The RTWPB IV-A is currently conducting a Stakeholdersโ€™ Consultation on the Proposed Minimum Wage Adjustment for the Agriculture Sector and Domestic Workers in Region IV-A (CALABARZON) today, September 7, 2026, in Tayabas City, Quezon.

Discussions focus on the potential impact of a wage adjustment on agricultural workers and employers, including farm production costs, wages and employment, productivity, competitiveness, and the capacity of agricultural enterprises to sustain their operations and generate jobs.

Through this consultation, the RTWPB IV-A continues to ensure that the wage-setting process remains participatory, evidence-based, and responsive to the realities of the agriculture sector and the needs of both workers and employers.

CALAMBA CITY, LAGUNA | September 4, 2026 โ€” Nagsagawa ang RTWPB IV-A ng Stakeholdersโ€™ Consultation on the Proposed Minimum Wage Adjustment for the Export Industry and Domestic Workers in Region IV-A (CALABARZON) sa DOLE Laguna Provincial Office, Calamba City, Laguna.

Sa isinagawang consultation, kinilala ng mga employer at industry representatives ang kahalagahan ng pagbibigay ng makatarungan at mas magandang sahod sa mga manggagawa. Gayunman, nagpahayag din sila ng concerns tungkol sa posibleng epekto ng malaki o biglaang wage increase sa business operations, competitiveness, at employment.

Iginiit ng export sector ang pagkakaroon ng predictable, sustainable, at formula-driven wage-setting mechanism upang mas maagang mapaghandaan ng mga negosyo ang magiging epekto ng wage adjustments sa kanilang labor costs at long-term business planning.

Binigyang-diin ng mga stakeholders na ang mga export-oriented industries tulad ng electronics, semiconductors, garments, at iba pang labor-intensive industries ay nakikipagkumpitensya sa global market.

Nakikipagsabayan ang Philippine exporters sa mga bansa tulad ng Vietnam, Indonesia, Malaysia, at Cambodia, kung saan mahalagang factor ang production costs sa mga desisyon tungkol sa investment at sourcing.

Ayon sa industry representatives, maraming exporters ang may long-term contracts na maaaring tumagal ng 18 buwan hanggang ilang taon. Dahil dito, hindi nila agad naipapasa sa international clients ang dagdag na gastos sa paggawa. Ang biglaang pagtaas ng labor costs ay maaaring makaapekto sa company margins at sa mga desisyon tungkol sa hiring, expansion, automation, at pagpapatuloy ng operations sa Pilipinas.

Isa sa mga mungkahing tinalakay ay ang posibilidad ng paggamit o pag-adapt ng approach na kahalintulad ng โ€œIndonesian Model,โ€ na isinasaalang-alang ang mga factors tulad ng regional inflation, economic growth, productivity, at โ€œAlpha Factor.โ€

Ayon sa industry representatives, maaaring makatulong ang formula-based approach upang maging mas transparent, predictable, at responsive sa aktuwal na economic conditions ang wage adjustments, habang iniiwasan ang biglaang wage increases na maaaring mahirap saluhin ng mga negosyo.

Tinalakay rin ng mga stakeholders ang concern sa wage distortion. Kapag malaki ang naging increase sa minimum wage, maaaring lumiit ang pagitan ng sahod ng minimum wage workers at ng mga empleyadong may mas mataas na skills, experience, o responsibilities.

Dahil dito, maaaring kailanganin ding i-adjust ng mga kumpanya ang sahod ng ibang employees, na maaaring magresulta sa mas malaking increase sa kanilang overall labor costs.

Bilang suporta sa layuning mapabuti ang sahod habang napapanatili ang competitiveness ng mga negosyo, iminungkahi rin ng export industry ang posibleng government incentives at temporary support measures, kabilang ang training incentives at wage subsidies para sa mga kwalipikadong manggagawa.

Ayon sa industry representatives, maaaring makatulong ang ganitong suporta upang mas mapamahalaan ng mga kumpanya ang tumataas na labor at operating costs habang patuloy na nakapagbibigay ng employment opportunities.

Sa kabuuan, ipinakita ng consultation ang kahalagahan ng paghahanap ng balanse sa pagitan ng pagpapabuti ng purchasing power ng mga manggagawa at pagpapanatili ng viability, competitiveness, at employment-generating capacity ng mga negosyo.

Mahigit 230 representatives mula sa labor, management, employer, at domestic worker sectors ang boluntaryong nakilahok sa 2nd Public Hearing on the Proposed Minimum Wage Adjustment for the Formal Sector and Domestic Workers in Region IV-A (CALABARZON) na isinagawa ng RTWPB IV-A, sa tulong ng DOLE-Batangas, noong August 27, 2026, sa Lipa City, Batangas.

Sa isinagawang public hearing, nagkaroon ng palitan ng mga pananaw, concerns, at rekomendasyon mula sa iba't ibang sektor hinggil sa panukalang wage adjustment.

LABOR SECTOR: PANAWAGAN PARA SA LIVING WAGE

Isa sa pangunahing usaping binigyang-diin ng labor sector ang patuloy na pagbaba ng purchasing power ng mga manggagawa dahil sa inflation at pagtaas ng presyo ng mga pangunahing bilihin.
Ayon sa isang speaker, ang current daily minimum wage sa Region IV-A na โ‚ฑ600 ay may purchasing power na tinatayang nasa โ‚ฑ444 na lamang.

Ipinakita rin ang historical comparison ng real wages. Mula sa โ‚ฑ89 na real wage noong 1989, na equivalent sa around โ‚ฑ451 in 2018 value, sinabi na ang current โ‚ฑ600 wage ay may purchasing value na around โ‚ฑ444 lamang. Para sa labor, ipinapakita nito na kahit tumataas ang nominal wage, bumababa naman ang tunay na value ng kinikita ng workers dahil sa inflation.

Binigyang-diin din ng labor sector ang malaking agwat sa pagitan ng kasalukuyang minimum wage at ng tinatayang Family Living Wage para sa pamilyang may limang miyembro, na nasa humigit-kumulang โ‚ฑ1,312 kada araw. Kaugnay nito, nanawagan ang labor groups, kabilang ang Minimum Wage Earners (MWE), para sa โ‚ฑ666 na dagdag sa arawang sahod.

Ibinahagi rin ng labor representatives ang datos mula sa Ecumenical Institute for Labor Education and Research (EILER), kung saan sinabi na ang labor costs ay nasa humigit-kumulang 10.9% hanggang 18.7% ng kabuuang business expenses, depende sa laki at uri ng negosyo.

Ayon sa kanila, hindi lamang labor costs ang pangunahing dahilan ng mataas na operating expenses, kundi kabilang din ang kuryente, raw materials, at logistics.

Nanawagan din ang labor sector ng tripartite responsibility, kung saan mahalaga ang aktibong papel ng pamahalaan sa pagtugon sa mataas na utility costs, red tape, at mga problema sa supply chain na nakaaapekto sa parehong workers at businesses.

MANAGEMENT SECTOR: PAGBABALANSE NG SAHOD AT KAKAYAHAN NG NEGOSYO

Hiniling naman ng management representatives ang mas malalim at objective na pagsusuri ng economic data mula sa mga ahensya ng pamahalaan tulad ng NEDA, DTI, at PSA, upang mas malinaw na makita ang aktuwal na epekto ng wage adjustment sa iba't ibang uri ng negosyo.

Ipinaliwanag din nila na magkakaiba ang epekto ng labor costs depende sa uri at operasyon ng negosyo. Maaaring maliit ang bahagi ng labor costs sa capital-intensive companies, ngunit malaki naman ang bahagi ng salaries sa operating expenses ng labor-intensive industries, kabilang ang academic at service sectors.

Nagpahayag din ng pangamba ang employers sa posibilidad ng wage-push inflation. Kapag tumaas ang sahod, maaari ring tumaas ang operating costs ng negosyo na maaaring mauwi sa pagtaas ng presyo ng goods at services. Sa kalaunan, maaari nitong muling bawasan ang purchasing power ng mga manggagawa.

Binigyang-diin din ng management ang kahalagahan ng pangmatagalang financial planning at budgeting. Ayon sa kanila, ang mga negosyo ay karaniwang nagpaplano ng personnel costs at operations ilang taon nang maaga, at ang ilan ay may minimum na limang taong projection. Ang madalas o biglaang wage increases ay maaaring makaapekto sa kanilang financial projections at operational stability.

Bilang isang posibleng paraan upang makatulong sa workers nang hindi agad nadadagdagan nang malaki ang gastos ng mga negosyo, iminungkahi ng isang management representative na pag-aralan ng pamahalaan ang pagbibigay ng direct wage subsidy na nasa โ‚ฑ2,000 upang madagdagan ang kita ng mga manggagawa.

Habang nananawagan ang labor sector para sa sahod na makasasabay sa tunay na halaga ng pamumuhay, binigyang-diin naman ng management at employers ang kahalagahan ng business capacity, employment sustainability, inflation, at pangmatagalang economic stability.

Sa pamamagitan ng patuloy na public hearings at consultations, patuloy na kinokolekta ng RTWPB IV-A ang mga pananaw, concerns, at rekomendasyon ng iba't ibang sektor bilang bahagi ng pagsusuri at deliberasyon para sa angkop na minimum wage adjustment sa Region IV-A (CALABARZON).
