FOUR years in office, one completed term, and the first year of another.
Time has moved quickly, but one thing has remained constant for Vice Mayor Jocelyn "Bebot" Rodriguezโher belief that public service begins and ends with the people.
โKatawhan una sa tananโ
It is a principle that has guided every chapter of her journey in governmentโfrom becoming the first woman elected Punong Barangay of Barangay Nazareth, where she served for 11 consecutive years, to serving as city councilor in 2019, and now as Vice Mayor of Cagayan de Oro.
As she completes the first year of her second term, she continues to carry the trust given by Kagay-anons with a deep sense of responsibility. Over the past year, the work has continued inside and outside the session hall.
Among the measures she principally authored is the Newborn Screening Ordinance of Cagayan de Oro, institutionalizing a comprehensive newborn screening system to protect infants from heritable conditions through early detection and timely intervention. VM Bebot also pushed for the amendment of Section 32 of the city's Ease of Doing Business Ordinance, streamlining the barangay clearance fee system to make government services more efficient, fair, and responsive.
Under her leadership, the City Council was likewise recognized as one of the top eight National Finalists in the 2025 Local Legislative Award for Highly Urbanized Cities, earning an outstanding score of 97 percent. She was also recognized as the first vice mayor in Northern Mindanao to receive the Civil Service Regional PAGASA Award.
Yet beyond the ordinances passed and the recognitions received, Vice Mayor Bebot believes the true measure of leadership is the continued trust of the people.
That trust is earned not only through legislation, but through showing up, listening, and taking action.
Whether advocating for stronger safety measures in schools, seeking public feedback on the proposed water rate increase, or continuously participating in trainings and forums that strengthen accountability and good governance, she believes public service should always remain connected to the people it serves.
The very principle is evident even in her own office. She constantly reminds her staff to welcome everyone with courtesy, patience, and respect, regardless of who they are or what assistance they need. To her, every person deserves to be treated with dignity.
This is what has remained unchanged over the past four yearsโthe way she chooses to serve: moving with the people, for the people.
