PRESCRIBED PAYMENT AND SCHEDULING PERIODS FOR APPROVED APPLICATIONS IN THE MARINA INTEGRATED SEAFARER MANAGEMENT ONLINE (MISMO) SYSTEM

The Maritime Industry Authority (MARINA) reminds all concerned seafarers that approved applications for the issuance and revalidation of Certificates of Competency (COC), Certificates of Proficiency (COP), and MARINA Professional IDs with “For Payment Initiation” status must be paid within seven (7) days from the date of approval.

Failure to settle the corresponding fees within the prescribed period will result in the automatic cancellation of the application, and a new application must be filed.

Existing applications already tagged as “For Payment Initiation” upon the effectivity of this Advisory shall likewise be given seven (7) days to complete payment.

All concerned are advised to take note of these guidelines to ensure timely processing of their seafarer certification transactions through the MARINA Integrated Seafarers Management Online (MISMO) System.

SID/SRB Processing at the MARINA Regional Office IV located at the Hinch Bldg. II, Apacible St., Brgy. 10, Batangas City will resume operations starting 12 October 2026.

All confirmed pending applications affected by the system downtime will be processed at no additional cost, following the new processing schedule.

Meanwhile, regular and expedited applications from 12 October 2026 onwards will be processed as scheduled.

Applicants are advised to arrive not earlier than 2 hours before their scheduled appointments.

MW 2026: MARINA X Joins Fluvial Procession of Our Lady of Peace and Good Voyage

As part of the observance of the 2026 National Maritime Week, delegates from the MARINA Regional Office X, led by Regional Director Archimedes Joel I. Monteroso, joined the Fluvial Procession of Our Lady of Peace and Good Voyage on 26 September 2026.

The sacred image of Our Lady of Peace and Good Voyage, brought from Antipolo, was carried during the fluvial procession, drawing the participation of maritime government agencies, industry stakeholders, and devotees who gathered to honor the patroness and seek blessings for safe journeys at sea.

The procession served as a meaningful expression of faith and solidarity among members of the maritime community, offering an opportunity to pray for the safety and protection of seafarers, passengers, vessels, and maritime workers, as well as for safe voyages and the continued development of the maritime industry.

Following the procession, a Eucharistic Mass was celebrated, bringing together members of the maritime community in prayer, thanksgiving, and reflection. The Mass further highlighted the importance of faith, unity, and fellowship among those whose lives and livelihoods are connected to the sea.

The participation of MARINA X in the fluvial procession and Eucharistic celebration underscored the agency’s commitment to engaging with the maritime community through activities that promote solidarity, faith, and shared responsibility for the safety and welfare of those in the maritime sector.

NMW 2026: MARINA X Culminates NMW Celebration, Turns Over Hosting to PCG

The MARINA Regional Office X formally concluded the 2026 National Maritime Week celebration through a closing program and turnover of the hosting flag to the Philippine Coast Guard on 25 September 2026 at the 3rd Floor, MARINA X Office.

The closing program recognized the active participation and contributions of maritime agencies, industry partners, stakeholders, and participants who helped make the week-long celebration a meaningful and successful undertaking.

As part of the program, awards were presented to the winners of the Maritime Friendship Games and Maritime-Themed Poster-Making Contest, recognizing their sportsmanship, creativity, and active participation in the celebration. Certificates of Appreciation were likewise presented to partner agencies and maritime stakeholders in recognition of their valuable support and participation in the various NMW activities.

In his message, MARINA X Regional Director Archimedes Joel I. Monteroso expressed his sincere gratitude to all participating agencies, organizations, maritime stakeholders, partners, and MARINA personnel whose collective efforts contributed to the success of the celebration. He emphasized the importance of continued collaboration in advancing maritime safety, environmental stewardship, education, and excellence.

A significant highlight of the closing program was the turnover of the National Maritime Week hosting flag from MARINA X to the Philippine Coast Guard, which will serve as the agency host for the 2027 National Maritime Week celebration. The hosting flag was formally received by the Coast Guard District Northern Mindanao, who also delivered an acceptance message on behalf of the agency.

Meanwhile, as part of the environmental initiatives under the celebration, a Tree Planting Activity was conducted at Barangay San Roque, Camiguin Province, further reinforcing the maritime community’s commitment to environmental protection and sustainability.

𝐏𝐡𝐢𝐥𝐢𝐩𝐩𝐢𝐧𝐞𝐬 𝐢𝐧𝐤𝐬 𝐌𝐎𝐔 𝐰𝐢𝐭𝐡 𝐂𝐲𝐩𝐫𝐮𝐬 𝐨𝐧 𝐫𝐞𝐜𝐨𝐠𝐧𝐢𝐭𝐢𝐨𝐧 𝐨𝐟 𝐬𝐞𝐚𝐟𝐚𝐫𝐞𝐫𝐬’ 𝐜𝐞𝐫𝐭𝐢𝐟𝐢𝐜𝐚𝐭𝐞𝐬

MANILA – The Philippines and the Republic of Cyprus strengthened maritime cooperation through the signing of a Memorandum of Understanding (MOU) on the recognition of certificates issued under the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), as amended.

The MOU was signed for the Philippines by Department of Foreign Affairs (DFA) Secretary Ma. Theresa Lazaro, while Cyprus Foreign Minister Constantinos Kombos signed on behalf of the Republic of Cyprus.

Under the agreement, the Philippines and Cyprus will mutually recognize Certificates of Competency (COCs) and Certificates of Proficiency (COPs) issued in accordance with the STCW Convention. The arrangement provides for the issuance of Recognition Endorsements, enabling qualified seafarers to serve onboard ships flying the flag of the respective countries.

The MOU also strengthens cooperation between the Maritime Industry Authority (MARINA) and the Cyprus Shipping Deputy Ministry through mutual verification of certificates, exchange of information, and visits to approved facilities to ensure compliance with international standards on training, assessment, certification, and quality assurance.

Foreign Minister Kombos highlighted the important contribution of Filipino seafarers to Cyprus’ maritime industry, noting that more than 15,000 Filipino seafarers were working on Cyprus-flagged ships as of last year. Cyprus also expressed its support for the Manila Declaration, which advances human rights at sea and strengthens protections for seafarers, particularly during times of crisis.

The new MOU builds on the maritime cooperation between the two countries, superseding the 2001 undertaking on the recognition by Cyprus of Philippine-issued Certificates of Competency.

MARINA STCW Office Executive Director Samuel L. Batalla witnessed the signing on behalf of the Philippine side, representing MARINA in the landmark maritime agreement.

The signing marks another significant step in strengthening the Philippines-Cyprus maritime partnership and supporting the recognition and international mobility of Filipino seafarers.

NMW 2026: MARINA X Leads Inter-Agency Simulation Exercise to Strengthen Maritime Emergency Preparedness

The MARINA Regional Office X, led by Regional Director Archimedes Joel I. Monteroso, conducted an Inter-Agency Interoperability and Capability Simulation Exercise on 24 September 2026 to strengthen the preparedness, coordination, and response capabilities of maritime stakeholders during emergency situations.

The simulation exercise featured a series of emergency scenarios, including a seajacking, fire on board a vessel, oil spill and man overboard, which tested the participating agencies’ capabilities in incident management, communication, coordination, and emergency response.

Following the simulation, a critiquing session was conducted at the PPA Passenger Terminal Building - Misamis Oriental/Cagayan de Oro, where participating agencies assessed the conduct of the exercise, identified strengths and areas for improvement, and discussed measures to further enhance inter-agency coordination and operational readiness.

Likewise, at Benoni Port, a Port Safety Simulation Exercise was conducted featuring scenarios involving unattended baggage, hostage-taking, and a fire emergency. The exercise provided an opportunity for participating agencies and port stakeholders to assess their readiness and coordination in addressing potential security and safety threats within port premises.

Meanwhile, an Oil Spill Drill was conducted at the PPA PMO Misamis Occidental/Ozamiz City, focusing on the preparedness and coordinated response of concerned agencies and stakeholders to marine pollution incidents.
The series of exercises underscored the importance of interoperability, effective communication, preparedness, and coordinated action in ensuring the safety and security of passengers, seafarers, vessels, port facilities, and the marine environment.

NMW 2026: MARINA RO X Sustains Maritime Week Celebration Through Environmental Stewardship, Safety, and Education

The MARINA Regional Office X continued its week-long celebration on 23 September 2026, with a series of activities across Northern Mindanao highlighting environmental stewardship, maritime safety, education, and stakeholder engagement.

The day's activities began with a Lighthouse Cleanup conducted in Opol, Misamis Oriental. The initiative underscored the importance of maintaining clean and safe maritime facilities while promoting environmental responsibility among maritime stakeholders.

An Orientation on MARINA-Related Issues for Maritime Students was also conducted at the Lyceum of Iligan Foundation, providing students with valuable insights into MARINA's mandate, regulatory functions, and role in the development of the maritime industry.

Meanwhile, the Seafarers Forum, themed "Navigating the Realities of Seafaring," was held at Capitol University in Cagayan de Oro City. The forum provided an avenue for discussions on the realities, challenges, and opportunities in the seafaring profession, highlighting the importance of preparing future maritime professionals for the demands of the industry.

In Ozamiz City, the PPA Port Management Office - Misamis Occidental/Ozamiz conducted a Fire Safety Awareness activity to reinforce knowledge of fire prevention, emergency preparedness, and appropriate response procedures among participants. This was followed by a Re-Orientation on Safety Practices, further emphasizing the importance of maintaining a culture of safety in port operations.

Additionally, the PPA PMO Lanao del Norte/Iligan hosted an Educational Tour for Lyceum students, providing participants with firsthand exposure to port operations and an opportunity to gain a better understanding of the maritime industry's operational environment.

Carrying the theme "From Policy to Practice: Powering Maritime Excellence," NMW 2026 continues to bring together maritime agencies, educational institutions, industry partners, and stakeholders in promoting maritime awareness, environmental protection, safety, and professional development.

Through these initiatives, MARINA Regional Office X and its partner agencies reaffirm their commitment to translating maritime policies into meaningful action and fostering a safer, more sustainable, and progressive maritime industry.

As part of the nationwide observance of National Maritime Week 2026, the MARINA Regional Office X continued its week-long celebration on 22 September 2026, with a series of activities aimed at promoting maritime awareness, strengthening stakeholder engagement, and fostering camaraderie among the maritime community in Northern Mindanao.

The day's activities included a bloodletting activity, demonstrating the maritime community's commitment to public service and humanitarian causes. This initiative highlighted the importance of collective action in helping save lives and supporting community health.

To further promote maritime awareness, orientations on MARINA-related issues were conducted for maritime students in maritime schools in Ozamiz City, providing them with valuable insights into the agency's mandate, regulatory functions, and vital role in the development of the maritime industry. The activity also served as a platform to enhance students' understanding of maritime regulations and their relevance to their future careers in the maritime sector.

The celebration also featured an Open Ship Visit, offering participants an opportunity to gain firsthand exposure to maritime operations and appreciate the vital role of maritime personnel in ensuring safety and security at sea.

Meanwhile, the Maritime Policy Forum provided a platform for dialogue and knowledge-sharing on relevant maritime policies and industry concerns, encouraging greater understanding and collaboration among maritime stakeholders.

Adding a spirit of camaraderie to the celebration, Larong Pinoy brought participants together through traditional Filipino games, promoting teamwork, fellowship, and appreciation of Filipino culture. The day's activities also included a Night Drill (Fire Drill) to reinforce fire safety awareness, emergency preparedness, and the importance of a coordinated response during emergencies.
