneous transactions of MV/MC/TRL are covered by this directive. The LTO emphasizes its commitment to preserving accountability and control over all accountable forms during this period.

Rest assured, the LTO is dedicating all its efforts to expedite the resolution of the Security Paper supply issue. Once the official Security Paper CRs are available, all concerned offices will prioritize the printing and release of these documents, corresponding to previously issued Temporary CRs. Registered owners and authorized representatives will be promptly notified of the availability and release of their official CRs. The LTO deeply appreciates the public's understanding and cooperation as it navigates this temporary challenge to uphold efficient and reliable service.

Base sa Official Incident Report and body-worn camera footage ng apprehending officer from LTO Calapan District Office, pinara ang sasakyan dakong 6:20 ng umaga sa Barangay Bayanan II, Calapan City, Oriental Mindoro bilang bahagi ng routine enforcement operation sa lugar.

Sa initial approach, maayos at magalang na nakipag-ugnayan ang apprehending officer sa driver. Pinayuhan ng apprehending officer ang front-seat passenger na isuot ang seatbelt habang umaandar ang sasakyan, alinsunod sa umiiral na road safety regulations na mandatory ang paggamit ng seatbelt para sa driver at passenger. Base sa body camera recording, ang paalala ay ibinigay sa mahinahon at professional na paraan.

Matapos nito, at bilang bahagi ng standard operating procedures, hiniling sa driver ang Official Receipt at Certificate of Registration (OR/CR) ng sasakyan at ang valid driverโ€™s license nito. Hindi nakapagpakita ang driver ng physical driverโ€™s license card o electronic driverโ€™s license na maaaring ma-access sa official LTO portal sa oras ng inspection.

Dahil dito, nag-issue ang apprehending officer ng Temporary Operatorโ€™s Permit (TOP) para sa paglabag sa Section 1(a) ng Joint Administrative Order (JAO) 2014-01. Ang pag-iisue ng TOP ay isinagawa alinsunod sa enforcement guidelines.
