Employees of the NIA UPRIIS Head Office proudly demonstrated their efforts in strengthening support for education and community development through active participation in the Department of Education (DepEd) Brigada Eskwela 2026 Program at Lazaro Francisco Integrated School in Cabanatuan City.

Recognizing the importance of a learning environment that fosters growth and prepares the next generation for a brighter future, the employees donated school supplies and cleaning materials, and worked hand in hand with teachers, parents, and volunteers from various government agencies and private sectors. Together, they took part in school improvement and maintenance activities ahead of the scheduled opening of classes on June 8, 2026.

Through this initiative, the NIA UPRIIS employees were able to highlight their strong commitment to the Agency’s Corporate Social Responsibility (CSR) and proved that small acts can make a big difference, because creating a learning-friendly space means building a better tomorrow for future generations.

In support of the annual Brigada Eskwela program, personnel from the National Irrigation Administration (NIA) UPRIIS Dam and Reservoir Division Casecnan-Taan Dam Field Office headed by Engineer-in-Charge Engr. Jhun A. Ugot, actively participated in the clean-up and maintenance activities at Casecnan National High School on June 1, 2026. The initiative aimed to help prepare the school facilities for the opening of classes and provide a safe, clean, and conducive learning environment for students.

Demonstrating its commitment to community development and social responsibility, employees of the Casecnan-Taan Dam volunteered their time, skills, and efforts in various school improvement activities, including campus clean-up, minor repairs, and beautification works. To further support the initiative, the agency also provided materials and other necessary resources to ensure the successful completion of the activities and help create a safer, cleaner, and more conducive learning environment for students.

Through its participation in Brigada Eskwela, NIA UPRIIS DRD continues to uphold its dedication to nation-building by supporting programs that contribute to the welfare and development of future generations, with the unwavering support and guidance of UPRIIS Acting Department Manager Engr. The NIA Upper Pampanga River Integrated Irrigation Systems (UPRIIS) conducted its Second Quarter Managers’ Meeting in Bayanihan, Gapan City, Nueva Ecija on June 2, 2026. The activity was attended by UPRIIS Division Managers and served as a venue for Management Officials to assess organizational performance, address operational challenges, and align strategies with the Agency’s mandate, quality objectives, and commitment to excellence in public service.

Presided over by UPRIIS Acting Department Manager Engr. Alvin L. Manuel, the meeting featured presentations and discussions on significant operational updates, accomplishments, and remaining targets for FY 2025 and future plans for FY 2026. Managers also reviewed the implementation of agency programs and projects, coordination efforts with partner institutions, financial status and fund utilization, as well as the progress of ongoing construction, rehabilitation, and maintenance activities within the irrigation systems to ensure the timely delivery of services to irrigators and farming communities.

Through strengthened collaboration, continual improvement, and effective resource management, UPRIIS remains steadfast in delivering reliable irrigation services, enhancing stakeholder satisfaction, and contributing to sustainable agricultural development in support of food security and nation-building.

The NIA UPRIIS Division IV successfully conducted the Enhanced Partnership Against Hunger and Poverty (EPAHP)Marketing Agreement Renewal in partnership with the National Food Authority (NFA) - Bulacan Branch and participating Irrigators’ Associations (IAs). The activity involved the renewal of eight (8) existing EPAHP Marketing Agreements and an addition of one (1) New Marketing Agreement with Galas Malayantoc farmers IA. The renewing process of Marketing Agreements was undertaken on May 28, 2026 with the purpose of strengthening inter-agency collaboration and institutional partnerships in support of the government's EPAHP Program and its mission to promote food security, market linkage, and livelihood opportunities for farmers.

The eight ( 8 ) renewed Marketing Agreements were initially started and implemented by the participating IAs in 2023. As of this year, the eight Marketing Agreements are now in their third renewal of the agreement. The program included the presentation of the overview, policies, and guidelines on the EPAHP Marketing Agreement Renewal. The discussions also focused on the responsibilities and obligations of the parties involved, followed shortly by the signing of the agreement to ensure effective implementation. The activity was formally attended by Engr. Jonn Brent S. Atraje, Acting Division Manager of NIA UPRIIS Division IV and Ms. Rhona P. Talens, Manager of NFA Bulacan Branch and nine (9) participating Irrigators’ Association.

The successfully concluded activity reaffirms the continued commitment and cooperation among the National Irrigation Administration (NIA), National Food Authority (NFA), the Department of Social Welfare and Development (DSWD), and IAs toward sustainable agricultural development and strengthened support for the farming community.

UPRIIS DIVISION IV EMPLOYEES PARTICIPATE IN THE ONLINE SEMINAR FOR NGPA

Organized and hosted by the Central Luzon State University (CLSU), ten (10) participants from UPRIIS Division IV attended and participated in a three-day online seminar for the New Government Procurement Act (RA 12009) held in May 2026. This seminar aims to enhance the participants’ knowledge and understanding of the updates, policies, and procedures of RA 12009.

During the seminar, accredited resource speakers from the Government Procurement Policy Board – Technical Support Office (GPPB-TSO) discussed relevant topics related to the Philippine government procurement processes, policies, and best practices. The seminar served as an opportunity to impart valuable insights and strengthened awareness of procurement guidelines and compliance with existing government regulations to its participants.

The successful conduct of the activity highlights the continued partnership and commitment of participating agencies and institutions in promoting effective public service. Overall, this seminar fully aligns with the NIA’s integrated policy to abide with applicable legal and international requirements and remain dedicated to the core values of commitment, integrity, and professionalism, to continually improve the NIA’s Integrated Management System.

NIA Officials Inspect Ongoing Protection Works of Inverted Siphon in Llanera, Nueva Ecija

LLANERA, NUEVA ECIJA — As part of its efforts to strengthen irrigation infrastructure and safeguard water delivery services for farmers, the National Irrigation Administration, under the leadership of Administrator, Engr. Eduardo Eddie G. Guillen, conducted a site inspection of the ongoing protection works for the Inverted Siphon along Diversion Canal No. 1 at Talavera River in Brgy. San Francisco, Llanera, Nueva Ecija.

The inspection was led by Engr. Reyne B. Ugay, Officer-in-Charge Deputy Administrator for Engineering and Operations, and Engr. Ariel S. Najera, Design and Specifications Division Manager. They were accompanied by UPRIIS key staff led by NIA-UPRIIS Acting Department Manager Engr. Alvin L. Manuel, Division I Manager Engr. Aldous Joseph S. Lamucho, and Project Coordinator Engr. Roel L. Vegiga.

During the visit, the team assessed the status and readiness of the structure in preparation for wet season water delivery. The Inverted Siphon serves as a vital component of the irrigation system, conveying water to the TRIS Lower service area, which covers 19,235.62 hectares and benefits 13,943 farmer-beneficiaries in the municipalities of Llanera, Talavera, Quezon, Sto. Domingo, and Licab, as well as the cities of San Jose and Science City of Muñoz, Nueva Ecija.

The ongoing protection works are essential in preventing further deterioration of the exposed Inverted Siphon and ensuring its structural integrity. Given its critical role in water conveyance, the agency is undertaking measures to safeguard the structure to sustain agricultural production and protect the livelihoods of thousands of farmers within the service area.

Through the timely implementation of these protection works, NIA aims to secure the long-term functionality of the facility and ensure the uninterrupted delivery of irrigation water, particularly during the wet season when demand for reliable infrastructure is crucial.

The NIA remains committed to protecting and improving vital irrigation facilities across the country to enhance agricultural productivity, support farmers' welfare, and contribute to the government's food security goals.

In line with its commitment to strengthen and transform Irrigators’ Associations (IAs) into competitive and efficient cooperatives, NIA-UPRIIS Division I, headed by Division Manager Engr. Aldous Joseph S. Lamucho, in coordination with the Cooperative Development Authority (CDA) Region III, conducted a Training on the Fundamentals of Cooperatives for Comitang Lunario IA on May 28, 2026, at the Conference Room of NIA-UPRIIS Division I, Brgy. Malayantoc, Sto. Domingo, Nueva Ecija.

Cooperative Development Specialist II Ms. Jennilyn A. Adajar discussed the fundamentals of cooperatives, focusing on cooperative operations, administration, and capitalization. Meanwhile, Ms. Margarita U. Gulapa of CDA Region III discussed the plans, programs, and policies of cooperatives and emphasized their importance in achieving sustainable and effective operations.

The training aimed to support the growth and development of the IA by providing members with practical knowledge and insights essential for cooperative management. Through the discussions and exchange of ideas, participants were equipped with the necessary skills to strengthen operational practices, address challenges, and promote long-term sustainability and success of their cooperative.

The NIA UPRIIS Dam and Reservoir Division, headed by Division Manager Engr. Ronaldo C. Salazar, in collaboration with the NIA Central Office, UPRIIS Head Office Engineering Section, First Gen Hydro Power Corporation, and engineering consultants from AFRY, successfully conducted the 2026 Comprehensive Dam Safety Review from May 28 to June 1, 2026.

The activity brought together a dedicated team of engineers and foreign technical experts who conducted extensive on-site assessments of the dams and their appurtenant structures. The review focused on evaluating the overall structural condition of the facilities and identifying any signs of deterioration or irregularities, such as scouring, cracks, seepage, and other potential defects that could affect the safety, stability, and operational reliability of the dams.

During the opening program on May 28, the Local Dam Safety Committee of the Dam and Reservoir Division presented the consolidated findings from the previous inspection conducted in December 2025. The foreign consultants reviewed and validated these findings to facilitate the formulation of appropriate corrective measures and action plans aimed at addressing identified concerns and further enhancing dam safety.

The assessment commenced at Taan and Casecnan Dams before proceeding to inspect other major structures, including Canili, Diayo, Marikit, Pantabangan Main, Aya, and Masiway Dams, as well as the spillway facilities. Various monitoring instruments critical to dam safety surveillance were likewise examined to verify their operational condition and ensure the continued accuracy of data collection and performance monitoring.

At the closing ceremony, Deputy Administrator for Engineering and Operations Engr. Reyne B. Ugay expressed his gratitude to all personnel who actively participated in the review, particularly the foreign consultants whose dedication enabled them to conduct thorough inspections despite challenging terrain and extreme weather conditions. He also acknowledged the steadfast support and commitment of UPRIIS Acting Department Manager Engr. Alvin L. Manuel, Engr. Ronaldo C. Sabella of First Gen Hydro Power Corporation, and DRD Division Manager Engr. Ronaldo C. Salazar for their invaluable contributions to the successful implementation of the activity.

Through continuous monitoring, evaluation, and collaboration with industry experts and stakeholders, NIA remains dedicated to safeguarding water resources, protecting communities, and sustaining the efficient operation of the country's irrigation and water management systems for generations to come.
