For more than two decades at the helm of NTC-10, his leadership shaped not only policies and programs, but also the values and culture of the institution. What he leaves behind is more than a record of accomplishments—it is a brand of excellence built on fairness, accountability, and genuine public service. This legacy continues to guide the organization and inspires those who carry forward the mission he so faithfully upheld.

Yet beyond his titles and achievements, what truly defines his legacy is the profound and personal impact he has made on the lives of the people who worked alongside him.
