Earlier today, personnel of Cabagan District Jail headed by JINSP JANE T DALUPANG, Acting Warden, conducted the Traditional Monday Flag Ceremony and participated in display of the Philippine Flaglets in observance of National Flag Day, the timeless representation of the bravery, solidarity and sovereignty of our country.

As a show of patriotism and appreciation for the sacrifices made by our heroes who battled for the nation's freedom, the national flag was displayed on the facility premises. Cabagan District Jail personnel emphasized their dedication to nationality, devoted public service, and the upholding of Filipino values through this significant observance.

Further, after the activity, available personnel of this unit
attended/participated on the film viewing focused on the history and significance of flag and national symbols.

FI****MS PROFICIENCY TRAINING SUCCESSFULLY CONDUCTED 🔫✅

Cabagan District Jail under the leadership of JINSP JANE T DALUPANG, successfully conducted its Fi****ms Proficiency Training and Marksmanship Activity last May 22, 2026, at Ibanag Firing Range, ISU Garita, Cabagan, Isabela. This activity aims to enhance the operational competence, marksmanship skills, and safety awareness of our personnel in compliance with BJMP standards and mandates.

We extend our sincere gratitude and highest appreciation to the STAR OPERATING BASE (SOB) 1, BJMP Regional Office 02 for serving as our official RANGE OFFICERS.

💧 WATER SUPPLY ASSISTANCE! PARTNERSHIP IN PUBLIC SERVICE 🤝

Cabagan District Jail, under the leadership of JINSP JANE T DALUPANG, Acting Jail Warden, extends its sincere gratitude to BFP-Cabagan Station, headed by SFO3 Jeoffrey M De Torres, Officer-In-Charge, for providing water supply assistance to our facility.

This initiative is one of our proactive preparedness measures amid the warm and dry season, to address water shortage concerns. The water provided will be used for the daily needs of our Persons Deprived of Liberty (PDL) — specifically for bathing, washing, and sanitation needs — ensuring proper hygiene, health standards, and order within the jail facility.

Earlier Today, Cabagan District Jail under the leadership of JINSP JANE T DALUPANG, Acting Warden, Personnel of this unit participated in the joint Traditional Monday Flag Raising Ceremony held at LGU Cabagan grounds, together with other employees and officers from different government offices and Law Enforcement Agencies.

Further, the personnel, OJTs, and Persons Deprived of Liberty (PDLs) of this facility also conducted the traditional Monday Flag Ceremony in the jail facility, led by the Acting Warden.

In addition, a group value-focused discussion was also conducted during the flag raising ceremony, with the value focus of the week “Cooperation” from Values Restoration Program Calendar Theme, discussed by JO3 Maryjane A Panaga

🔒⚖️ OFFICIAL ADVISORY: NEW MUNICIPAL ORDINANCE NOW IN EFFECT!

MUNICIPAL ORDINANCE NO. 09-01, SERIES OF 2026

AN ORDINANCE PROHIBITING THE ENTRY, SNEAKING, USING, AND CARRYING ANY FORM OF CONTRABAND, ILLEGAL SUBSTANCES, AND FI****MS WITHIN BJMP-MANNED JAIL FACILITIES IN THE MUNICIPALITY OF CABAGAN, ISABELA AND PROVIDING PENALTIES FOR VIOLATION THEREOF.

❌ STRICTLY PROHIBITED INSIDE THE JAIL:

🔴 Illegal Contraband: Drugs, weapons, explosives

🟡 Nuisance Contraband: Liquor, ci******es, mobile phones, cameras, cash over ₱1,000 per week, sharp objects, gambling items & other prohibited articles

⚠️ PENALTIES FOR VIOLATORS:
▫️1st Offense: ₱1,500 fine + 12 hrs community service
▫️2nd Offense: ₱2,000 fine + 48 hrs community service
▫️3rd Offense: ₱2,500 fine + 72 hrs community service + PERMANENT BAN FROM VISITING THE JAIL

Separate criminal/administrative cases will be filed for violations of national laws (RA 9165, PD 1866, etc.).

ℹ️ REMINDER:
All persons entering the facility will undergo standard pat search. You are advised to surrender prohibited items prior to entry to avoid penalties.

This ordinance aims to protect the welfare of Personnel, PDL, and visitors, and maintain peace and order inside our facility.
