PNP RUNS DOWN 2 REGIONAL WANTED PERSONS FACING SEXUAL OFFENSE CASES

The Philippine National Police (PNP) arrested two regional-level wanted persons in separate operations in Batangas and Romblon on August 16, 2026, reinforcing its continuing efforts to locate individuals with standing warrants while ensuring that all arrests are carried out within the bounds of law and due process.

In Batangas City, personnel of the Batangas Component City Police Station Warrant Section arrested a Filipino male of legal age who is listed as a regional-level most wanted person. He is facing four counts of sexual abuse under a warrant issued by the Regional Trial Court Branch 1 in Batangas City on March 28, 2016, with recommended bail set at ₱800,000.00. He is currently under police custody for proper documentation and disposition.

In Romblon, joint police personnel also arrested another Filipino male of legal age in Barangay Cambajao, Cajidiocan, who is listed among the region’s No. 3 wanted persons. He is facing three counts of qualified r**e under a warrant issued by the Regional Trial Court Branch 106 in Sibuyan, Romblon, dated July 22, 2026, with no recommended bail. He remains in the custody of the Cajidiocan Municipal Police Station for proper proceedings.

Chief PNP Police General Jose Melencio C. Nartatez Jr. said the arrests reflect the PNP’s sustained effort to make the warrant system work as intended while respecting the rights of every person involved.

“May mga kasong kailangang harapin, at may proseso para rito. Our job is to make sure that the people concerned are located and brought before the proper court, while our personnel remain disciplined and respectful throughout the operation,” PGen Nartatez said.

The operations form part of the PNP’s Focused Agenda, particularly Enhanced Managing Police Operations, which emphasizes responsive and accountable police action based on established procedures. These efforts also support the administration’s broader peace and security objectives under President Ferdinand R. Marcos Jr.

The PNP likewise reminds the public that information on wanted persons should be reported through proper police channels and that no one should take the law into their own hands. CALAPAN CITY, Oriental Mindoro — Police Regional Office MIMAROPA (PRO MIMAROPA) put its major reforms and strategic accomplishments to stakeholder validation on August 17, 2026, as part of the Institutionalization Evaluation Process (IEP) Impact Validation–Focus Group Discussion (FGD) under the Third-Party Audit Phase of its Performance Governance System (PGS) journey.
Held at the PRO MIMAROPA Conference Room, Camp Brigadier General Efigenio C. Navarro, Barangay Suqui, Calapan City, the activity examined whether the Regional Office’s reforms have produced results that are relevant, effective, sustainable, and meaningful to the communities it serves.

The validation brought together Dr. Lisa Mangonon-Manuncia, Member of the National Advisory Group for Police Transformation and Development (NAGPTD); PBGEN Madeline D. Cacao, Chief of the Center for Police Strategy Management (CPSM) and Team Leader of the Third-Party Audit Team; Governor Humerlito A. Dolor, Chairperson of the Regional Advisory Group for Police Transformation and Development (RAGPTD); PBGEN Christopher R. Dela Cruz, Regional Director of PRO MIMAROPA; and representatives from the PRO MIMAROPA Command Group, Regional Staff, Regional Support Units, Provincial Police Offices, Chiefs of Police, Technical Working Group, RAGPTD, and other stakeholders.

The activity opened with an invocation led by Rev. Fr. PCPT Jayrom D. Ramirez, Regional Pastoral Officer, followed by welcome remarks from PBGEN Bobby S. Abao, Deputy Regional Director for Administration and Chairperson of the Technical Working Group for the PRO MIMAROPA P.A.T.R.O.L. Plan 2030.

PCOL Ronie S. Bacuel, Chief of the Regional Performance Strategy Management Unit (RPSMU), presented PRO MIMAROPA’s breakthrough results, governance accomplishments, and strategic milestones under the PGS.

PBGEN Cacao then briefed the participants on the Impact Validation Process and introduced the Impact Validation Team, after which Atty. Frances Cynthia J. Guiani, Member of the NAGPTD, facilitated the Focus Group Discussion with members of the RAGPTD led by Governor Dolor, together with other stakeholders.

The discussion gave stakeholders an opportunity to assess PRO MIMAROPA’s reforms based on their experience and interaction with the police organization—what has worked, what has made a difference, what still needs improvement, and what should be sustained.

Among the results presented were the increase in arrests from illegal drug operations from 341 in 2022 to 449 in 2025 and the declaration of all 1,124 previously identified drug-affected barangays in MIMAROPA as drug-cleared.

PRO MIMAROPA likewise highlighted its six Core Breakthrough Initiatives—Data-Driven Policing, Intelligence-Led Operations, Stronger Case Building, Capability Building, Inter-Agency Partnership, and Drug Prevention—which have guided the organization’s efforts to improve police operations and address security concerns across the region.

For Regional Director PBGEN Christopher R. Dela Cruz, however, accomplishments are only meaningful when they result in positive change.

“The true measure of transformation is not simply what we have accomplished, but what our accomplishments have changed,” PBGEN Dela Cruz said.

The MIMAROPA Top Cop emphasized that the validation should help the Regional Office determine which reforms are producing results, identify areas that require improvement, and ensure that effective practices are sustained.

“We will continue to sustain our gains, address our gaps, strengthen our capabilities, and find better and more meaningful ways to serve our people,” PBGen Dela Cruz emphasized.

Governor Dolor, meanwhile, emphasized that transformation must extend beyond programs, assessments, and organizational milestones.

“Transformation should not be something we do only when there is an evaluation or a program to complete. It should become a way of life—a continuing commitment to improve how we serve our people, how we work together, and how we respond to the needs of our communities,” Governor Dolor said.

The activity concluded with PRO MIMAROPA reaffirming its commitment to sustain its governance reforms, strengthen partnerships with stakeholders, and use the results of the validation to further improve its systems and police services.

For PRO MIMAROPA, the exercise is more than another requirement in the PGS journey. It is an opportunity to take an honest look at whether the changes made inside the organization are producing results that are seen and felt outside it—where police service ultimately matters most.

The IEP Impact Validation–FGD supports PRO MIMAROPA’s pursuit of Institutionalized Status under the Performance Governance System and its continuing effort to strengthen an organization capable of delivering measurable, sustainable, and people-centered police service.

Anchored on the PNP P.A.T.R.O.L. Plan 2030 and guided by the F.I.G.H.T. C.R.I.M.E.S. CALAPAN CITY, Oriental Mindoro — Police Regional Office MIMAROPA (PRO MIMAROPA) recognized its top-performing personnel in various specialized training programs during the Traditional Monday Flag Raising Ceremony on August 17, 2026, at Camp BGen Efigenio C. Navarro, Calapan City.

Regional Director PBGEN Christopher R. Dela Cruz commended the awardees for their performance and reminded personnel that the real measure of training is how the knowledge and skills gained are applied in the workplace and in actual police operations.

Conferred the Medalya ng Kasanayan for placing Overall Top 1 in their respective courses were PCMS Cita M. Liwanagan, Human Resource Management Staff Course (HRMSC); PSSg Ariel L. Mandac, Field Training Officer Course (FTOC); PCpl Reizel D. Casapao, Education and Training Staff Course (ETSC); PCpl Zaila R. Mariano, Basic Logistic Course (BLC); PCpl Noel F. Orbe Jr., Public Officer Basic Course (POBC); and Pat Araceli C. Lastra, Introduction to Cybercrime Investigation Course (ICIC).

The Medalya ng Pagkilala was likewise awarded to PSSg Mailyn R. Marticio for placing Overall Top 2 in the Human Resource Management Staff Course (HRMSC).

The recognized personnel completed their respective courses between April and July 2026, covering areas essential to police administration and operations, including human resource management, field training, education and training, logistics, public service, and cybercrime investigation.

PBGEN Dela Cruz likewise commended the Regional Education and Training Division (RETD), led by its Acting Chief, PLTCOL Emerson A. Tarac, for its efforts in implementing the region's training programs, with 62 percent of the programmed trainings under the PNP Master Training Action Plan CY 2026 already completed.

The MIMAROPA Top Cop said training programs must be responsive to the actual requirements of police personnel and the situations they encounter in their respective assignments.

Also recognized during the ceremony was the Regional Headquarters Support Unit (RHSU) as the Best Office in the Implementation of the 7S of Good Housekeeping, recognizing its efforts in maintaining order, cleanliness, discipline, and efficiency in the workplace.

Personnel likewise viewed the message of Chief, PNP PGEN Jose Melencio C. Nartatez Jr., who reminded police officers that public service is measured by their readiness to respond, courage in performing their duties, and discipline to do what is right even when no one is watching.

PBGEN Dela Cruz echoed the message and urged personnel to focus not only on completing activities but on producing results.

“Let us not simply be busy—let us be effective. Let us not simply complete activities—let us create results. Our accomplishments tell us what we have done; our impact will tell us whether what we have done truly mattered,” PBGen Dela Cruz emphasized.

The 22nd PRO MIMAROPA Regional Director encouraged the awardees to share the knowledge and skills they gained from their respective courses with their fellow personnel and apply them in their daily duties.

The recognition serves as part of PRO MIMAROPA's continuing efforts to strengthen the competence and professionalism of its personnel through relevant training, continuous learning, and improved workplace practices.

Dela Cruz, arrested the Rank No. 3 Regional Most Wanted Person during a coordinated manhunt operation in Barangay Cambajao, Cajidiocan, Romblon, at about 1:05 PM on August 16, 2026.

The wanted person was apprehended by joint personnel of Cajidiocan Municipal Police Station (MPS), led by PCPT Mary Jade M. Gaca, Officer-In-Charge, Regional Intelligence Unit 4B, Provincial Intelligence Team Romblon, Romblon Provincial Intelligence Unit, 3rd Platoon of the Romblon Provincial Mobile Force Company, and Romblon Maritime Police Station through coordinated intelligence and law enforcement efforts.

The arrest was effected by virtue of a Warrant of Arrest dated July 22, 2026, for three (3) counts of Qualified R**e under Article 266-A, Paragraph 1(d) of the Revised Penal Code, as amended by Republic Acts Nos. 8353 and 11648, docketed under three criminal cases, with no recommended bail.

PBGEN Dela Cruz commended the operating units for their vigilance and coordinated efforts that led to the successful arrest of the high-ranking wanted person.

“This accomplishment demonstrates the value of sustained intelligence work and close coordination among our police units. I commend our operating personnel for their vigilance and determination in locating this wanted person and ensuring that he is brought before the proper authorities to face the charges against him,” PBGEN Dela Cruz said.

CALAPAN CITY, Oriental Mindoro — Police Regional Office MIMAROPA (PRO MIMAROPA), under the leadership of Regional Director PBGEN Christopher R. Dela Cruz, arrested Occidental Mindoro’s Rank No. 2 Provincial Most Wanted Person during a coordinated manhunt operation in Barangay San Isidro II, Paombong, Bulacan, at about 9:50 AM on August 16, 2026.

The wanted person was apprehended by joint personnel of Sta. Cruz Municipal Police Station (MPS), led by PCPT Erickson R. Dimalaluan, Officer-In-Charge, Paombong MPS, Bulacan Police Provincial Office, and the 402nd Battalion Maneuver Company, Regional Mobile Force Battalion 4B, through coordinated intelligence and law enforcement efforts.

The arrest was carried out by virtue of a Warrant of Arrest for violation of Article 266-A (2) of the Revised Penal Code, as amended by Republic Act No. 8353, in relation to Republic Act No. 7610, in connection with four criminal cases, for service of sentence.

PBGEN Dela Cruz commended the operating units and partner police offices for their effective coordination and persistence in tracking down the wanted person beyond the region.

“I commend our operating units and partner police offices for their determination and coordination in locating and apprehending this wanted person in another province. This accomplishment demonstrates that our law enforcement network remains vigilant and connected beyond regional boundaries. We will continue to strengthen intelligence sharing and coordinated operations to ensure that those who are required to face the law are properly accounted for,” PBGEN Dela Cruz said.

The arrested individual is currently under the custody of Sta. Cruz MPS for documentation and proper disposition.

CALAPAN CITY, Oriental Mindoro — Regional Director PBGEN Christopher R. Dela Cruz led personnel of the Police Regional Office MIMAROPA (PRO MIMAROPA) in joining the “Fun Run for a Cause” organized by the Rotary Club of Downtown Calapan on August 16, 2026, at NUCITI Mall, Calapan City.

Held under the theme “Let’s Run Together for a Cleaner, Greener & Better Community!”, the 5K fun run brought together residents, civic organizations, and other community partners to promote environmental awareness and encourage people to take part in keeping their communities clean and sustainable.

PBGEN Dela Cruz personally participated in the run together with PRO MIMAROPA personnel, joining other participants along the route and supporting the Rotary Club's initiative to promote environmental responsibility and community involvement.

The activity was organized by the Rotary Club of Downtown Calapan under the leadership of its Service Impact President, Samuel C. Gayeta, with the participation of various community groups and stakeholders.

For PBGEN Dela Cruz, activities such as the fun run provide another opportunity for police personnel to engage with the people they serve.

“Police work is not limited to maintaining peace and security. We are also part of the community, and we should be present in activities that bring people together for a good cause. We are glad to join the Rotary Club and our fellow Calapeños in promoting a cleaner and greener community,” PBGEN Dela Cruz said.

The MIMAROPA Top Cop likewise emphasized the importance of working with civic organizations and other stakeholders in addressing issues that directly affect communities.

“Environmental protection is a shared responsibility. When government, civic organizations, and the community work together, we can do more to keep our surroundings clean and protect the places where our families live and work,” PBGen Dela Cruz emphasized.

CALAPAN CITY, Oriental Mindoro — The Police Regional Office MIMAROPA (PRO MIMAROPA) has arrested the region's No. 2 Most Wanted Person in Muñoz City, Nueva Ecija, ending the search for a fugitive wanted in connection with six counts of Qualified R**e of a Minor.

The wanted person was located in Barangay Gabaldon, Muñoz City, through a coordinated manhunt involving police and intelligence personnel from MIMAROPA and their counterparts in Nueva Vizcaya, Nueva Ecija, and Muñoz City.

The operation was led by personnel of the Narra Municipal Police Station (MPS), Palawan Police Provincial Office, with the support of the Provincial Intelligence Team (PIT) Nueva Vizcaya-RIU2, PIT Nueva Ecija-RIU3, PIT Palawan, City Intelligence Team Puerto Princesa City-RIU4B, and Provincial Intelligence Unit-Palawan PPO.

The accused was arrested by virtue of a Warrant of Arrest issued by the Regional Trial Court, Fourth Judicial Region, Branch 13-Family Court, Puerto Princesa City, Palawan, for six counts of Qualified R**e of a Minor under Article 266-A(1)(d), in relation to Article 266-B of the Revised Penal Code, as amended by Republic Act No. 11648, with no recommended bail.

Following the arrest, the wanted person was placed under the custody of Narra MPS and will be temporarily held at a custodial facility in Nueva Ecija pending proper disposition and turnover to the appropriate judicial authorities.

PRO MIMAROPA Regional Director PBGEN Christopher R. Dela Cruz commended the personnel involved in the operation, particularly the intelligence and operating units that worked across jurisdictions to locate the high-ranking wanted person.

“This arrest is the result of information being acted upon, units working together, and personnel who remained determined to locate a wanted person even beyond our region. We will continue to pursue those sought by the courts and bring them before the proper judicial authorities,” PBGEN Dela Cruz said.

The MIMAROPA Top Cop emphasized that the operation demonstrates the importance of close coordination among police units when wanted persons move outside their original areas of jurisdiction.

“Our personnel will continue to work closely with our counterparts in other regions. Wherever a wanted person may be, we will follow the information, coordinate with the proper units, and do our part to ensure that the warrant is served,” PBGen Dela Cruz emphasized.

The arrest forms part of PRO MIMAROPA's continuing campaign against wanted persons under its F.I.G.H.T. C.R.I.M.E.S. Framework, particularly the Hit Targets strategy, through intelligence-led operations and sustained coordination with police and law enforcement partners.

CALAPAN CITY, Oriental Mindoro — A joint operation by the Police Regional Office MIMAROPA (PRO MIMAROPA) and the Department of Environment and Natural Resources (DENR) resulted in the apprehension of four individuals and the recovery of approximately 1,958.25 board feet of freshly cut lumber valued at nearly ₱98,000 in Roxas, Palawan on August 15, 2026.

The operation was conducted in Barangay Minara, Roxas, Palawan, after personnel of the Roxas Municipal Police Station (MPS) received information from DENR regarding the reported transport of forest products.

Personnel of Roxas MPS, under the leadership of PMAJ Marvin R. Herrera, Acting Chief of Police, responded to the area together with personnel of the 2nd Palawan Provincial Mobile Force Company (PPMFC) and DENR enforcement personnel.

Upon reaching the area, the joint team apprehended the four individuals who were reportedly transporting freshly cut Kaatoan Bangkal lumber and were unable to present the required permits or other legal documents authorizing the cutting, possession, or transport of the forest products.

The recovered lumber, consisting of various dimensions, had an estimated total volume of 1,958.25 board feet and an approximate market value of ₱97,912.50.

The seized forest products were inventoried in the presence of barangay officials and witnesses, while the apprehended individuals were placed under the custody of Roxas MPS for proper disposition.

A complaint for alleged violation of Section 77 of Presidential Decree No. 705, or the Revised Forestry Code of the Philippines, is being prepared against the apprehended individuals.

PRO MIMAROPA Regional Director PBGEN Christopher R. Dela Cruz commended the police and DENR personnel for their prompt response and coordination in addressing the reported forestry violation.

“Protecting our forests requires timely action and close coordination among agencies. We commend our personnel and our DENR partners for working together to prevent the illegal transport of forest products and help protect our natural resources,” PBGEN Dela Cruz said.

The MIMAROPA Top Cop emphasized that PRO MIMAROPA will continue to support DENR and other concerned agencies in enforcing environmental laws and addressing activities that threaten the region's forests and other natural resources.

“Our police units will continue to support our environmental partners in enforcing the law. We will act on information and assist in bringing violators before the proper authorities, while ensuring that every operation is conducted in accordance with law and due process,” PBGen Dela Cruz added.

The operation highlights the importance of sustained PNP-DENR coordination in protecting Palawan's forest resources and enforcing laws against the illegal cutting, possession, and transport of forest products.

CALAPAN CITY, Oriental Mindoro — Police Regional Office MIMAROPA Regional Director PBGEN Christopher R Dela Cruz is strengthening strategic communication as a core police capability, as PRO MIMAROPA completed the first rollout of its Regional Strategic Communication Capability Enhancement Program (RSCCEP) in Occidental Mindoro.

The two-day Phase I – Regional Rollout and Capability Enhancement concluded on August 14, 2026, at Camp Winston Ebersole, San Jose, Occidental Mindoro, with personnel of the Occidental Mindoro Police Provincial Office (OCCMIN PPO) serving as the pioneering participants of the institutionalized program.

Initiated and developed by the Regional Public Information Office (RPIO), led by its Chief, PMAJ Clyde B Kalyawen, the RSCCEP was subsequently institutionalized by PBGEN Dela Cruz through IMPLAN No. 004/26, in line with his F.I.G.H.T. C.R.I.M.E.S. Framework, particularly its focus on capacity enhancement.

The activity focused on strategic communication, public information, media relations, localized perception management, social media management, content development, crisis communication, media handling, and interviews, with participants also undertaking practical exercises and simulated media engagements.

PCOL Ronie S Bacuel, Chief of Regional Staff, serves as the general supervisor of the program’s implementation, while the RPIO training team led by PMAJ Kalyawen conducted the pioneering rollout, with PCOL Ali Jose A Duterte, Provincial Director, Occidental Mindoro PPO, providing support that helped make the activity successful.

During the closing ceremony, PBGEN Dela Cruz reminded the participants that completing the training is only the beginning.

“The real measure begins after we leave this room—when what we have learned is translated into action, better practices, and better service,” said PBGEN Dela Cruz.

The MIMAROPA Top Cop urged the participants to bring the lessons back to their respective units, apply them in their daily work, and share them with their colleagues, emphasizing that strategic communication goes beyond producing press releases, social media posts, photographs, and videos.

“Strategic communication is about providing the right information, to the right people, at the right time, and in the right way. You are not just content creators or information officers; you are trust builders and bridges between the police and the community,” PBGEN Dela Cruz emphasized.

The PNPA "Patnubay" Class of 1995 alumnus further encouraged the participants to keep pace with emerging technologies and communication platforms while remaining guided by the values of truth, integrity, professionalism, accountability, and service.

The RSCCEP is among the initiatives being pursued under the leadership of PBGEN Dela Cruz, alongside Project TREE and Project POPULAR, all anchored on the F.I.G.H.T. C.R.I.M.E.S. Framework to strengthen organizational capacity and improve police service.

As the first participants of the institutionalized program, OCCMIN PPO personnel are expected to apply the competencies gained from the rollout and share effective practices as the RSCCEP expands to other units across PRO MIMAROPA.

The succeeding phases will focus on operational integration, coaching and technical assistance, monitoring and evaluation, communication quality assurance, and program sustainability and continuous improvement.
With Phase I completed, PRO MIMAROPA moves forward with its effort to make strategic communication a stronger part of police operations and public service.
