This June 12, 2026, the City Government of Cadiz gathered at Cadiz City Park to commemorate the 128th Philippine Independence Day with the theme, “Kalayaan. Kinabukasan. Kasaysayan.”

Leading the observance was City Mayor Hon. Salvador Escalante Jr., together with city officials, department heads, uniformed personnel, and representatives from partner institutions in honoring the courage, sacrifices, and enduring legacy of Filipino heroes who fought for the nation's freedom.

The ceremony featured a flag-raising and wreath-laying activity participated in by Vice Mayor Hon. John Vincent Escalante and City Councilors Hon. Marlon Metoda, Hon. Claire Therese Consing, Hon. Frances Guanzon, Hon. Maricel Desuyo, Hon. Fria Christine Cervantes-Napiza, Hon. Kathrina Kaye Gustilo-Balbin, Hon. Lalen Lamis, Hon. Paulene Decolongon, and Hon. William Tabanao, along with local and national government agency heads and personnel.

The commemoration served as a reminder of the Filipino people's shared history, hard-earned freedom, and collective responsibility in shaping a brighter future for generations to come.

The 3-Day Basic Incident Command System (ICS) Training successfully concluded on June 11, 2026, with participants demonstrating the knowledge and skills they acquired throughout the program.

The final day commenced with an Operational Period Briefing simulation, where the five participating teams assumed various ICS roles and conducted realistic incident management briefings based on earthquake response scenarios. The activity showcased their understanding of the ICS structure, operational planning, resource management, and inter-agency coordination.

Participants also completed the final module on Transfer of Command, Demobilization, and Closeout, facilitated by Engr. Joseph Paul Nogra, Chief of the Operations Section and Capacity Building and Training Sector of OCD-NIR. A post-training assessment was subsequently conducted to evaluate the participants' understanding of the concepts and principles discussed during the three-day course.

During the closing ceremony, Engr. Nogra challenged the participants to maximize and effectively utilize the knowledge and skills gained from the training whenever incidents and emergencies arise. Accepting the challenge on behalf of the participants, City General Services Office head Ms. Maria Charo Hechanova expressed the group's commitment to applying the ICS framework in their respective offices and disaster response operations.

The activity concluded with closing remarks from Mr. Richard Amante, Officer-in-Charge of the CDRRMO, who commended the participants for their active engagement and encouraged them to put into practice the lessons learned in strengthening disaster preparedness and emergency response efforts within their respective offices and communities. Certificates were then awarded to all participants.

The successful conduct of the training marks another significant step toward building a more prepared, coordinated, and disaster-resilient Cadiz City.

Day 2 of the 3-Day Basic Incident Command System (ICS) Training continued on June 10, 2026, with participants further enhancing their knowledge and skills in incident management through a series of advanced modules and practical exercises.

The day's sessions covered Incident/Event Assessment and Management by Objectives by Ms. Armi Rose Lamela, Technical Support Staff of OCD-NIR; Organizing and Managing Resources and Incident Planning by Mr. Rene Antonio Chua Jr. of the Local Disaster Risk Reduction and Management Office; and Incident and Event Planning by Engr. Joseph Paul Nogra, Chief of the Operations Section and Capacity Building and Training Sector of OCD-NIR.

Building on the lessons from the previous day, participants actively engaged in workshops, group activities, and scenario-based exercises designed to simulate actual emergency situations. These hands-on activities provided participants with the opportunity to apply ICS concepts, strengthen inter-agency coordination, and develop effective strategies for managing incidents and planned events.

The continued commitment and active participation of all attendees highlighted the importance of a well-trained and coordinated response force in ensuring community safety and disaster resilience.

The Office of Civil Defense (OCD), in partnership with the National Disaster Risk Reduction and Management Council (NDRRMC) and the City Disaster Risk Reduction and Management Office (CDRRMO) of Cadiz City, successfully commenced the 3-Day Basic Incident Command System (ICS) Training on June 9, 2026, at Balay Cadiznon.

The training formally opened with welcome remarks from Acting City Mayor Hon. Frances Guanzon and an inspirational message from Mr. Richard Amante, Officer-in-Charge of the CDRRMO, who emphasized the importance of preparedness, coordination, and effective incident management in ensuring public safety and community resilience.

Participants from various local and national government agencies, as well as neighboring local government units, underwent intensive discussions and practical exercises covering the first four core ICS modules: Introduction to ICS by Engr. Joseph Paul Nogra, Chief of the Operations Section and Capacity Building and Training Sector of OCD-NIR; ICS Organization and Staffing by Mr. Jorge Cabalang Jr., Head of Operations and Warning of Sagay CDRRMO; ICS Facilities by Mr. Neill Yanson, Project Implementor for Emergency Management Services of Bago CDRRMO; and Organizing ICS and Managing Incidents and Events by Mr. Salvador Carmina III, Resource Speaker and ICS Facilitator.

To strengthen learning and application, participants were grouped into five teams and engaged in workshops and simulation exercises after each module, allowing them to apply ICS principles in realistic emergency scenarios. These activities enhanced teamwork, decision-making, and coordination skills essential in disaster and emergency response operations.

An Orientation on Republic Act No. 9904, also known as the Magna Carta for Homeowners Association (HOA), was successfully conducted today, June 11, 2026, at Balay Cadiznon.

In behalf of City Mayor Hon. Salvador Escalante Jr., former City Councilor Hon. Owen Desuyo delivered the welcome remarks. The event was graced by Acting City Mayor Hon. Frances Guanzon and Acting Vice Mayor Hon. Fria Christine Cervantes-Napiza.

Key resource speakers included Ms. Chelzy Jane Caspe, Acting Community Support Services Chief of the National Housing Authority (NHA), and Ms. Mary Grace Gabatanga, Community Support Services Officer of the NHA, who delivered insightful messages on HOA empowerment and governance. A comprehensive presentation on RA 9904 was also provided by Ms. Debbie H. Filomera, Housing and Homesite Regulations Officer I of the Department of Human Settlements and Urban Development (DHSUD).

Participants came from various homeowners’ associations across Cadiz City, including Apollo Village, Brgy. Mabini; Jerusalem Ville, Brgy. Cabahug; Lacson Villas, Brgy. Cadiz Viejo; Len-Vil Homes, Brgy. Sicaba; Sagrado Villas, Brgy. Burgos; Villa Luisa, Brgy. Luna; Don Salvador 1, Brgy. Tinampaan; Don Salvador 2, Brgy. Tinampaan; St. Andrews Park Place 2, Brgy. The Serbisyo Cadiznon program successfully reached Barangay Andres Bonifacio today, June 11, 2026, bringing essential government services closer to the people.

Acting City Mayor Hon. Frances Guanzon and Acting Vice Mayor Hon. Fria Cristine Cervantes-Napiza graced the activity and reaffirmed the City Government's commitment to delivering accessible, responsive, and people-centered services to every barangay.

This year's outreach was further strengthened with the participation of the City Legal Office, which provided free legal aid and consultation services led by Atty. Reggie Placido, offering residents greater access to legal assistance and guidance.

Punong Barangay Hon. Gene John Bia-is, together with the barangay council and staff, expressed their gratitude to the City Government of Cadiz for the continued implementation of the Serbisyo Cadiznon program, which has consistently benefited the residents of Barangay Andres Bonifacio through the years.
