PNP REAFFIRMS BALANCED APPROACH TO SCHOOL SAFETY AND YOUTH ACCOUNTABILITY
Amid ongoing public discussions following recent incidents involving minor students in different parts of the country, the Philippine National Police (PNP) emphasized the importance of a balanced approach that promotes accountability, prevention, intervention, and the protection of children's rights while ensuring the safety of school communities.
PNP Women and Children Protection Center records show that from 2022 to 2025, a total of 1,275 school-related incidents involving Children in Conflict with the Law (CICLs) were documented nationwide. The highest number was recorded in 2023 with 395 incidents, followed by 345 incidents in 2024, 325 incidents in 2025, and 210 incidents in 2022.
A review of the data further shows that these cases were addressed through various legal, social welfare, and community-based mechanisms. During the four-year period, 279 cases were filed in court, 323 remained under preliminary investigation, 221 were settled amicably, and 52 were referred to social welfare authorities for intervention and appropriate assistance.
Meanwhile, 119 cases were dismissed, while 272 incidents involved situations where complainants or victims opted not to pursue charges. These figures reflect the diverse circumstances surrounding cases involving minors and highlight the continuing need for both accountability and intervention.
The PNP recognizes that many cases involving minors require not only accountability but also timely guidance, rehabilitation, and strong family and community support to help prevent repeat offenses and promote positive development among the youth.
While the overwhelming majority of Filipino children are law-abiding and responsible members of society, the recurring incidents reported in some schools underscore the need for sustained collaboration among parents, educators, local government units, social welfare agencies, and law enforcement authorities.
While the data provide important context on the challenges faced by communities and educational institutions, the PNP recognizes that discussions on the Minimum Age of Criminal Responsibility (MACR) involve broader considerations, including child protection, rehabilitation, public safety, and the perspectives of various stakeholders. The issue remains under the consideration of Congress.
Chief, PNP, Police General Jose Melencio C. Nartatez Jr., said the organization respects the legislative process and will faithfully implement whatever law may be enacted by the country's policymakers.
"Ang usapin ng Minimum Age of Criminal Responsibility ay isang polisiya na nakasalalay sa ating mga mambabatas. Ang tungkulin ng Philippine National Police ay tiyaking maayos, patas, at naaayon sa batas ang pagpapatupad ng anumang hakbang na maipapasa. Patuloy nating gagampanan ang ating mandato nang may paggalang sa due process, karapatang pantao, at kapakanan ng kapwa natin mamamayan," said PGen Nartatez.
He emphasized that discussions on youth accountability should go hand in hand with efforts to strengthen guidance, supervision, and intervention programs.
"Hindi lamang ito usapin ng pananagutan. Mahalaga rin ang papel ng pamilya, paaralan, komunidad, at iba't ibang ahensya ng gobyerno sa paggabay sa ating mga kabataan. Kung maaga nating matutugunan ang mga suliranin at panganib na kanilang kinakaharap, mas marami tayong kabataang mailalayo sa mga sitwasyong maaaring magdulot ng kapahamakan sa kanila at sa iba," he added.
The PNP continues to intensify initiatives that support safer learning environments through strengthened coordination with schools, local government units, social welfare offices, and community stakeholders. These efforts are consistent with the PNP Focused Agenda, particularly under the enhancement of police operations and crime prevention strategies, which seek to address emerging security concerns through community partnership and proactive intervention.
Under the leadership of President Ferdinand R. Marcos Jr., the PNP remains committed to fostering safer learning environments where students can learn, grow, and pursue their aspirations without fear.
As discussions on the MACR continue, the PNP reiterates that it will faithfully implement whatever policy may be enacted by law, consistent with its mandate to protect life, property, and liberty. The organization likewise defers to the wisdom of lawmakers in crafting measures that seek to balance accountability, rehabilitation, public safety, and compassion, always guided by due process, respect for human rights, and the best interests of both the child and the community.
