Creation of DOLE Regional Office IV-A (CALABARZON)

On January 1977, Presidential Decree 879 mandated the creation of DOLE Regional Office IV (DOLE ROIV). The regional office was based in Quezon City with jurisdiction over the towns of Rizal and the provinces of Cavite, Laguna, Aurora, Quezon, Romblon, Palawan, Marinduque and Mindoro. On October 1, 1998, in order to efficiently and better serve th

e public under its jurisdiction, the DOLE ROIV was relocated in Calamba City, Laguna - the present site of government offices in Region 4-A. Five years later, wIth Executive Order No. 103, signed by Pres. Gloria Macapagal-Arroyo, the Region 4-A was divided into Region 4-A and 4-B. The mainland portion of the Region is now known as CALABARZON (4-A) composed of the provinces of Cavite, Laguna, Batangas, Rizal and Quezon. The island provinces Mindoro, Marinduque, Romblon and Palawan are collectively known as MIMAROPA (4-B). However, Aurora Province was turned over to Region 3 due to its immediacy to Central Luzon. At present, DOLE Regional Office IV-A has a manpower compliment of 92 personnel with five (5) field offices - Cavite Provincial Office, Laguna Provincial Office, Batangas Provincial Office, Rizal Provincial Office and Quezon Provincial Office; and with three(3) main support offices namely Mediation Arbitration and Legal Services Unit (MALSU), Technical Support and Services Division (TSSD), and Internal Management Services Division (IMSD).

The activity focused on labor rights, social protection, dispute resolution, and livelihood development to help strengthen workersโ€™ organizations and improve economic opportunities for their members.

The Department of Labor and Employment (DOLE) CALABARZON strengthened its commitment to youth employment through the ceremonial signing of a Memorandum of Agreement (MOA) with Beviamo Food and Beverages, Inc. (BFBI) under the JobStart Philippines Program at SM Center Angono, May 6.

Led by JobStart Philippines Program Manager Jorge Manuel Laude, representing Regional Director Atty. Erwin N. Aquino, together with DOLE Rizal Supervising Labor and Employment Officer Victoria B. Natanauan and JobStart Philippines Focal Person Flint Osric T. Gorospe, the activity highlighted the continuing collaboration between DOLE, the local government unit of Angono, and private sector partners in providing employment opportunities for the youth.

The partnership seeks to provide young jobseekers with opportunities for life skills training, technical training, and internship experience to help improve their employability and prepare them for available jobs in the labor market.

During the MOA signing ceremony, Beviamo Coffee and Beverages Owner, Adrian Capunfuerza, expressed the companyโ€™s commitment to supporting the program and providing meaningful learning opportunities for the trainees. He shared that aside from barista-related skills, the company also intends to expose participants to different departments and learning modules as part of their training experience, noting that the companyโ€™s continuing expansion may also open opportunities for possible employment absorption of trainees in the future.

Capunfuerza also lauded the programโ€™s inclusion of life skills training, workplace culture orientation, and on-the-job training.
โ€œAno ang nagustuhan ko rito sa programa? Mayroon silang life skills, they're going to have their culture, they're going to have their learnings, they're going to have their on-the-job training, ano pa ang hahanapin mo? Napakaganda po ng programa na ginagawa ng DOLE.โ€

He likewise emphasized the companyโ€™s dedication to making the partnership successful and helping trainees secure employment opportunities.

โ€œWith all the best of our abilities, we will do our best para maging successful po itong ating partnership and as much as we can, we will not just be doing our bestโ€ฆfor our students to give them iyong gusto nating maibigay sa kanila, which is job.โ€

Meanwhile, JobStart Philippines Program Manager Jorge Manuel Laude highlighted the importance of the program in addressing job-skill mismatch through closer coordination between government and industry partners.

โ€œAt least mayroon na tayong existing mechanisms on how to strategically, and targeted na approach na gagamitin towards addressing job-skill mismatch. Iyong konsepto po ng JobStart ay isa sa mga konkretong paraan para ma-address po natin iyon.โ€
Laude further noted that the lessons learned from previous implementations of the program since 2015 continue to help improve the delivery of interventions for young jobseekers.

As part of the activity, DOLE and Local Government Unit representatives also visited Coffee Rush, Flowers and Chocolates by Felici, and Felici Artisan Gelato, some of the companies under BFBI. These establishments will serve as the venues for the technical training and internship phase of the program for the 22 beneficiaries from the Municipality of Angono.

Now on its second year of implementation in the Municipality of Angono, the JobStart Philippines Program continues to expand its reach through stronger collaboration with industry partners. Last year, the municipality implemented the program for the Business Process Outsourcing industry, where beneficiaries underwent training leading to National Certification Level II in Contact Center Services.

: The Mega Job Fair in Robinsons Antipolo and the Taytay Job Fair provided employment opportunities to jobseekers across Rizal, recording a combined total of 2,142 registered applicants and offering more than 2,520 job vacancies from participating employers.

The activities were conducted in partnership with local government units, PESO, and private partners, with government agencies also delivering frontline services to applicants during the events.

The Department of Labor and Employment (DOLE) โ€“ Laguna Provincial Office, in partnership with the Department of Environment and Natural Resources (DENR), successfully conducted the TUPAD Orientation and Contract Signing on May 13, 2026, at the Mechanized and Modernized Forest Nursery (MMFN) inside the University of the Philippines Los Baรฑos (UPLB).

A total of 113 beneficiaries officially joined the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) Program and rendered 31 days of work under the project amounting to P2,143,610.00.

During the activity, beneficiaries were oriented on the program guidelines, workplace responsibilities, and occupational safety and health measures to ensure their preparedness throughout the implementation of the program. The contract signing also formally marked the beginning of their temporary employment.

Today, DOLE Batangas TUPAD Coordinators conducted monitoring activities for drivers participating in the TUPAD Tuloy Pasada Program along the Lipaโ€“Lemery and Batangas Cityโ€“Bauan routes.

Under the implementation, 65 beneficiaries from the Batangas Cityโ€“Bauan route and 108 beneficiaries from the Lipaโ€“Lemery route are covered by the program. The Batangas Cityโ€“Bauan deployment is scheduled from May 13 to June 26 on an alternate basis, while the Lipaโ€“Lemery route implementation runs from May 13 to June 8.
TUPAD Coordinators will continue to conduct monitoring activities to ensure the proper implementation of the TUPAD Tuloy Pasada and the continuous delivery of temporary employment assistance to transport workers.

: DOLE Laguna Conducts TUPAD Tuloy Pasada Monitoring Across Key Transport Routes
The Department of Labor and Employment (DOLE) โ€“ Laguna Provincial Office conducted monitoring activities under the TUPAD Tuloy Pasada Program on May 12, 2026, across several transport routes in the province of Laguna, in partnership with the Land Transportation Franchising and Regulatory Board.
The activity was facilitated by DOLE Laguna TUPAD Coordinators headed by Ms. Lorena Gacosta, TUPAD Focal Person, together with DOLE field personnel to ensure proper implementation and validation of program beneficiaries.
Monitoring covered multiple routes, including Calambaโ€“Pacita, San Pablo Cityโ€“Liliw, Pagsanjanโ€“Sta. Cruz, Siniloanโ€“Sta. Cruz, and Magdalenaโ€“Sta. Cruz, benefiting a total of 298 transport workers with combined assistance amounting to over P3.9 million.
The activity aimed to assess program implementation, validate beneficiary participation, and ensure the proper delivery of assistance to qualified transport workers. Beneficiaries expressed appreciation for the continued support provided by the program, which has helped ease their financial challenges.
DOLE Laguna reaffirmed its commitment to transparent and efficient implementation of the TUPAD Tuloy Pasada Program, ensuring that assistance reaches intended beneficiaries across the province.
