𝗗𝗛𝗦𝗨𝗗 𝗥𝗲𝗴𝗶𝗼𝗻 𝟭𝟬 𝗖𝗼𝗻𝗱𝘂𝗰𝘁𝘀 𝗢𝗿𝗶𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻 𝗼𝗻 𝘁𝗵𝗲 𝟮𝟬𝟮𝟰 𝗥𝗲𝘃𝗶𝘀𝗲𝗱 𝗜𝗥𝗥 𝗼𝗳 𝗥𝗔 𝟵𝟵𝟬𝟰 𝗮𝗻𝗱 𝗜𝗺𝗽𝗹𝗲𝗺𝗲𝗻𝘁𝘀 𝗠𝗖 𝟮𝟬𝟮𝟱-𝟬𝟬𝟯 𝗶𝗻 𝗜𝗹𝗶𝗴𝗮𝗻 𝗖𝗶𝘁𝘆 𝗮𝗻𝗱 𝗖𝗮𝗴𝗮𝘆𝗮𝗻 𝗱𝗲 𝗢𝗿𝗼 𝗖𝗶𝘁𝘆

The Department of Human Settlements and Urban Development (DHSUD) Region 10 conducted series of Orientation on the 2024 Revised Implementing Rules and Regulations (IRR) of Republic Act No. 9904 and installation of Ad Interim Board, respectively.

The said orientation were conducted for the Association of Barangay Councils (ABC) in Iligan City , at the ABC Hall, Palao, Iligan City on April 23, 2026; and the personnel of the City Housing and Urban Development Department (CHUDD) of the Local Government Unit of Cagayan de Oro City on May 19, 2026.

Simultaneously, the Interim Boards were selected and appointed on the following dates:
1. Iligan Sendong Survivors Homeowners Association, Inc. in Dalipuga, Iligan City and Purok Concepcion Homeowners Association, Inc. in Mahayahay on April 23, 2026;
2. CDO Midland Valley Homeowners Association, Inc. in Dansolihon, Cagayan de Oro on May 20, 2026; and,
3. GK Missionville Kapitbahayan Homeowners Association, Inc. in Tibanga, Iligan City, and for the Federation of Iligan City Homeowners Association, Inc. at the Housing Resettlement Office (HRO) in Hinaplanon, Iligan City on May 21, 2026.

The activities were spearheaded by HOACDD Division Chief Ms. Omikalsom B. Maruhom, together with its respective HHROs Ms. Johanisah P. Disomangcop, Ms. Shella Mae G. Galarpe, Mr. Cliff Aldous N. Magabang, Engr. Alexander Christian D. Legaspi, and Mr. Jonathan D. Verzosa on the concerned dates.

These initiatives reflect DHSUD Region 10’s continued commitment to strengthening homeowners associations, promoting good governance, and ensuring the effective implementation of housing and community development policies across Region X.

𝗔𝗦𝗲𝗰. 𝗛𝗲𝗿𝗻𝗮𝗻𝗱𝗼 𝗠. 𝗖𝗮𝗿𝗮𝗶𝗴, 𝗝𝗿. 𝗖𝗼𝗻𝗱𝘂𝗰𝘁𝘀 𝗠𝗼𝗻𝗶𝘁𝗼𝗿𝗶𝗻𝗴 𝗩𝗶𝘀𝗶𝘁 𝗮𝘁 𝗗𝗛𝗦𝗨𝗗 𝗥𝗲𝗴𝗶𝗼𝗻 𝟭𝟬

The Department of Human Settlements and Urban Development (DHSUD) Region 10 warmly welcomed ASec. Hernando M. Caraig, Jr., Assistant Secretary for Regional Operations and Supervising Assistant Secretary for the DHSUD Mindanao Cluster, during his official visit to the Regional Office from May 19 to 20, 2026.

The visit was conducted to monitor the compliance and implementation of Memorandum Circular No. 2025-014, series of 2025, as well as the agency’s 8-Point Agenda. The activity also served as an opportunity to strengthen coordination, assess operational performance, and engage with regional officials and personnel.

Through initiatives such as this, DHSUD continues to strengthen institutional coordination, enhance operational efficiency, and uphold quality public service in pursuit of resilient, inclusive, and sustainable human settlements and urban development.

𝗛𝗔𝗣𝗣𝗘𝗡𝗜𝗡𝗚 𝗡𝗢𝗪 | May 21, 2026 — The Department of Human Settlements and Urban Development (DHSUD) Region 10 is currently facilitating the distribution of cash assistance to five (5) affected households from the Municipality of Linamon, Lanao del Norte that were impacted by the recent Low Pressure Area through the Integrated Disaster Shelter Assistance Program (IDSAP).

The activity is being conducted today at the DHSUD Region 10 Annex as part of the agency’s continuing post-disaster intervention efforts aimed at helping affected families recover and rebuild their homes.

Present during the activity are DHSUD Region 10 Regional Director Paris Raymond S. Gaballo, Public Housing and Settlements Division Chief Engr. Judith T. Abao, together with the PHSD/IDSAP staff.

During the activity, Regional Director Gaballo shared that this distribution marks one of the final IDSAP activities to be directly handled by DHSUD Region 10. Beginning March 2026, the provision of post-disaster shelter cash assistance in Region X has officially transitioned to the National Housing Authority (NHA) through its Emergency Housing Assistance Program (EHAP), ensuring the continued delivery of assistance to disaster-affected communities.

Through strengthened collaboration among shelter agencies, DHSUD Region 10 remains committed to ensuring that affected families receive timely assistance and continuous support in rebuilding safer, stronger, and more resilient homes and communities.

Bukidnon Advances Strategic Planning for PDPFP 2026–2031 Update

The Province of Bukidnon successfully conducted the Strategic Planning Workshop for the updating of the Provincial Development and Physical Framework Plan (PDPFP) 2026–2031 held on May 11–14, 2026 at Veranda Hotel, Malaybalay City, Bukidnon.

The activity was conducted in partnership with the Provincial Government of Bukidnon, the Department of Economy, Planning, and Development Region X (DEPDev 10), the Department of Human Settlements and Urban Development Region 10 (DHSUD 10), and the Department of the Interior and Local Government Region X (DILG 10).

The workshop gathered representatives from various sectors, including the Provincial Local Government Unit (PLGU) and selected municipal and city technical personnel. Participants collaboratively assessed development directions, identified emerging challenges and opportunities, and formulated strategic interventions to support the province’s long-term growth and sustainable development.

Through a series of discussions, workshops, and sectoral and physical planning activities, the participants strengthened coordination and alignment among local government units and partner agencies in crafting a responsive, inclusive, and resilient PDPFP for 2026–2031.

This initiative reflects Bukidnon’s continuing commitment to evidence-based planning, participatory governance, and balanced development toward a more sustainable and progressive future.

HAPPENING NOW | DHSUD Region 10 Strengthens HOA Governance in Cagayan de Oro City

The Department of Human Settlements and Urban Development (DHSUD) Region 10 continues to strengthen homeowners association governance through simultaneous community engagement activities in Cagayan de Oro City.

In Brgy. Carmen, DHSUD Region 10 conducted the appointment of the Ad Interim Board of Directors for the Silver Creek Homeowners Association, Inc. in line with Memorandum Circular No. 2025-003. The Homeowners Association and Community Development Division (HOACDD) facilitated the smooth selection of five (5) interim board members, who will subsequently organize the Election Committee and conduct the Special Board of Directors (BOD) Election.

Meanwhile, in Brgy. Pagatpat, DHSUD Region 10 conducted a Post-Orientation on the salient features of the 2024 Revised Implementing Rules and Regulations (IRR) of Republic Act No. 9904, otherwise known as the Magna Carta for Homeowners and Homeowners’ Associations, for the members of Pagatpat Habitat Phase 1 Homeowners Association, Inc.

The orientation aims to strengthen the homeowners’ understanding of their rights, duties, and responsibilities under the revised IRR, while promoting transparent, accountable, and effective HOA governance within the community.

Both activities were facilitated by the Homeowners Association and Community Development Division (HOACDD), led by Ms. Omikalsom B. Maruhom, together with Engr. Alexander Christian D. Legaspi, Ms. Shella Mae G. Galarpe, and Mr. Jonathan D. Verzosa, who provided guidance and clarifications on key provisions affecting HOA operations, governance, and compliance.

These initiatives reaffirm DHSUD Region 10’s commitment to empowering homeowners associations through proper education, democratic processes, and good governance practices.

HAPPENING NOW | DHSUD Region 10 Conducts Orientation on the 2024 Revised IRR of RA 9904 for CDO Midland Valley HOA

The Department of Human Settlements and Urban Development (DHSUD) Region 10 is conducting an orientation on the salient features of the 2024 Revised Implementing Rules and Regulations (IRR) of Republic Act No. 9904, otherwise known as the Magna Carta for Homeowners and Homeowners’ Associations, for the members of CDO Midland Valley Homeowners Association, Inc. The activity is being held at the Oro Kalandang Peace Center, Sitio Tambo, Dansolihon, Cagayan de Oro City.

This activity aims to enhance homeowners’ understanding of their rights, duties, and responsibilities under the revised IRR and to promote transparent, accountable, and effective HOA governance. The orientation forms part of the Enhanced Comprehensive Local Integration Program (E-CLIP), locally known as BINULIGA, spearheaded by Ms. Norhidaya “Dhada” Hadji Sarip, RSW.

Regional Director Paris Raymond S. Gaballo delivered a message of support, emphasizing the importance of strengthening homeowners associations through proper education, compliance, and community participation.

The orientation is facilitated by Ms. Shella Mae G. Galarpe, together with Mr. Jonathan D. Verzosa, who provided guidance and clarifications on key provisions affecting HOA operations, governance, and compliance.

Also present during the activity were Ms. Cybill June E. Batugan, RSW and Ms. Maria Mica Gabrielle Rapha E. Espina, RPm from the National Housing Authority Region 10.

HAPPENING NOW | DHSUD Region 10 Facilitates Appointment of Ad Interim HOA Boards in Cagayan de Oro City

The Department of Human Settlements and Urban Development (DHSUD) Region 10 is simultaneously conducting the appointment of the Ad Interim Board of Directors for Highland Ville Homeowners Association, Inc. in Palalan, Lumbia, Cagayan de Oro City, and Buena Oro Homeowners Association, Inc. (BOHAI) at the BOHAI Covered Court in Macasandig, Cagayan de Oro City.

This activity is in line with Memorandum Circular No. 2025-003, or the Guidelines in the Appointment of the Interim Board of Directors/Trustees or the Election Committee of Homeowners Associations (HOAs) by the DHSUD Regional Offices.

The Homeowners Association and Community Development Division (HOACDD) facilitated the selection of five (5) interim board members for each association. These interim officers will subsequently organize the Election Committee and oversee the conduct of the Special Board of Directors (BOD) Election.

The activity is spearheaded by HOACDD Chief Ms. Omikalsom B. Maruhom, together with Mr. Giancarlo B. Emano and Mr. Cliff Aldous N. Magabang.

This initiative reinforces DHSUD Region 10’s commitment to promoting transparent, accountable, and effective HOA governance, while strengthening community participation and organizational leadership within homeowners associations.

HAPPENING NOW | DHSUD Region 10 Celebrates the Success of Our GIP Staff

DHSUD Region 10 proudly celebrates the remarkable achievements of our Government Internship Program (GIP) staff who recently reached significant milestones in their academic and professional journeys.

Congratulations to Ms. Rio Camille Dessa G. Galla for successfully passing the recent Licensure Examination for Teachers (LET). She earned her degree in Bachelor of Elementary Education Major in General Education from Southern de Oro Philippines College and is currently assigned at the Homeowners Association and Community Development Division (HOACDD).

Warm congratulations as well to Ms. Katrinah Mae C. Cabangbang for passing the recent Civil Service Examination. She graduated with a degree in Bachelor of Science in Management Accounting from Capitol University and is presently assigned at the Administration and Finance Division (AFD).
