𝟐𝟒𝐓𝐇 𝐒𝐀𝐍𝐆𝐆𝐔𝐍𝐈𝐀𝐍𝐆 𝐁𝐀𝐘𝐀𝐍 𝐎𝐅 𝐂𝐀𝐋𝐀𝐍𝐀𝐒𝐀𝐍 𝐇𝐎𝐋𝐃𝐒 𝐑𝐄𝐆𝐔𝐋𝐀𝐑 𝐒𝐄𝐒𝐒𝐈𝐎𝐍, 𝐄𝐍𝐀𝐂𝐓𝐒 𝐅𝐎𝐔𝐑 (𝟒) 𝐄𝐒𝐒𝐄𝐍𝐓𝐈𝐀𝐋 𝐌𝐄𝐀𝐒𝐔𝐑𝐄𝐒 𝐀𝐍𝐃 𝐑𝐄𝐕𝐈𝐄𝐖𝐒 𝐒𝐈𝐗 (𝟔) 𝐁𝐀𝐑𝐀𝐍𝐆𝐀𝐘 𝐎𝐑𝐃𝐈𝐍𝐀𝐍𝐂𝐄𝐒

The Sangguniang Bayan of Calanasan conducted its 38th Regular Session on May 4, 2026, at the Legislative Building, Mayor EKB Complex, Municipal Government Center, Poblacion, Calanasan, Apayao and was able to adopt and enact the following vital measures:

1. “Municipal Ordinance Establishing the Organizational Structure, Operating Guidelines, Financial Management, and Allied Provisions in the Management and Operation of the Isnag Hotel, Poblacion, Calanasan” 𝐀𝐮𝐭𝐡𝐨𝐫𝐞𝐝 𝐛𝐲 𝐇𝐨𝐧. 𝐇𝐚𝐫𝐨𝐥𝐝 𝐂𝐥𝐢𝐟𝐟 𝐋. 𝐃𝐚𝐧𝐠𝐠𝐚𝐧

2. “Municipal Ordinance Providing Legal, Medical, and Psychological Assistance to Victims of Domestic and Gender-Based Violence in the Municipality of Calanasan, and for Other Purposes”

Several barangay ordinances were likewise reviewed as follows:

1. Barangay Butao Barangay Ordinance No. 01, Series of 2026 – “An Ordinance Mandating All Households of Barangay Butao to Maintain Cleanliness in Their Backyards and Immediate Surroundings, Providing for Solid Waste Segregation at Source, and Imposing Penalties for Violators Thereof”

2. Barangay Ninoy Aquino Jr.:

a. Ordinance No. 01, Series of 2026 – “An Ordinance Institutionalizing Road Clearing Operations in Barangay Ninoy Aquino Jr. in Line with National Policies, Prohibiting Obstructions in Roads, Sidewalks, and Public Spaces, and Providing Penalties and Implementing Mechanisms Thereof.”

b. Ordinance No. 02, Series of 2026 – “An Ordinance Promoting Responsible Pet Ownership, Regulating Stray Animals, Strengthening Anti-Rabies Measures, and Providing Penalties for Violations in Barangay Ninoy Aquino Jr., Calanasan, Apayao.”
c. Ordinance No. 03, Series of 2026 – “An Ordinance Imposing a Curfew for Minors, Promoting Their Welfare and Protection, and Providing Guidelines and Penalties for Parents or Guardians in Barangay Ninoy Aquino Jr”

d. Ordinance No. 04, Series of 2026 – “An Ordinance Regulating the Use of Loud and Modified Mufflers and Other Noise-Emitting Devices within Barangay Ninoy Aquino Jr”

3. Barangay Parina Barangay Ordinance No. 09, S-2026 – “An Ordinance Prohibiting Smoking and Va**ng in Public Places within the Territorial Jurisdiction of the Barangay, Providing Penalties for Violation Thereof, and for Other Purposes.”

A Multi-Committee Hearing was held in the morning for the joint deliberation at the committee level of various proposed measures.

The session was Presided over by the body’s senior member, the 𝐇𝐨𝐧𝐨𝐫𝐚𝐛𝐥𝐞 𝐅𝐥𝐨𝐫𝐚𝐧𝐭𝐞 𝐓. 𝐏𝐚𝐫𝐚𝐧𝐝𝐢𝐭 as its regular presiding officer. The 𝐇𝐨𝐧𝐨𝐫𝐚𝐛𝐥𝐞 𝐕𝐢𝐜𝐞-𝐌𝐚𝐲𝐨𝐫 𝐌𝐚𝐫𝐭𝐢𝐧 𝐋𝐮𝐜𝐞𝐫𝐨 𝐁. 𝐋𝐚𝐰𝐚𝐭 is the Acting Mayor while the Honorable Mayor is on leave for a week.

𝐌𝐨𝐛𝐢𝐥𝐞 𝐑𝐞𝐠𝐮𝐥𝐚𝐫 𝐒𝐞𝐬𝐬𝐢𝐨𝐧 𝐜𝐮𝐦 𝐏𝐮𝐛𝐥𝐢𝐜 𝐇𝐞𝐚𝐫𝐢𝐧𝐠 𝐒𝐮𝐜𝐜𝐞𝐬𝐬𝐟𝐮𝐥𝐥𝐲 𝐇𝐞𝐥𝐝 𝐢𝐧 𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲 𝐓𝐚𝐧𝐠𝐥𝐚𝐠𝐚𝐧, 𝐂𝐚𝐥𝐚𝐧𝐚𝐬𝐚𝐧.

The Sangguniang Bayan of Calanasan successfully conducted its Mobile Regular Session cm Public Hearing on April 23, 2026, at Barangay Tanglagan, not withstanding an unforeseen delay in the scheduled commencement of proceedings.

Originally set to begin at 2:00 o’clock in the afternoon, the session formally opened at 5:00 PM following an urgent meeting attended by municipal officials with the Provincial Governor. Despite the delay, the legislative body still proceeded with the session.

The session was presided over by the Municipal Vice Mayor and Presiding Officer, 𝐇𝐨𝐧. 𝐌𝐚𝐫𝐭𝐢𝐧 𝐋𝐮𝐜𝐞𝐫𝐨 𝐁. 𝐋𝐚𝐰𝐚𝐭, with nine (9) members of the Sangguniang Bayan present, thereby constituting a quorum for the lawful transaction of business. During the course of the proceedings, Vice Mayor Lawat temporarily relinquished the Chair due to health concerns. In the interim, 𝐇𝐨𝐧. 𝐅𝐥𝐨𝐫𝐚𝐧𝐭𝐞 𝐓. 𝐏𝐚𝐫𝐚𝐧𝐝𝐢𝐭 was designated as Temporary Presiding Officer to ensure the uninterrupted continuation of the session. Thereafter, upon improvement of his condition, the Chair was returned to the Presiding Officer, who resumed presiding over the remainder of the session.

Among those in attendance were 𝐌𝐫. 𝐂𝐚𝐧𝐢𝐜𝐢𝐨 𝐀𝐥𝐥𝐚𝐠 of the Municipal Treasury Office, Municipal Tourism Officer 𝐌𝐫𝐬. 𝐊𝐫𝐢𝐧𝐞𝐳𝐳𝐚 𝐕𝐞𝐢𝐥 𝐁𝐨𝐝𝐚𝐲-𝐋𝐚𝐰𝐚𝐭, Barangay Captain 𝐇𝐨𝐧. 𝐌𝐢𝐬𝐚𝐞𝐥 𝐀. 𝐆𝐮𝐦𝐩𝐞𝐧𝐠 of Barangay Tanglagan, Barangay Captain 𝐇𝐨𝐧. 𝐉𝐨𝐬𝐞𝐩𝐡 𝐁. 𝐀𝐜𝐥𝐢𝐧 of Barangay Parina, other barangay officials, and residents of the host barangay.

During the session, several key measures were discussed and deliberated upon, including the review of the following barangay ordinances, which were declared valid and operative in their entireties,subject to recommendations:

1. Barangay Eva Ordinance No. 02-2026 – “An Ordinance Imposing Fees on Individuals Securing Certifications and Clearances from the Office of the Barangay Local Government Unit of Eva, Calanasan, Apayao”; and
2. Barangay Eva Ordinance No. 03-2026 – “An Ordinance Imposing the Collection of Extraction Fees Upon Individuals or Companies Extracting Lumber Boards from Salvaged Trees Within All Areas of Barangay Eva, Calanasan, Apayao.”

Likewise, on Third and Final Reading, the Sangguniang Bayan approved the proposed municipal measure entitled:“An Ordinance Regulating the Movement, Impoundment, and Ownership of Astray and Free-Roaming Domestic Animals such as Cows, Dogs, Carabaos, Goats, and Sheep, Imposing Penalties on Owners for Damages Caused by Their Animals, and Providing for Proper Animal Control and Management in the Municipality of Calanasan”

Following the multi-committee hearing held earlier in the morning, the Sangguniang Bayan of Calanasan convened its 32nd Regular Session on Monday, March 16, 2026, at the New Legislative Building, Mayor Elias K. Bulut Complex, Municipal Government Center, Poblacion, Calanasan, Apayao.

Eleven (11) members were present, with one member absent, thereby constituting a quorum for the transaction of business.

During the session, two legislative measures were approved. These included the grant of authority to the Municipal Mayor, Honorable Shamir M. Bulut, to represent the Municipal Government in the ex*****on of a Memorandum of Agreement with the Philippine Statistics Authority relative to the enhanced implementation of the Batch Request System in the municipality, and the approval of the review of the Kaingin Management Ordinance of Barangay Cadaclan.

The session was presided over by the Municipal Vice Mayor, Honorable Martin Lucero B. Lawat.

The Sangguniang Bayan of Calanasan convened as a "Committee of the Whole" on Monday morning, March 16, 2025, to conduct a multi-committee hearing on several legislative matters referred to various committees.

The hearing commenced at 9:30 a.m. at the Legislative Building, Mayor Elias K. Bulut Complex, Municipal Government Center, Poblacion, Calanasan, Apayao.

The hearing convened and brought together members of the Sangguniang Bayan and key municipal officials serving as resource persons to deliberate on matters requiring thorough review, particularly those relating to environmental protection, health, social welfare and education, public safety, and agriculture.

Among those present were Municipal Administrator 𝐀𝐭𝐭𝐲. 𝐎𝐟𝐞 𝐌𝐚𝐫𝐢𝐞 𝐁𝐚𝐥𝐚𝐥𝐢𝐨-𝐋𝐮𝐦𝐛𝐨; Municipal Health Officer 𝐃𝐫. 𝐌𝐞𝐥𝐜𝐡𝐨𝐫 𝐏𝐚𝐭𝐚𝐥-𝐞 𝐉𝐫.; Municipal Environment and Natural Resources Officer 𝐌𝐬. 𝐒𝐡𝐚𝐫𝐚 𝐌𝐚𝐞 𝐁𝐚𝐭𝐢𝐥; Municipal Budget Officer 𝐌𝐫𝐬. 𝐉𝐞𝐧𝐚𝐥𝐲𝐧 𝐏. 𝐆𝐚𝐫𝐜𝐢𝐚; Municipal Veterinarian 𝐃𝐫𝐚. 𝐕𝐢𝐯𝐢𝐚𝐧 𝐏𝐢𝐚𝐠𝐚𝐧; and 𝐌𝐫. 𝐉𝐨𝐫𝐝𝐚𝐧 𝐓𝐮𝐦𝐚𝐧𝐞𝐧𝐠.

Several Punong Barangays, members of the Sangguniang Barangay, and other local stakeholders also attended the hearing, providing insights and participating in discussions on the proposed legislative measures under review.

The Body is set to conduct its fourth week of committee hearings on March 26 at 9:00 a.m. for the presentation and further deliberation of several legislative measures.

𝐋𝐎𝐎𝐊|The Sangguniang Bayan of Calanasan conducted its Regular Session today, March 2,2026, through a hybrid session combining virtual and face-to-face participation, in accordance with its duly adopted Internal Rules of Procedures (IRP), which allow hybrid sessions when necessary to ensure continuity of legislative functions, address logistical or travel constraints, and facilitate full participation of members despite official duties or unforeseen circumstances.

The session was presided over by Vice Mayor Martin Lucero B. Lawat, with all eleven (11) members of the Sanggunian in complete attendance.

The Sangguniang Bayan of Calanasan conducted its Mobile Regular Session at Barangay Sta. Elena on February 26, 2026, at 10:00 in the morning.

The session was presided over by Hon. Martin Lucero B. Lawat, Municipal Vice- Mayor, with nine (9) members of the Sanggunian Bayan present, thereby constituting a quorum. Also in attendance were barangay officials and local stakeholders from the host barangay. During the proceedings, the Sanggunian considered the passage and approval of the following key legislative measures:

1. Declaration of the 2026 Annual Budgets of Barangays Sta. Elena, Sabangan, Parina, and Ninoy aquino Jr., as valid and operative in their entireties;
2. Authorization of the LCE, the Honorable Shamir M. Bulut to enter into a Memorandum of Agreement (MOA) with the DSWD-Central office relative to the implementation of 16th Cycle Supplementary Program for 2026;
3. Authorization of the LCE, the Honorable Shamir M. Bulut to enter into a Memorandum of Agreement (MOA) with the DA-Regional Office relative to the Livestock Economic Enterprise Development (LEED) Program;
4. Authorization of the LCE, the Honorable Shamir M. Bulut to enter into a MOA with the DSWF-FO-CAR regarding the implementation of the transfer of funds scheme of the distribution of social pension stipend to qualified indigent senior citizens and the liquidation of transferred funds thereof;
5. Authorization of the purchase of lot to be utilized as Super RHU;
6. Resolution endorsing the proposed 2027 projects of the DPWH-Apayao 2nd District Engineering Office;

7. Request for SB Resolution endorsing the Sta Filomena Road in support of Multi-crop Processing Center (Coffee,Cacao,Pineapple,Coconut) furniture processing center, a project proposal of the DPWH-Apayao 2nd District Engineering office.

Following the adjournment of the session, the Sanggunian conducted an open forum wherein barangay officials, residents, and other invited stakeholders who observed the session were given the opportunity to raise issues and concerns affecting their barangay. Matters presented included barangay infrastructure needs, delivery of basic services, and other local development priorities. The Sanggunian acknowledged the representations and committed to refer the same to the appropriate committees and concerned municipal offices for evaluation and corresponding action.
