4ID installs new Acting Chief of Staff, honors outgoing leader

CAMP EVANGELISTA, Cagayan de Oro City – The 4th Infantry (Diamond) Division, Philippine Army, formally installed its new Acting Chief of Staff and recognized his predecessor during the Change of Chief of Office Ceremony held at the Division Clubhouse, Camp Evangelista, Patag, Cagayan de Oro City, on August 31, 2026.

The ceremony, presided over by Division Commander Major General Marion T. Angcao, marked the formal turnover of responsibilities from Colonel Cesar J. Conte Jr., the outgoing Chief of Staff, to Colonel Julius Cesar C. Paulo, who will serve as the Acting Chief of Staff of the 4th Infantry (Diamond) Division. It was attended by officers, enlisted personnel, and civilian human resource of the Division.

Colonel Conte received a Military Merit Medal interim to DSS and a Command Plaque from Major General Angcao in recognition of his dedicated service and contributions as Division Chief of Staff.

Colonel Paulo, who concurrently serves as the Assistant Chief of Staff for Personnel, G1, will assume the additional responsibility of coordinating and integrating the functions of the Division’s General and Special Staff to ensure the timely, efficient, and unified ex*****on of staff functions in support of the command’s mission and the Commander’s intent.

In his message, 4ID Commander Major General Angcao expressed his sincere gratitude and commendation to Colonel Conte for his successful three-year stint as Division Chief of Staff, highlighting his exceptional professionalism, unwavering dedication to duty, and significant contributions to the Division’s operational readiness and mission accomplishment.

“During his tenure, Colonel Conte Jr. distinguished himself through exceptional professionalism, unwavering dedication to duty, and competence in coordinating staff activities and synchronizing command priorities. His timely and effective advice significantly contributed to the Division’s operational readiness and mission accomplishment.

“Through his initiative, organizational expertise, and commitment to excellence, he strengthened staff efficiency, fostered unity of effort, and ensured the effective and efficient ex*****on of staff functions. He was instrumental in the successful delivery of the Division’s major outputs and served as a patient and dedicated mentor to our staff and officers, who consistently sought his knowledge and expertise,” said MGen Angcao.

Major General Angcao likewise welcomed Colonel Paulo, describing him as an equally competent senior officer whose skills and leadership have been tested across various fields and positions within the Division. He expressed confidence that Colonel Paulo would be a major asset in his new role and congratulated both officers, commending Colonel Conte for his dedicated service and wishing Colonel Paulo success as he assumes his additional responsibilities as Acting Chief of Staff of 4ID.

4ID pays tribute to Filipino heroes in National Heroes Day Foot March

CAMP EVANGELISTA, Cagayan de Oro City –Troops of the 4th Infantry (Diamond) Division, Philippine Army, participated in a 12.7-kilometer Foot March in observance of National Heroes Day on August 31, 2026, traversing major routes in Cagayan de Oro City as a tribute to the bravery, patriotism, and sacrifices of Filipino heroes.

The foot march commenced at Camp Edilberto T. Evangelista in Brgy. Patag and proceeded through the areas of Brgy. Bulua, Canitoan, and Iponan before returning to the Division Headquarters, covering a total distance of 12.7 kilometers. The activity brought together 4ID personnel in a collective demonstration of physical endurance, discipline, teamwork, and camaraderie.

More than a physical fitness activity, the said march provided an opportunity for Diamond troopers to reflect on the meaning of heroism and the sacrifices made by those who fought and served for the country. It highlighted the enduring values of courage, selflessness, patriotism, and commitment—values that continue to guide the men and women of the Philippine Army in the performance of their duties.

Major General Marion T. Angcao, Commander of 4ID, emphasized that remembering the nation’s heroes should go beyond commemorating their sacrifices, stressing that their legacy must be carried forward through meaningful service to the Filipino people. He further encouraged Diamond troopers to draw inspiration from the courage and dedication of Filipino heroes and to embody these values in their daily duties, particularly in serving communities and protecting the nation.

"The strength of a soldier is not measured solely by physical endurance but also by the willingness to sacrifice, remain disciplined, and faithfully fulfill one’s responsibilities. Every act of service, no matter how small, contributes to the larger mission of safeguarding the peace, security, and welfare of the Filipino people," he added.

4ID strengthens peace gains in Caraga Regions as three CTG members surrender, arms cache unearthed

CAMP EVANGELISTA, Cagayan de Oro City – The 4th Infantry (Diamond) Division strengthened peace gains in the Caraga Region as three (3) members of the Communist Terrorist Group (CTG) voluntarily surrendered and turned over fi****ms, while troops unearthed an arms cache in separate operations in Agusan del Sur and Surigao del Sur, all conducted by units under the 401st Infantry Brigade of 4th Infantry (Diamond) Division, Philippine Army.

On August 22, 2026, Michael M. Anga-an alias “Piko,” a former mass supporter of the Dismantled Guerrilla Front 21 (DGF21) of the Northeastern Mindanao Regional Committee (NEMRC), voluntarily surrendered to the Community Support Development Support Team of Bravo Company, 36th Infantry (Valor) Battalion, in Barangay Bagyang, San Miguel, Surigao del Sur. Anga-an turned over one improvised shotgun and two (2) rounds of ammunition. He was subsequently brought to Barangay Magroyong, San Miguel, Surigao del Sur, for custodial debriefing.

On August 25, 2026, the joint efforts of the Community Support Development Support Team of the 7th Special Forces Company, 3rd Special Forces Battalion, and the 1st Civil-Military Operations Company, 4th Civil-Military Operations Battalion facilitated the surrender of Roger Tana Gana alias “Jake,” a former Militia ng Bayan member and resident of Purok 6, Barangay New Tubigon, Sibagat, Agusan del Sur. Gana turned over one (1) homemade shotgun, one (1) S&W M357 Magnum revolver, one (1) M357 revolver, and six (6) rounds of M357 ammunition. He is now under the custody of the 7th Special Forces Company for custodial debriefing.

On August 26, 2026, another NPA member Erwin Carasco Pedrablanca alias “Vincent” voluntarily surrendered to troops of Charlie Company, 36th Infantry (Valor) Battalion, in Cantilan, Surigao del Sur. He also disclosed the location of an arms cache in Barangay Buntalid, leading troops to unearth one (1) M14 rifle, six (6) rifle grenades, and two (2) improvised explosive devices with wires and switches.

In a message, 401st Infantry Brigade Commander Brigadier General Benjamin L. Leander said the series of accomplishments underscores the growing impact of sustained government peace and security efforts and the troops’ commitment to reaching those who have chosen to abandon the armed struggle. He emphasized that the collective efforts of government forces, local stakeholders, and communities remain crucial in helping former members and supporters rebuild their lives, reintegrate into society, and become partners in advancing lasting peace.

Meanwhile, 4ID Commander Major General Marion T. Angcao commended the 401st Infantry Brigade and its subordinate units for their continued contribution to the Division’s peace and security objectives.

MGen. Angcao stressed that the 4ID will remain resolute in protecting communities and preserving the hard-earned peace in its area of responsibility by strengthening government peace and development initiatives and sustaining efforts to bring the remaining members and supporters of the CTG back to the folds of the law and into peaceful, productive lives.

4ID installs new 4DTS Commandant, challenges school to sustain "Hasik Pandayan" excellence

CAMP EVANGELISTA, Cagayan de Oro City - The 4th Infantry (Diamond) Division, Philippine Army, formally installed a new Commandant of the 4th Division (Mentor) Training School during a Change of Command Ceremony held at the school headquarters in Malaybalay City, Bukidnon, on August 26, 2026, presided over by Major General Marion T. Angcao, Commander of 4ID.

The ceremony marked the formal transition of leadership at the 4DTS, with Lieutenant Colonel Eric G. Dema-Ala assuming as the new Commandant, replacing Colonel Noel C. Calimquim, and reaffirmed the Division's commitment to sustaining excellence in professional military education and training.

During the ceremony, Col. Calimquim was recognized for his meritorious and invaluable services as Commandant from April to August 2026 and was presented with the Command Plaque and Military Merit Medal.

Furthermore, Lt. Col. Dema-Ala, the former Commanding Officer of the 88th Infantry Battalion and Executive Officer of the 403rd Infantry Brigade brings with him extensive leadership and operational experience as he assumes his new role as Commandant of the training school.

In his message, Maj. Gen. Angcao acknowledged Col. Calimquim's contributions and dedicated service in leading the 4DTS, expressing appreciation for his efforts in advancing the school's mission of developing competent and professional military personnel.

He likewise formally entrusted the leadership of the training school to Lt. Col. Dema-Ala, emphasizing the responsibility that comes with leading an institution tasked with developing the knowledge, skills, character, and leadership capabilities of the Division's personnel.

Moreover, he challenged the new Commandant and the entire 4DTS personnel to sustain the school's culture of excellence in professional military education and training, particularly its achievement as the first Infantry Division Training School to receive the “Hasik Pandayan” Award.

The award streamer was presented to the 4DTS on March 23, 2026, during the Philippine Army's 129th Founding Anniversary at Fort Andres Bonifacio, Taguig City, recognizing the school's outstanding commitment to excellence in military education and training.

Maj. Gen. Angcao stressed that the recognition should not merely be regarded as an accomplishment of the past, but as a continuing responsibility for the 4DTS to uphold the standards that earned the distinction. He urged the school's personnel to build on the gains of the previous leadership and continuously pursue excellence in educating and training soldiers and future leaders.

"To all members of 4DTS, I want you to support your new commandant with utmost commitment and dedication. Let us sustain the culture of excellence that you are well-known for. Let us make 4DTS truly the gate from which emanates the finest soldiers here in Mindanao. As the saying goes, “the quality of an army is never greater than the quality of the training that prepares it for war.” And so, as we pass the torch to the new commander, let us remember that, command may be passed but the mission remains," he added.
