Quirino Provincial Peace and Order Council and Anti-Drug Abuse Council

The Province of Quirino has adopted a Resolution creating the Provincial Peace Negotiation Panel during the 1st Quarter FY 2021 Joint Meeting of the Provincial Peace and Order Council (PPOC), Provincial Anti-Drug Abuse Council (PADAC), Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) and Team EMBRACE on February 9, 2021 via Zoom platform.

The adoption of the Resolution is pursuant to the approved guidelines for the conduct of local peace engagements which provides that a Local Peace Negotiation Panel shall be created.

Panel Members include the Local Chief Executive, Armed Forces of the Philippines (AFP) and Philippine National Police (PNP) Commanders, accredited Civil Society Organizations (CSOs), representatives from the religious sector and academe, Indigenous Peoples Mandatory Representative (IPMR) and Provincial Prosecutor.

The Provincial Peace Negotiation Panel shall conduct local peace dialogues with the Communist Terrorist Groups to discuss and agree on a joint local level peace agreement and monitor the implementation and compliance to the agreements.

Said resolution shall be submitted to the RTF-ELCAC/CORDS for endorsement to the NTF-ELCAC.

The PPOC/PADAC/ELCAC and Team EMBRACE Chaired by Governor Dakila Carlo E Cua convened yesterday on its 2nd Quarter Regular Meeting via Zoom Video Communication Inc. A total of 46 members participated in its first online meeting as the body discussed accomplishments as well as prevailing peace and order and public safety issues and concerns amid this time of pandemic.
