READ | ‘NO EXCUSES ON TURNOVER’: DILG URGES EARLY INVENTORY PREPARATIONS FOR BARANGAYS, SKs

Months ahead of the 2026 Barangay and Sangguniang Kabataan Elections (BSKE), the Department of the Interior and Local Government (DILG) has directed all barangay and SK officials nationwide to begin early inventory and turnover preparations to ensure seamless governance at the grassroots.

Issued through Memorandum Circular No. 2026-021, the directive reinforces President Ferdinand R. Marcos Jr.’s push for accountability across all levels of government and aims to prevent disruptions in basic services during the transition of leadership in November.

“All barangay and SK officials must fully account for properties, financial records, documents, and money accountabilities before the assumption of newly elected officials,” the Department said.

To institutionalize the process, Punong Barangays are instructed to organize Barangay Inventory Teams (BITs), composed of barangay officials and community representatives, to oversee the documentation and turnover of all assets and records. SK Chairpersons are likewise directed to form SK Inventory Teams (SKITs), ensuring youth sector accountability is upheld.

These teams will conduct both initial and final inventories and will work closely with City and Municipal Assessment and Transition Teams to guarantee compliance and provide operational support throughout the transition period.

The directive is anchored on existing laws, including Presidential Decree No. 1445, the Local Government Code of 1991, and the SK Reform Act of 2015, all of which mandate proper management, documentation, and safeguarding of government resources.

The DILG warned that failure to properly turn over government properties and accountabilities may result in administrative and legal liability under existing laws, rules, and regulations.

The Department emphasized that a complete and transparent turnover is critical to ensuring continuity in public service and maintaining trust in local governance.

“Transitions should not interrupt service. This is about making sure every incoming official can continue delivering for their community from day one,” the Department added.

The BSKE is scheduled on the first Monday of November 2026.

READ | NDRRMC AND LGUs LEAD DISASTER MONITORING AND RESPONSE IN LINE WITH PBBM’S DIRECTIVE FOR STRONGER LOCAL PREPAREDNESS

The Department of the Interior and Local Government (DILG) today said local government units (LGUs) nationwide, in coordination with other agencies and stakeholders, is leading proactive disaster monitoring and response operations as the combined effects of the Southwest Monsoon and Tropical Cyclones Mirasol, Nando, and Opong continue to bring widespread rains and flooding to many provinces.

This coordinated effort reflects the directive of President Ferdinand R. Marcos Jr. to strengthen local preparedness, ensure timely response, and reinforce close coordination between national and local governments to protect communities from the impacts of natural hazards.

Based on the latest NDRRMC report as of 6:00 AM on September 30, swift pre-emptive evacuations were carried out in Regions I, II, CAR, III, CALABARZON, MIMAROPA, V, VI, NIR, and Caraga, enabling the early and safe relocation of 115,900 families or 414,000 individuals ahead of the storms. This decisive action reflects strengthened coordination between LGUs, national agencies, and communities in safeguarding lives.

LGUs and their local disaster councils, working closely with the DILG, have activated emergency operations centers, monitored weather developments, issued early warnings, and deployed quick response teams to manage the situation on the ground.

According to the Department, these actions demonstrate the vital role of LGUs in frontline disaster response and the effectiveness of a whole-of-government approach when coordination is strong and early actions are taken.

Interruptions to power, water, communication, and transportation systems are being addressed through ongoing clearing and restoration operations led by LGUs in coordination with national agencies.

The Department emphasized that it continues to closely monitor the situation through its regional and field offices, provide guidance to local governments, and coordinate with relevant national agencies to ensure that response operations are timely, well-managed, and focused on protecting communities.

A total of 53 cities and municipalities have declared a state of calamity to accelerate local response and mobilize resources. Assistance from national and local governments has reached ₱204.71 million, alongside 147,300 relief items distributed to affected families and responders.

The DILG reiterated its call for LGUs and communities to work hand in hand in sustaining preparedness and vigilance, especially as rains continue in several areas.

“Kapag listo ang lahat, mas ligtas ang bayan,” the Department stressed.

Disaster preparedness and strong local leadership remain at the core of building safe and resilient communities under the Bagong Pilipinas vision.

READ | Official Statement

Department of the Interior and Local Government

The Department of the Interior and Local Government affirms that the safety and welfare of students and school personnel remain our foremost priority.

Our advisories on the suspension of classes during adverse weather conditions are issued precisely to mitigate risks to life, ensure safety in local communities, and help families and schools make timely decisions.

These announcements are not intended to disrupt learning but to protect the most vulnerable during emergencies.

We also recognize that private schools are not privy to the latest weather forecast models of the National Disaster Risk Reduction and Management Council (NDRRMC). The best compromise is to allow flexibility to shift to online classes whenever the government announces a suspension.

It must also be emphasized that the recommendations on class suspensions are made by the NDRRMC, based on the latest data and hazard monitoring. The role of the DILG and the SILG is to communicate and implement these recommendations in coordination with local governments.

The Department likewise acknowledges the efforts of schools and LGUs to adopt flexible learning modalities that sustain education even during disruptions. The DILG stands ready to coordinate with DepEd, LGUs, and private educational institutions to balance safety with continuity of learning.

Protecting students and preserving their right to education are not opposing goals. They go hand in hand. Timely decisions save lives, while coordination and preparedness ensure that learning continues.

Maraming salamat.
