PNP HALTS ₱5.3-M SMUGGLED CIGARETTE TRANSPORT; 3 ARRESTED IN NORTHERN MINDANAO AND SULU OPS

The Philippine National Police, under the command of PNP Chief PGEN Jose Melencio C. Nartatez Jr., intensified its nationwide anti-smuggling operations resulting in the seizure of approximately ₱5.3 million worth of smuggled ci******es and the arrest of three individuals in separate operations conducted on June 22 to 23, 2026 in Northern Mindanao and Sulu.

The series of operations highlights the PNP’s sustained campaign against the transport and distribution of undocumented cigarette products across land and maritime routes. Authorities said all confiscated items and transport vessels are now under proper custody for documentation and turnover to the Bureau of Customs, while appropriate charges are being readied against those arrested.

In Iligan City, Lanao del Norte on June 23, 2026, joint operatives of the Criminal Investigation Unit–City Special Operations Unit, Iligan City Police Office, Regional Intelligence Division, Resident Agent–Iligan City, and Task Force-Iligan intercepted a delivery truck at a border control point after it bypassed inspection procedures. During inspection, authorities discovered boxes of ci******es concealed among agricultural goods. Two male individuals, aged 49 and 45, residents of Lanao del Norte and Lanao del Sur, were arrested. Seized were 30 master cases of assorted branded ci******es containing 1,500 reams with an estimated value of ₱1,200,000.00, along with the vehicle used in transport.

In Kalilangan, Bukidnon on June 23, 2026, a separate checkpoint operation led to the interception of a sedan carrying cigarette shipments without proper documentation. A 32-year-old male driver was arrested after failing to present legal papers for the cargo. Confiscated items consisted of assorted branded ci******es valued at ₱240,000.00.

Meanwhile, in Parang, Sulu on June 22, 2026, Police Regional Office 9 (PRO9) recovered approximately ₱3,937,000.00 worth of smuggled ci******es during a routine mobile patrol operation along a coastal area. Personnel discovered multiple boxes of ci******es inside an abandoned motorized watercraft locally known as a “jungkong.”

The vessel was found unattended with no claimant establishing ownership of the cargo. A total of 101 boxes of assorted smuggled ci******es and the watercraft were recovered and brought to the Parang Municipal Police Station (MPS) for safekeeping pending turnover to the Bureau of Customs.

PNP Chief PGEN Nartatez said the operations reflect the organization’s intensified efforts against smuggling and economic sabotage. “We will continue to strengthen enforcement measures against smuggling and other illegal trade activities,” he said.

He further emphasized sustained vigilance against illegal trade activities.

The operations align with the PNP Focused Agenda, particularly on strengthened law enforcement operations aimed at curbing smuggling and other economic offenses that threaten national revenue and public order.

All confiscated items and vehicles remain under documentation and will be turned over to the Bureau of Customs for proper disposition and further investigation.

As the PNP sustains its intensified campaign against smuggling and other illicit trade activities under the directive of President Ferdinand R. Marcos Jr., it continues to assure the public of “Bagong PNP para sa Bagong Pilipinas: Serbisyong mabilis, tapat, at nararamdaman.”

The operation was conducted by personnel of the CIDG National Capital Region Field Unit in coordination with maritime police units. The arrested individuals, all adult Filipino males aged 20 to 58, were informed of the nature of their arrest and apprised of their constitutional rights in a language they fully understood. They are currently under the custody of the CIDG for documentation and filing of appropriate charges.

The operation is in line with the PNP’s Focused Agenda on Enhanced Managing Police Operations, targeting organized and illegal activities that undermine public welfare, economic stability, and environmental protection. PNP Chief, Police General Jose Melencio C. Nartatez Jr., commended the operating units for the successful operation.

He further emphasized that all police operations remain anchored on professionalism and respect for human rights.

PNP REAFFIRMS BALANCED APPROACH TO SCHOOL SAFETY AND YOUTH ACCOUNTABILITY

Amid ongoing public discussions following recent incidents involving minor students in different parts of the country, the Philippine National Police (PNP) emphasized the importance of a balanced approach that promotes accountability, prevention, intervention, and the protection of children's rights while ensuring the safety of school communities.

PNP Women and Children Protection Center records show that from 2022 to 2025, a total of 1,275 school-related incidents involving Children in Conflict with the Law (CICLs) were documented nationwide. The highest number was recorded in 2023 with 395 incidents, followed by 345 incidents in 2024, 325 incidents in 2025, and 210 incidents in 2022.

A review of the data further shows that these cases were addressed through various legal, social welfare, and community-based mechanisms. During the four-year period, 279 cases were filed in court, 323 remained under preliminary investigation, 221 were settled amicably, and 52 were referred to social welfare authorities for intervention and appropriate assistance.

Meanwhile, 119 cases were dismissed, while 272 incidents involved situations where complainants or victims opted not to pursue charges. These figures reflect the diverse circumstances surrounding cases involving minors and highlight the continuing need for both accountability and intervention.

The PNP recognizes that many cases involving minors require not only accountability but also timely guidance, rehabilitation, and strong family and community support to help prevent repeat offenses and promote positive development among the youth.

While the overwhelming majority of Filipino children are law-abiding and responsible members of society, the recurring incidents reported in some schools underscore the need for sustained collaboration among parents, educators, local government units, social welfare agencies, and law enforcement authorities.

While the data provide important context on the challenges faced by communities and educational institutions, the PNP recognizes that discussions on the Minimum Age of Criminal Responsibility (MACR) involve broader considerations, including child protection, rehabilitation, public safety, and the perspectives of various stakeholders. The issue remains under the consideration of Congress.

Chief, PNP, Police General Jose Melencio C. Nartatez Jr., said the organization respects the legislative process and will faithfully implement whatever law may be enacted by the country's policymakers.

He emphasized that discussions on youth accountability should go hand in hand with efforts to strengthen guidance, supervision, and intervention programs.

The PNP continues to intensify initiatives that support safer learning environments through strengthened coordination with schools, local government units, social welfare offices, and community stakeholders. These efforts are consistent with the PNP Focused Agenda, particularly under the enhancement of police operations and crime prevention strategies, which seek to address emerging security concerns through community partnership and proactive intervention.

Under the leadership of President Ferdinand R. Marcos Jr., the PNP remains committed to fostering safer learning environments where students can learn, grow, and pursue their aspirations without fear.

As discussions on the MACR continue, the PNP reiterates that it will faithfully implement whatever policy may be enacted by law, consistent with its mandate to protect life, property, and liberty. The organization likewise defers to the wisdom of lawmakers in crafting measures that seek to balance accountability, rehabilitation, public safety, and compassion, always guided by due process, respect for human rights, and the best interests of both the child and the community.

Through Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman, the PNP remains steadfast in working with all sectors to build safer schools, stronger communities, and a more secure future for every Filipino.
