𝗣𝗨𝗕𝗟𝗜𝗖 𝗔𝗗𝗩𝗜𝗦𝗢𝗥𝗬 | Effective July 6, 2026, the Department of Agriculture–Bureau of Fisheries and Aquatic Resources (DA-BFAR) Caraga Regional Fisheries Office, including all its Provincial Fisheries Offices, will resume a five-day onsite workweek, from Monday to Friday, 8:00 AM to 5:00 PM.

This is pursuant to DA-BFAR FOO No. 337 dated July 6, 2026, which directs the return to a full onsite work arrangement, replacing the previous four-day onsite schedule.

Through maritime patrol operations, vessel monitoring measures, law enforcement capacity building, and strengthened inter-agency cooperation, BFAR continues to intensify its efforts against Illegal, Unreported, and Unregulated (IUU) Fishing. These initiatives help safeguard Philippine waters, improve compliance with fisheries laws, and promote the sustainable management of the country's fisheries resources.

As the lead fisheries management agency, BFAR works closely with fisherfolk, coastal communities, local government units, the Philippine Coast Guard, the Philippine National Police Maritime Group, and other partners to strengthen fisheries law enforcement nationwide. Guided by science-based management and supported by the Fishery Law Enforcement Manual of Operations (FLEMO), these efforts are complemented by BFAR’s partnership with the U.S. government through the Fish Right Program, including the I-FIT tool, which was created through this collaboration to support data-informed action against IUU fishing and contribute to the protection of marine ecosystems, food security, and the livelihoods of millions of Filipinos who depend on the fisheries sector.

On June 5, the Philippines joins the international community in observing the International Day Against Illegal, Unreported, and Unregulated Fishing. Join us in commemorating this global observance and in supporting the collective effort to protect our seas, uphold responsible fishing practices, and ensure a sustainable future for our fisheries and coastal communities.

QUEZON CITY, Philippines — The Bureau of Fisheries and Aquatic Resources (BFAR) launched the revised Fisheries Law Enforcement Manual of Operations (FLEMO) during the 2026 Commemoration of the International Day Against Illegal, Unreported and Unregulated (IUU) Fishing on June 5 at the Agricultural Training Institute’s RDEC Training Hall in Quezon City.

The updated manual was developed through Phases 1 and 2 of the FLEMO revision process and further enhanced through the Phase 2 pilot testing of the Fisheries Operational Plan (FOP), incorporating recommendations from fisheries law enforcement practitioners and partner agencies.

In his message of support, Department of Agriculture Undersecretary for Policy, Planning and Regulations Atty. Asis G. Perez underscored the importance of strengthening fisheries law enforcement to protect fisherfolk, conserve marine resources, and uphold the sustainable management of the country’s fisheries.

The revised FLEMO will serve as a key guide in strengthening fisheries law enforcement operations, improving inter-agency coordination, and enhancing the capabilities of enforcement personnel nationwide.

Moving forward, BFAR will continue working closely with the Department of Justice (DOJ), the National Anti-Poverty Commission (NAPC), the Department of the Interior and Local Government (DILG), and other partner agencies to prevent and deter IUU fishing through stronger enforcement, capacity-building, and community-based initiatives. The Bureau also aims to expand access to sustainable fisheries programs, livelihood opportunities, and support services to help ensure that fisherfolk communities remain productive, resilient, and protected for generations to come.

The Department of Agriculture – Bureau of Fisheries and Aquatic Resources (DA-BFAR) takes note of the call made by Representative Kaka Bag-ao for the Bureau to disclose vessel monitoring system (VMS) data in relation to efforts to address illegal, unreported, and unregulated (IUU) fishing. The Bureau recognizes and supports the underlying intent of this call, particularly the use of information technology as an effective tool in strengthening fisheries enforcement and curbing IUU fishing. In fact, the Philippine government, through DA-BFAR, has long pursued this direction with the establishment and continued enhancement of the VMS as part of its broader monitoring, control, and surveillance system.
