Niadtong Septembre 8, 2026, ang mga personnel sa Provincial Agriculture Office mitambong sa Farmers Federation Meeting and Planning Activity nga gipahigayon sa Municipal Agriculture Office sa Opol. The Rise of Tissue Culture Laboratory

The Abaca Tissue Culture Laboratory Facility in Sugbongcogon, Misamis Oriental is the province's first-ever regional micropropagation facility, established to produce disease-free, high-quality planting materials for local farmers.

Project Overview
Location: Purok 6, Barangay Poblacion, Sugbongcogon, Misamis Oriental.
Inauguration Date: March 14, 2019.
Initial Cost: Approximately โ‚ฑ10 million (including land acquisition and equipment setup), with subsequent provincial allocations for building completion.

Nature of Project: A collaborative initiative by the Provincial Government of Misamis Oriental, Department of Science and Technology (DOST-10), Department of Agriculture (DA-10), Philippine Fiber Industry Development Authority (PhilFIDA-10), and the Department of Agrarian Reform (DAR-10).

Resource Challenges & Market Demand

Supply-Demand Mismatch: The regional market faces an unstoppable demand for abaca tissue culture planting materials due to extensive disease outbreaks across Mindanao.

Provincial Resource Scarcity: Operating a high-tech micropropagation facility requires constant chemical inputs, laboratory utilities, and technical staff. The provincial government faces scarce financial and operational resources, making full-subsidy production unsustainable in the long run.

The โ‚ฑ10.00 Micro-Fee Intervention Sangguniang Panlalawigan (SP) Resolution: To bridge the funding gap, the provincial legislative board passed a specialized SP Resolution authorizing the facility to charge a minimum fee of โ‚ฑ10.00 per plantlet.
Financial Self-Reliance: This micro-fee allows the laboratory to generate immediate internal revenue, covering the basic cost of laboratory materials and maintaining steady production without stalling.
Farmer Income Augmentation: By purchasing certified disease-free plantlets for just โ‚ฑ10.00, farmers avoid buying expensive, unverified commercial stocks. This small upfront cost drastically lowers crop mortality rates, securing higher harvest volumes and boosting net farmer income.
Operational Turnover to PhilFIDA
The Exit Strategy for Local Government: To permanently eliminate the financial burden of production costs from the provincial government's budget, a strategic framework is being proposed to turn over laboratory operations directly to PhilFIDA.
Aligning with Agency Mandates: PhilFIDAโ€™s core institutional mandate is to directly assist, fund, and provide fiber farmers with premium planting materials nationwide.
Sustained Direct Impact: Transitioning the facility to PhilFIDA integrates the Sugbongcogon laboratory into a federally funded network. This move can absorb production costs completely, expand mass distribution, and provide a massive, long-term economic impact for abaca-dependent communities in Misamis Oriental.
