The discussion on case management systems built local capacity to respond effectively to child protection cases, ensuring timely referral, intervention, and support services.

Formulation of Comprehensive Emergency Program for Children (CEPC)

The RCWC-X Secretariat actively participated as a key resource speaker during the four-day Formulation of Comprehensive Emergency Program for Children (CEPC) held in Conference Room, Municipal Hall, Kibawe, Bukidnon attended by LCPC, Child Representatives and Disaster team of the Municipality

The workshop was attended by members of the Local Council for the Protection of Children (LCPC), child representatives and the Disaster team of the municipality, ensuring that the policies formulated are inclusive, participatory, and aligned with the principles of child rights.
This engagement is directly aligned with the RCWC-X Secretariat's core mandate of providing technical assistance and capacity development to local government units in implementing child-focused programs and policies. It also strengthens local compliance with national frameworks and supports the realization of a child-friendly governance system across the region.

Formulation of the Draft of the Local Child Safeguarding and Protection Policy
🗓July 13-16, 2026
The activity began at 10:00 am, following the Province’s Monday flag-raising ceremony. The LGU representative led the opening prayer, followed by the singing of the provincial hymn. Ms. Carmille Rose Ortega, Children's Focal, acknowledged the presence of the participants from the following offices:

Ms. Christina T. Loquias, Sangguniang Panlalawigan, Chairperson of the Committee on Women and Children. attended the activity to provide a message of support. She thanked the participants for taking the time to attend the workshop. She emphasized the importance of the workshop in ensuring that children are respected and protected from all forms of abuse and violence. She also thanked the technical staff (TS) from the regional and national office for accepting the invitation to facilitate the workshop.

After the code of conduct, Ms. Ongan explained the Special Program Guidelines under the Section on Preventive Strategies. Ms. Ongan emphasized the difference between the code of conduct and special program guidelines, highlighting that the LCSPP is not just for protecting children from abuse and violence but also for ensuring the overall safety and well-being of children in their LGU. Mr. Allena followed with a discussion of the Social Media Guidelines. He explained that ensuring children’s safety should also include their online safety, especially on social media, given how easily accessible these sites are to children. After the brief input, the TS from the Region and NationalOffice facilitated a workshop where the LGUs identified guidelines on program implementation, facility safety, travel and overnight stays with children, and social media.

For Workshop 3, Mr. Allena discussed the contents of the Enforcement section for Establishments. He emphasized the importance of everyone in the LGU doing their part to ensure that children accessing their establishments are safe and protected from harm. Since Camiguin is a tourist destination, the members of the PCPC recognized the need to strengthen their child protection efforts by having establishments adopt the LGU LCSPP once it is approved. The participants also agreed to adopt an ordinance directing establishments to adopt the LGU LCSPP. The TS from both the national and regional offices explained that once an ordinance is passed, establishments may adopt the guidelines and protocols specifically stated in the LCSPP section titled “Enforcement for Establishments”. The LGU was also encouraged to include a monitoring mechanism to ensure that the establishments will implement the LCSPP.
The PCPC members present during the workshop agreed to have the final version of the CSPP by the end of October 2026. Before finalization, the Child Focal will review the workshop draft and coordinate with the TS from the regional and national offices for further review of their updated CSPP. The updated draft will be presented at the PCPC meeting in September 2026 for approval.

Jay Mark Campilan Gac-ang, the 2017 national winner of the 4Ps Search for Exemplary Child, has achieved another remarkable milestone of his life.
He is one of the Summa Cum Laude graduates from the Mindanao State University-Iligan Institute of Technology with a Bachelor of Arts in History.
A resident of Poblacion, Kapatagan, Lanao del Norte, Jay Mark joins 60 other Summa Cum Laude graduates as part of MSU-IIT's Class of 2026.
As a UniFast Tertiary Education Subsidy Scholar, he thrived under the support of the Commission on Higher Education.
Jay Mark credits his success to his family, who served as his unwavering backbone throughout his academic journey.

The Regional Committee for the Welfare of Children (RCWC) and the Regional Juvenile Justice and Welfare Committee (RJJWC) successfully convened their 2nd Joint Meeting, reaffirming their shared commitment to strengthening inter-agency collaboration and advancing programs, policies, and initiatives that promote the rights and welfare of children in the region.
The meeting featured key updates and discussions from both committees:

For the Regional Juvenile Justice and Welfare Committee (RJJWC):
• Updates on the development of the Regional Research Agenda;
• Establishment of the Academe Subcommittee; and
• Presentation of key findings from monitoring visits conducted from March to June 2026.

For the Regional Committee for the Welfare of Children (RCWC):
• Presentation of the assessment of the Regional Plan of Action for Children (RPAC) 2025;
• Presentation of findings from the Regional Child-Friendly Local Governance Audit (CFLGA) Validation; and
• Recognition and awarding of the regional winners of the Presidential Award for Child-Friendly Municipalities and Cities (PACFMC).
• Presentation of the DOLE-kula - Regional Council Against Child Labor (RCACL) Anti-Child Labor Celebration Project, featuring seven (7) Short Films from participating HUC's and Provinces.
The meeting highlighted the continued commitment of RCWC and RJJWC member agencies in enhancing collaborative efforts, strengthening governance mechanisms, and advancing initiatives that ensure the protection, participation, and overall well-being of children in the region.
