Another child finds a place he can truly call home as the DSWD Field Office X, in partnership with the National Authority for Child Careโ€“Regional Alternative Child Care Office X (NACC-RACCO-10) conducted an official Entrustment Ceremony on August 13, 2026.

The ceremony marked a meaningful transitionโ€”from temporary care to the safe, nurturing, and loving embrace of his adoptive family, as he begins a new chapter surrounded by the love and support he deserves.

Under Republic Act No. 11642, or the Domestic Administrative Adoption and Alternative Child Care Act, the best interest of the child remains the paramount consideration in every adoption and alternative child care process.

Through comprehensive assessment, case management, and social work interventions, the child was declared legally available for adoption and was subsequently matched with his prospective adoptive parents. The entrustment ceremony signifies the formal beginning of his journey toward becoming part of a permanent family.

Beyond the legal process, this milestone represents a shared commitment to ensuring that every child grows in an environment where they are protected, cared for, loved, and given the opportunity to thrive.

The DSWD-10 and NACC-RACCO 10 continue to strengthen their partnership in advancing alternative child care and ensuring that every child has the opportunity to find not just a home, but a safe, loving, and permanent family.

๐‚๐€๐†๐€๐˜๐€๐ ๐ƒ๐„ ๐Ž๐‘๐Ž -- The Regional Reception and Study Center for Children (RSCC), conducted an orientation on Republic Act 11642 otherwise known Domestic Administrative Adoption and Alternative Child Care to the social workers of the DSWD Residential Care Facilities.
During the activity, RACCO acted as resource persons, providing the participants with an opportunity to strengthen their knowledge and understanding of the laws, policies, and processes governing adoption and alternative child care.

The orientation aimed to equip social workers with the necessary knowledge and competencies in handling adoption and alternative child care cases, ensuring that interventions and services are delivered in accordance with existing laws, policies, and standards.

Through strengthened collaboration and continuous capacity-building, RACCO X and DSWD Field Office 10 reaffirm their shared commitment to advancing child-centered, responsive, and quality alternative child care servicesโ€”helping ensure that every child is provided with a safe, nurturing, and permanent family environment whenever possible. RSCC Concludes Meaningful Nutrition Month Celebration

CAGAYAN DE ORO CITY โ€“ The Reception and Study Center for Children (RSCC) of the Department of Social Welfare and Development (DSWD) Field Office X successfully culminated its Nutrition Month Celebration on July 24, 2026, through a meaningful and engaging program that reinforced the importance of proper nutrition and healthy eating among children.

The culminating activity was graced by DSWD Field Office X Assistant Regional Director for Operations (ARDO) Delia A. Maravillosa and Protective Services Division (PSD) Chief Sean Pamela Balais. In her message, ARDO Maravillosa emphasized the importance of good nutrition in supporting the healthy growth and overall well-being of every child, encouraging everyone to continue fostering healthy eating habits both in the facility and at home.

Participants also enhanced their knowledge on proper nutrition through a Nutri-Talk facilitated by Ms. Mary Lou Y. Salcedo, Nutritionist-Dietitian II from the Supplementary Feeding Program. The session highlighted practical tips on healthy eating and the value of balanced nutrition in achieving a healthier lifestyle.

The celebration became even more exciting, featuring a series of interactive competitions that showcased the Nutrient-Dense Snack Presentation, Grow Your Vegetables, Nutri-Kid, Design Your Nutri-Hat, and On-the-Spot Chant Presentation contests. Adding color and excitement to the event were lively dance and song performances by RSCC interns.

The program concluded with the awarding of winners, recognizing the participants' outstanding performances and active involvement throughout the celebration.

The Department of Social Welfare and Development โ€“ Reception and Study Center for Children - DSWD X has been awarded a Certificate of Recognition by the National Authority for Child Care (NACC) for its compliance with the prescribed standards for the certification of adoption and alternative child care programs and services.

The recognition was conferred following RSCC 10's successful assessment conducted by the NACC in April 2026, affirming the center's adherence to the standards established under Republic Act No. 11642, otherwise known as the Domestic Administrative Adoption and Alternative Child Care Act, and NACC Memorandum Circular No. 3, Series of 2024, or the Guidelines on the Certification of the Adoption and Alternative Child Care Programs and Services in All Public and Private Social Work Agencies.

The certification recognizes RSCC 10's commitment to maintaining quality, child-centered, and rights-based programs and services for children who require alternative family care.

As part of its mandate to provide protection, care, rehabilitation, and temporary alternative care for children, women, older persons, and other vulnerable individuals in especially difficult circumstances, the Department of Social Welfare and Development Field Office X (DSWD-10) operates five Centers and Residential Care Facilities (CRCFs).

Among these facilities is the Reception and Study Center for Children (RSCC), which provides temporary residential care and protection to children aged 0โ€“6 years old who are abandoned, neglected, orphaned, foundlings, physically or sexually abused, voluntarily surrendered by their parents, dependent on temporary care due to family circumstances, in need of alternative family care, or victim-survivors of child trafficking.

To support the recovery, development, and well-being of its clients, the RSCC offers a range of services, including social work case management, health and medical care, psychological assessment and intervention, educational and developmental activities, and home-life services that simulate a nurturing family environment. The center also facilitates referrals for foster care, adoption, legal guardianship, or family reunification whenever appropriate.

DSWD-10 encourages the public to remain vigilant and help protect children from harm. Suspected cases of child trafficking, abuse, neglect, or any form of violence against children should be reported immediately to the nearest police station or local social welfare and development office.

May mga bayani na tahimik ngunit mabilis kumilos sa gitna ng sakuna. Sila ang ating mga Angels in Red Vestsโ€”ang mga social workers at kawani ng DSWD na nagbibigay ng kapanatagan sa ating mga kababayan sa panahon ng sakuna.

Sa bawat pagyanig at pagsubok sa Mindanao, hindi sila umaalis sa tabi ng mga apektadong pamilya. Sila ang nangunguna sa pamamahagi ng tulong, umalalay sa mga evacuees, at nagtitiyak na naaabot ng kalinga ng pamahalaan ang bawat pamilyang nangangailangan.

Ngayong Filipino Social Workers Day, buong-puso nating kinikilala ang kanilang katatagan at sakripisyo. Kayo ang mga lingkod-bayan na walang sawang nagbibigay-lakas at pag-asa sa kapwa sa oras ng kagipitan.

Quality care begins with strong partnerships. The Department of Social Welfare and Development (DSWD) Field Office 10 signed a Memorandum of Understanding (MOU) with the Canitoan Health Center to enhance the delivery of health, nutrition, maternal, and child care services for residents of its Residential Care Facilities.

This partnership will directly benefit the residents of the Home for Girls and the Regional Study Center for Children (RSCC) by providing access to quality primary health care services, including regular medical check-ups, nutrition monitoring, and health assessments.

Beyond healthcare services, the collaboration also aims to strengthen the capacities of caregivers, DSWD personnel, and health workers through specialized trainings in nutrition-sensitive caregiving and maternal and child care, ensuring holistic support and improved well-being for every child under care.

The MOU was signed by Regional Director Glofelia J. Uayan, Assistant Regional Director for Operations Delia A. Maravillosa, OIC-Protective Services Division Chief Sean Pamela R.
