Manila, Philippines — As the 114th International Labour Conference opens in Geneva, Switzerland, the Department of Labor and Employment affirmed the Philippines’ active participation in global labor discussions, in line with the President’s directive to protect the livelihood, dignity, and welfare of Filipino workers.

The 114th ILC will discuss decent work in the platform economy, gender equality in the world of work, and social dialogue and tripartism. For the Philippines, these issues are important in making sure that new forms of work, including platform work, create opportunities while protecting workers’ rights and welfare.

Effective Monday, June 1, 2026, the Department of Labor and Employment Regional Office No. X (DOLE-X), including its Field Offices, shall continue to implement the Compressed Workweek (CWW) arrangement, with office hours from 7:00 AM to 7:00 PM, Monday to Thursday.

This clarification is issued following guidance on the implementation of the standard five-day workweek, which applies only to specific offices and personnel whose duties require uninterrupted daily on-site presence.

The continued implementation of the CWW Arrangement is consistent with the government’s energy conservation measures under Office of the President Memorandum Circular No. 114, s. 2026, while ensuring efficient, continuous, and uninterrupted delivery of public services.

𝐄𝐋 𝐒𝐀𝐋𝐕𝐀𝐃𝐎𝐑 𝐂𝐈𝐓𝐘 – The Department of Labor and Employment (DOLE) Misamis Oriental Provincial Field Office successfully conducted the Workers Organization Development Program (WODP) Plus Orientation and Level I and IIA Training on June 2, 2026, at the URC Training Room in El Salvador City, Misamis Oriental.

𝐓𝐰𝐞𝐧𝐭𝐲 (𝟐𝟎) officers and members of the United Labor Union of URC ESMO Plant participated in the activity, which aimed to strengthen organizational leadership, enhance workers' awareness of their rights, and promote active participation in labor-management initiatives.

For the Level I Training, 𝐀𝐥𝐢𝐜𝐞 𝐏. 𝐓𝐢𝐧𝐡𝐚𝐲, 𝐒𝐫. 𝐋𝐄𝐎, discussed the WODP Plus Orientation, Rights and Privileges of Labor Organizations, and Freedom of Association and Civil Liberties. These sessions reinforced the participants' understanding of workers' fundamental rights and the important role of labor organizations in advancing workplace welfare.

Meanwhile, 𝐏𝐚𝐮𝐥 𝐁𝐫𝐲𝐚𝐧 𝐎𝐛𝐬𝐢𝐨𝐦𝐚, 𝐋𝐢𝐯𝐞𝐥𝐢𝐡𝐨𝐨𝐝 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐒𝐩𝐞𝐜𝐢𝐚𝐥𝐢𝐬𝐭, facilitated the Level IIA Training, covering Department Order No. 239-26-B, Project Proposal Making, and Profiling of Beneficiaries. The discussions equipped participants with practical skills in developing programs and projects that can benefit their members and communities.

Through capacity-building initiatives such as the WODP Plus Training, DOLE continues to empower workers' organizations and strengthen their role as partners in promoting industrial peace, social dialogue, and inclusive development.

On June 2, 2026, the 𝐃𝐎𝐋𝐄-𝐗 𝐌𝐢𝐬𝐎𝐫 𝐏𝐅𝐎 conducted a salary payout for 𝟐𝟑𝟕 beneficiaries under the 𝐓𝐮𝐥𝐨𝐧𝐠 𝐏𝐚𝐧𝐠𝐡𝐚𝐧𝐚𝐩𝐛𝐮𝐡𝐚𝐲 𝐬𝐚 𝐀𝐭𝐢𝐧𝐠 𝐃𝐢𝐬𝐚𝐝𝐯𝐚𝐧𝐭𝐚𝐠𝐞𝐝 𝐖𝐨𝐫𝐤𝐞𝐫𝐬 (𝐓𝐔𝐏𝐀𝐃) program in Lugait, Misamis Oriental.

A total of ₱𝟏,𝟕𝟐𝟕,𝟕𝟑𝟎.𝟎𝟎 in salaries was distributed to beneficiaries following the completion of their 15-day work engagement under the program.

The salary payout was conducted at the Function Hall in Lugait, Misamis Oriental, with 𝐓𝐔𝐏𝐀𝐃 𝐂𝐨𝐨𝐫𝐝𝐢𝐧𝐚𝐭𝐨𝐫𝐬 𝐂𝐡𝐫𝐢𝐬𝐭𝐲 𝐑𝐨𝐬𝐞 𝐏𝐚𝐬𝐜𝐮𝐚𝐥 and 𝐒𝐚𝐫𝐚𝐡 𝐓𝐫𝐨𝐭𝐭𝐢𝐞𝐫 assisting in the orderly release of salaries to beneficiaries.

The activity forms part of 𝐃𝐎𝐋𝐄-𝐗 𝐌𝐢𝐬𝐎𝐫 𝐏𝐅𝐎’s continuing efforts to provide temporary employment assistance to disadvantaged workers and help support their immediate household needs.

𝐆𝐮𝐫𝐨-𝐁𝐨𝐫𝐢𝐨𝐧𝐠𝐚𝐧, 𝐎𝐈𝐂-𝐂𝐡𝐢𝐞𝐟 of DOLE-X Misamis Oriental Provincial Field Office (MisOr PFO), to discuss potential areas of collaboration for the implementation of Brigada Eskwela 2026.

The meeting served as an opportunity for both agencies to exchange ideas and explore initiatives that can further support school preparedness efforts in the province. Discussions centered on strengthening inter-agency cooperation and encouraging greater community participation in creating safe, clean, and learner-friendly learning environments ahead of the opening of classes.

Brigada Eskwela is a nationwide initiative that brings together government agencies, private organizations, community groups, and volunteers in preparing public schools for the new school year. Through this possible partnership, DepEd MisOr and DOLE-X MisOr PFO aim to contribute to the success of the program and reinforce their shared commitment to promoting quality education and community development.

The visit highlights the importance of collaboration among government agencies in advancing programs that benefit learners, educators, and local communities alike.

𝐂𝐀𝐆𝐀𝐘𝐀𝐍 𝐃𝐄 𝐎𝐑𝐎 𝐂𝐈𝐓𝐘 – The Department of Labor and Employment Regional Office X–Misamis Oriental Provincial Field Office (DOLE-X MisOr PFO), led by OIC-Head 𝐀𝐤𝐢𝐬𝐚 𝐋. 𝐆𝐮𝐫𝐨-𝐁𝐨𝐫𝐢𝐨𝐧𝐠𝐚𝐧, together with TUPAD Focal Person 𝐌𝐨𝐧𝐚𝐝𝐞𝐭𝐭𝐞 𝐁𝐚𝐥𝐚𝐧𝐚𝐲, met with Technical Education and Skills Development Authority (TESDA) Misamis Oriental Provincial Director 𝐌𝐚𝐫𝐢𝐠𝐨𝐥𝐝 𝐂𝐡𝐞𝐫𝐢𝐞 𝐑. 𝐆𝐚𝐫𝐫𝐢𝐝𝐨 on June 2, 2026, to discuss the implementation of skills training programs for the 310 displaced workers of Philippine Sanjia Steel Corporation endorsed by DOLE.

The meeting centered on identifying appropriate training interventions that will equip the affected workers with new competencies, enhance their employability, and prepare them for alternative employment opportunities. Through TESDA’s training programs, the displaced workers may acquire industry-relevant skills that will support their transition to new careers, self-employment, or sustainable livelihood ventures.

The initiative forms part of DOLE’s continuing efforts to provide comprehensive assistance to workers affected by displacement. Beyond employment facilitation and livelihood support, the Department remains committed to expanding access to skills development and capacity-building opportunities that strengthen workers’ resilience and competitiveness in the labor market.

By strengthening partnerships with key government agencies such as TESDA, DOLE seeks to ensure that displaced workers are equipped with the knowledge, skills, and qualifications necessary to rebuild their careers and achieve long-term economic stability.

The collaboration underscores the shared commitment of DOLE and TESDA to deliver responsive and sustainable interventions that empower workers, enhance workforce competitiveness, and contribute to inclusive economic growth in Misamis Oriental.

LOOK: 𝐃𝐎𝐋𝐄-𝐗 𝐌𝐢𝐬𝐎𝐫 𝐏𝐅𝐎 𝐄𝐦𝐩𝐨𝐰𝐞𝐫𝐬 𝐈𝐧𝐟𝐨𝐫𝐦𝐚𝐥 𝐒𝐞𝐜𝐭𝐨𝐫 𝐖𝐨𝐫𝐤𝐞𝐫𝐬 𝐢𝐧 𝐍𝐚𝐚𝐰𝐚𝐧

Informal sector workers in Naawan, Misamis Oriental, gained access to government services, social protection programs, employment assistance, and livelihood opportunities during the “𝟐𝟎𝟐𝟔 𝐋𝐚𝐛𝐨𝐫 𝐃𝐚𝐲 𝐂𝐞𝐥𝐞𝐛𝐫𝐚𝐭𝐢𝐨𝐧 𝐟𝐨𝐫 𝐖𝐨𝐫𝐤𝐞𝐫𝐬 𝐢𝐧 𝐭𝐡𝐞 𝐈𝐧𝐟𝐨𝐫𝐦𝐚𝐥 𝐒𝐞𝐜𝐭𝐨𝐫" spearheaded by DOLE-X MisOr PFO in coordination with Public Employment Service Office (PESO) Naawan on May 26, 2026.

The activity brought together partner agencies and stakeholders to deliver essential programs and services directly to workers and vulnerable communities.

Participants attended orientations from SSS and Pag-IBIG Fund to help them better understand social security coverage, savings programs, and housing assistance available for them and their families. Discussions on workers’ association registration, financial literacy, simple bookkeeping, and business-related concerns were also conducted to strengthen workers’ capacity toward sustainable livelihood development.

One of the major highlights of the celebration was the TUPAD salary payout for 30 beneficiaries from Lugait who completed 15 days of community work involving street sweeping and roadside cleaning, canal and drainage declogging, river and coastal clean-up, greening initiatives, waste segregation assistance, and maintenance of public parks and plazas. Beneficiaries received wages totaling ₱218,700 under the emergency employment program.

Livelihood assistance under the DOLE Integrated Livelihood Program (DILP) through the Child Labor Prevention and Elimination Program (CLPEP) was also turned over in partnership with MORESCO I Employees, Retirees, and Community Multi-Purpose Cooperative (MORESCO I ERCMPC). Ten parents or guardians of child laborers from Manticao received starter kits worth ₱30,000 each to help establish sustainable sources of income, while the Linangkayan Creek Fisherfolk and Fish Peddler Association of Naawan received a group livelihood project worth ₱100,000 to strengthen their community-based enterprise.

The celebration also featured product displays from DILP-assisted beneficiaries showcasing locally made products, as well as a free haircut service from one of the assisted beneficiaries. A One Stop Shop was established on-site to assist workers with livelihood applications, workers’ association registration, labor-related concerns, and SSS and Pag-IBIG membership services. PESO also provided employment consultations and assistance to participants.

Meanwhile, DOH and MDRRMO provided health monitoring and standby first-aid services throughout the activity, while the PNP ensured peace and security during the entire celebration.

Through initiatives such as the “2026 Labor Day Celebration for Workers in the Informal Sector,” DOLE-X MisOr PFO continues to uphold its commitment to promoting decent work, strengthening social protection, and bringing opportunities closer to workers and communities across Misamis Oriental.
