CALAPAN CITY, Oriental Mindoro — PBGEN Christopher R. Dela Cruz, Regional Director of Police Regional Office MIMAROPA, led the groundbreaking ceremony for the construction of the Romblon Police Provincial Office (PPO) Multi-Purpose Building on October 23, 2026, in Barangay Capaclan, Romblon, Romblon, advancing efforts to strengthen police infrastructure and operational capability in the province.

Funded under the 2026 General Appropriations Act (GAA), the project has a contract cost of ₱11,701,801.04 and is being implemented by the Department of Public Works and Highways (DPWH)–Romblon District Engineering Office. Targeted for completion on April 11, 2027, the facility will accommodate official functions, training activities, conferences, and community engagement initiatives of Romblon PPO.

In his keynote message, PBGEN Dela Cruz emphasized that infrastructure development must translate into stronger police capabilities and better public service.

“A police facility is not defined by the structure we build, but by the quality of service and integrity we deliver. Its true value lies in how it enables our personnel to perform their duties more effectively and serve the public with professionalism and accountability,” PBGEN Dela Cruz said.

The ceremony also recognized eight personnel of the Romblon Municipal Police Station who received the Medalya ng Kagalingan (PNP Medal of Merit) for their exemplary performance during the April 8, 2026 arrest of a Regional Most Wanted Person facing six counts of statutory r**e.

“The recognition of our personnel’s exemplary performance and the continuous development of police infrastructure reflect our unwavering commitment to building a stronger, more capable, and service-oriented Philippine National Police. These initiatives inspire excellence among our personnel and further strengthen our capacity to provide quality public service for the people of MIMAROPA,” PBGEN Dela Cruz said.

The event brought together local government officials, representatives from DPWH and the private sector, and police officials, including Hon. Trina Alejandra F. Firmalo-Fabic, Governor of Romblon, represented by Vice Governor Hon. Armando M. Gutierrez; Hon. Eleandro Jesus F. Madrona, Representative of the Lone District of Romblon, represented by his Chief of Staff, Mr. Esteban Santiago Denon F. Madrona Jr.; Hon. Gerard S. Montojo, Municipal Mayor of Romblon; Engr. Lorenzo Ruiz Carl M. Ylagan, representing the Officer-in-Charge of the DPWH–Romblon District Engineering Office; Mr. Gil M. Maaba, Foreman and representative of MGMP Corporation; and PLTCOL Emerson M. Tarac, Acting Chief of the Regional Education and Training Division.

The ceremony concluded with the blessing of the project site and the laying of a time capsule, marking the start of construction and symbolizing the collective commitment to strengthening police infrastructure and public service.

CALAPAN CITY, Oriental Mindoro — The Police Regional Office MIMAROPA (PRO MIMAROPA) and the Presidential Task Force on Media Security (PTFoMS) reaffirmed their shared commitment to media security and accountability during an AO1 Case Conference and Courtesy Meeting on October 22, 2026, at the PRO MIMAROPA Regional Headquarters in Calapan City.

The meeting was presided over by USEC. Jose A. Torres Jr., Executive Director of PTFoMS, and attended by PBGEN Christopher R. Dela Cruz, Regional Director of PRO MIMAROPA, along with members of the Regional Command Group, Regional Quad Staff, concerned police units, representatives of Oriental Mindoro PPO, Occidental Mindoro PPO, Puerto Princesa City Police Office, and CIDG MIMAROPA, with additional personnel participating virtually.

Discussions covered media-related cases, including the killing of media practitioners and reported threats and harassment against journalists, highlighting the need for thorough investigations, accurate documentation, timely information-sharing, and close coordination among concerned agencies.

PBGEN Dela Cruz emphasized the importance of working closely with PTFoMS to address media-security concerns and ensure that investigative efforts are pursued objectively, professionally, and in accordance with the law.

“Protecting media practitioners from threats and unlawful acts requires close coordination, objective investigations, and accountability. PRO MIMAROPA will continue to work with PTFoMS and our partner agencies to address these concerns and uphold the rule of law,” PBGEN Dela Cruz said.

The conference included a presentation by PCOL Mechille B. Deligero, Chief of the Regional Investigation and Detective Management Division (RIDMD), followed by an open forum on case-related concerns and matters requiring continued coordination.

Through its engagement with PTFoMS, PRO MIMAROPA underscores the importance of cooperation between law enforcement and partner agencies in addressing threats against media practitioners and supporting their right to perform their professional duties without unlawful intimidation.

CALAPAN CITY, Oriental Mindoro — The Police Regional Office MIMAROPA hosted the Association of Chiefs of National and Provincial Offices of Oriental Mindoro, Inc. (ANORM) for its 39th Meeting and Fellowship on October 21, 2026, at Hinirang Hall, Camp BGen Efigenio C. Navarro, Calapan City, bringing together government officials to sustain professional ties and cooperation in public service.

Led by ANORM President Ma. Neresa C. Reganit, RN, MBA, PhD, the gathering brought together association members and representatives of government agencies for organizational updates, discussions, and fellowship.

PBGEN Christopher R. Dela Cruz, Regional Director of PRO MIMAROPA and honorary ANORM member, welcomed the participants and highlighted the value of maintaining strong working relationships among government offices.

“Effective public service requires more than individual effort; it calls for government agencies to work together, share information, and support one another in meeting the needs of our communities,” PBGEN Dela Cruz said.

The MIMAROPA Top Cop also acknowledged the Provincial Government of Oriental Mindoro, led by Governor Humerlito “Bonz” A. Dolor, for its continued support to the PNP and its peace and order initiatives.

Established in 1986, ANORM brings together heads of national and provincial offices to promote coordination, cooperation, and professional camaraderie under its guiding principles of Connect, Converge, Commit, and Compassion.

The program included messages, the treasurer’s report, the oath-taking of new members, organizational updates, and fellowship activities, including the celebration of October birthday celebrants.

The gathering provided an opportunity for government offices to maintain professional ties and reaffirm the importance of working together in serving the people of Oriental Mindoro.

CALAPAN CITY, Oriental Mindoro — The Police Regional Office MIMAROPA (PRO MIMAROPA), under the leadership of PBGEN Christopher R. Dela Cruz, Regional Director, successfully concluded the 16-Day Training on Revitalized-Pulis sa Barangay (R-PSB), Class 02-084-R4B-2026-033, during a closing ceremony held on October 20, 2026, marking another step in the Region’s efforts to strengthen community-oriented policing and bring police services closer to the people.

Implemented through the Regional Community Affairs and Development Division (RCADD), the training equipped police personnel with knowledge and skills to build stronger relationships with barangay officials and community members, respond to local concerns, and promote public trust through meaningful engagement.

The ceremony opened with an invocation led by REV. FR. PCPT Jayrom D. Ramirez, Regional Pastoral Officer, followed by the welcome remarks of PLTCOL Alfredo E. Lorin, Jr., Officer-in-Charge of RCADD. PLTCOL Emerson A. Tarac, AC, RETD, presented the candidates for graduation, while PLTCOL Robert M. Capus, ATM, RSTU MIMAROPA, formally declared the trainees as graduates. PLT George A. Cube-O, the class’s Top 1, delivered the class impression, sharing the significance of the training in preparing personnel for their responsibilities in community-oriented policing. The ceremony also included the presentation of certificates of completion and awards to the graduates and outstanding participants.

In his keynote message, PBGEN Dela Cruz emphasized that effective community policing begins with police officers who are approachable, responsive, and genuinely committed to understanding the needs of the people they serve.

“Being a police officer at the barangay level means more than maintaining peace and order. It means being present, listening to the people, understanding their concerns, and earning their trust through consistent and sincere service. I encourage our graduates to put what they have learned into practice and become dependable partners of the communities they serve,” said PBGEN Dela Cruz.

Through the R-PSB program, PRO MIMAROPA continues to strengthen the capabilities of its personnel in fostering cooperation, addressing community concerns, and building lasting partnerships with local residents. The graduates are expected to apply their training in their respective assignments and contribute to safer communities through professional, responsive, and people-centered police service.

CALAPAN CITY, Oriental Mindoro — Two high-ranking most wanted persons, including PRO MIMAROPA’s No. 5 Regional Most Wanted Person, were arrested in separate manhunt operations on October 19, 2026, through coordinated police efforts in Cagayan and Palawan.

The first arrest was made at around 5:00 p.m. in Barangay Ipil, Gonzaga, Cagayan, where a joint team led by the Gonzaga Municipal Police Station of the Cagayan Police Provincial Office apprehended PRO MIMAROPA’s No. 5 Regional Most Wanted Person, with support from Roxas Municipal Police Station, the Provincial Intelligence Unit, the Provincial Investigation and Detective Management Unit, and the 2nd Provincial Mobile Force Company of Palawan PPO.

The 24-year-old individual, a resident of Roxas, Palawan, was arrested by virtue of warrants issued by the Family Court, Fourth Judicial Region, Branch 14, in connection with charges involving statutory r**e, sexual assault, and lascivious conduct under the applicable provisions of the Revised Penal Code and Republic Act No. 7610.

At around 6:30 p.m. the same day, another joint team arrested the individual ranked No. 7 Provincial Most Wanted Person in Barangay Bunog, Rizal, Palawan, in an operation led by the Rizal Municipal Police Station, with support from the Palawan Provincial Intelligence Unit, the Provincial Intelligence Team of Regional Intelligence Unit 4B, the 1st Provincial Mobile Force Company, and MLET.

The second individual was arrested by virtue of a warrant for murder issued by the Regional Trial Court, Branch 165, in Brooke’s Point, Palawan, with no bail recommended.

Both individuals were placed under police custody for documentation and proper disposition in accordance with established procedures.

PBGEN Christopher R. Dela Cruz, 22nd Regional Director of Police Regional Office MIMAROPA, emphasized that intelligence-driven operations and coordination among police units are essential to locating wanted persons, even when they are found outside the jurisdictions where the warrants were issued.

“Wanted persons cannot evade the law simply by crossing jurisdictional boundaries. Through close coordination and intelligence-driven operations, we will continue to pursue those sought by the courts and bring them before the proper judicial authorities, always within the bounds of the law,” PBGEN Dela Cruz said.

PRO MIMAROPA continues to work with provincial, municipal, and partner law enforcement units to locate wanted persons and support the administration of justice, while upholding due process and the presumption of innocence.
