A proactive, decisive, objective driven and result oriented division of the City Government of Cabuyao mandated to protect, conserve and sustainably manage the environment and natural resources of the City. The City Environment and Natural Resources Office (CENRO) is a mandatory department in the City Government of Cabuyao, Province of Laguna, Philippines pursuant to Republic Act No. 10163, an act converting the town of Cabuyao into a Component City, dated August 4, 2012. The City of Cabuyao is the 142nd city in the Philippines and the 5th component city in Laguna along with the cities of San Pablo, Calamba, Santa Rosa, and Biรฑan.

Balloon releases are often used at birthdays, graduations, public events, and memorials because they feel symbolic and visually powerful. For families in grief or communities marking a milestone, the gesture can carry deep emotion. But once balloons rise out of sight, they can become a danger far from where they were released.

Latex balloons may burst high in the atmosphere or slowly deflate. Mylar and foil balloons can travel long distances before coming down. When they land in rivers, lakes, oceans, forests, fields, or shorelines, wildlife can mistake the fragments for food. Sea turtles, seabirds, deer, and other animals may ingest balloon pieces, which can block digestion, cause injury, or lead to starvation. Ribbons and strings can also entangle birds and other animals, making it harder for them to fly, feed, or escape predators.

Foil balloons carry another risk. Because their metallic coating can conduct electricity, they can cause short circuits when they contact power lines. Utilities have reported outages, repair costs, and fire risks connected to these incidents.

For many Indigenous communities, care for land, water, animals, and future generations is part of everyday responsibility, though teachings and practices differ from Nation to Nation. Conversations about balloon releases fit into a larger awareness of how small choices can affect the living world beyond the moment itself.

There are meaningful alternatives that leave less impact, including planting native flowers or trees, lighting candles where safe, blowing bubbles, scattering dried flower petals where appropriate, creating memorial art, or supporting a cause connected to the person being honored.

(Theme: Empowered Youth in Nation Building and Environmental Management)

The City Government of Cabuyao, under the leadership of MAYOR Dennis DENHA Hain, through the City Environment and Natural Resources Office (CENRO), in strong collaboration with the Cabuyao River Protection Advocates (CaRPA) and the City Schools Division of Cabuyao, and with the support of Barangay Marinig and Marinig National High School, successfully led the Multisectoral Environmental Community Engagement held on June 11, 2026 at Marinig National High School, Brgy. Marinig, City of Cabuyao, Laguna.

Anchored on the theme โ€œEmpowered Youth in Nation Building and Environmental Management,โ€ the activity aimed to strengthen environmental awareness and promote the active participation of the youth as responsible stewards of the environment. It also forms part of the โ€œProtectionโ€ component of the IHELP Program of the City Government, reinforcing sustained efforts toward environmental governance and community resilience.

The program featured a combination of environmental action and learning engagement through tree planting and clean-up activities, followed by interactive environmental education sessions:

With more than 300 participants from various sectors, the activity highlighted strong multisectoral collaboration and youth engagement in environmental protection.

Through this initiative, the City Government of Cabuyao continues to strengthen programs that promote environmental stewardship, youth empowerment, and sustainable community development for a cleaner and more resilient city.

The City Solid Waste Management Board (CSWMB) and Manila Bay Task Force (MBTF) successfully conducted its Joint Meeting focused on the updates, status reports and initiatives under the Manila Bay Clean-Up, Rehabilitation and Preservation Program (MBCRPP).

The meeting highlighted key developments in the three outcome areas: Solid Waste Management, Liquid Waste Management and the Management of Informal Settler Families (ISF), including policy and legislative updates, environmental enforcement programs, wastewater management initiatives and community-based environmental engagement activities.

Through strengthened collaboration among partner agencies, stakeholders and local government offices, the City Government of Cabuyao continues to reinforce its commitment toward environmental protection, sustainable waste management and preservation of ecological balance.
