The 4th Quarter Protected Area Management Board (PAMB) Meeting for the Cabadbaran River Watershed Forest Reserve (CRWFR) was successfully held on October 30, 2025, at Training Center, DENR-PENRO Agusan del Norte, Brgy. Tiniwisan, Butuan City.

The meeting gathered active PAMB members and partner agencies,private company,other invited guests to deliberate on important matters concerning the management and protection of the CRWFR. Among the topics discussed were the status of the existing reforestation projects possible for adoption of mining companies and other private stakeholders,issuance of Notices of Violation (NOV) /Cease and Desist -Order (CDO) to identified violators implementing projects and constructing structures within the protected area, and the implementation of administrative fees for activities and clearances within the PA.

These efforts aim to enhance compliance with existing environmental laws and strengthen the governance mechanism within the Cabadbaran River Watershed Forest Reserve.

9.15.25..The PAMO-CRWFR conducted a Technical Conference with the church proponents established within the Protected Area โ€“ Cabadbaran River Watershed Forest Reserve (CRWFR), requiring them to secure the necessary permits in line with existing rules and regulations.

The activity also served as a venue to remind the proponents of their obligations to adhere to the policies of the Protected Area Management Board (PAMB) and to ensure that their activities will not cause adverse impacts on the environment and biodiversity within the CRWFR.

The Protected Area Management Office-Cabadbaran River Watershed Forest Reserve (CRWFR) conducted a Special PAMB Meeting on June 30, 2025, at the Social Hall, Peopleโ€™s Government Center, LGU-Cabadbaran City.

The primary agenda was to deliberate on the request of LGU-Cabadbaran City for the soft opening of the Puting Bato Viewdeck. The PAMB granted approval, requiring the LGU to apply for an amendment of its Environmental Compliance Certificate (ECC) and secure a Special Use Agreement in Protected Areas (SAPA) for the development in the area.

After thorough discussion, the PAMB members unanimously approved the issuance of PAMB Clearance for the proposed activity.

The Protected Area Management Office (PAMO) of the Cabadbaran River Watershed Forest Reserve (CRWFR) successfully conducted a two-day workshop on the formulation and updating of the Communication Plan for CRWFR, held on June 19โ€“20, 2025, at La Dolce Restaurant, Barangay 7, Cabadbaran City, Agusan del Norte.

The workshop was facilitated by Mr. Car Von Lucero, staff of the Eastern Mindanao Biodiversity Corridor (EMBC), who guided participants through interactive sessions and strategic planning activities.

The workshop gathered key stakeholders, including representatives from DENR-PENRO Agusan del Norte, LGU-Cabadbaran, LGU-Santiago, Dagnasay Elementary School, PNP-ADNPPO,BLGU Putingbato,and the National Commission on Indigenous Peoples (NCIP) Provincial Office.

This workshop was more than just a planning sessionโ€”it served as a strategic intervention aimed at bridging communication gaps, fostering consensus, and enhancing the effectiveness of conservation messaging for the CRWFR. The initiative supports the overarching goals of participatory governance, environmental sustainability, and Indigenous empowerment.

As a follow-up, a critiquing activity for the draft Communication Plan has been tentatively scheduled for the third week of July 2025, ensuring that the plan reflects shared priorities and actionable commitments from all stakeholders..

The DENR CENRO Tubay, through the Protected Area Management Office of the Cabadbaran River Watershed Forest Reserve (CRWFR), successfully conducted a Committee Meeting on Community Management on June 13, 2025, at La Dolce Restaurant, Brgy. 7, Cabadbaran City, Agusan del Norte.

A total of 25 participants attended the meeting, comprising 8 males and 17 females, with representatives from the DENR PENRO Agusan del Norte headed by PENR Officer Adelaida Borja, Technical Services Division (TSD)and her technical staff,TSD Chief Fe D. Dacomos, OIC CENR Officer Hernan P. Ramirez, and the Indigenous Peoples Sector (IPS) leaders of Brgy. Puting Bato, Mahaba, and Santiago. Also present were representatives from the Regional Conservation Development Division (CDD), LGU-Cabadbaran City, and Barangay Local Government Unit (BLGU) of Puting Bato.

The said meeting was chairman by Hon.Roy Maceda of BLGU putingbato.The primary objective of the meeting was to discuss the resumption of the collection of entrance fees within the Cabadbaran River Watershed Forest Reserve.

EMS II Criselda T. Aparece presented the legal bases for the collection, including relevant policies and directives, as well as the actions already undertaken by the Protected Area Management Office to ensure readiness and compliance with legal requirements.

After a thorough discussion and deliberation, it was unanimously agreed by all committee members that the official resumption of entrance fee collection shall commence on August 1, 2025.

The active participation of various stakeholders, particularly from the IP communities and LGUs, reflects a strong multi-sectoral support for the sustainable management of the protected area.

The clear presentation of legal mandates and administrative steps provided clarity and assurance to all members regarding the transparency and accountability of the initiative.

The 2nd Quarter Protected Area Management Board (PAMB) Meeting for Calendar Year 2025 of the Cabadbaran River Watershed Forest Reserve (CRWFR) was successfully conducted on May 22, 2025, at La Dolce Cafรฉ, Brgy. 7, Cabadbaran City, Agusan del Norte.

The meeting was attended by 15 out of the 26 PAMB members, ensuring a quorum and allowing for the deliberation and approval of agenda items.

During the meeting, seven (7) PAMB resolutions were thoroughly discussed and unanimously approved. These resolutions are expected to significantly contribute to the effective management, conservation, and sustainable development of the CRWFR.

The activity highlighted the continued collaboration among stakeholders in strengthening the protection and governance of the protected area.
