The National Irrigation Administration – Surigao del Sur Irrigation Management Office (NIA-SDS IMO) successfully conducted the Turn-Over Ceremonies of the Mabuhay Communal Irrigation System (Mabuhay CIS) on September 1, 2026, at Brgy. San Roque, San Miguel, Surigao del Sur.

The activity was attended by personnel from NIA-SDS IMO, representatives of the Barangay Local Government Unit (BLGU), and members of the Abaga Irrigators Association, marking another milestone in NIA’s continued efforts to provide reliable and sustainable irrigation services to our farmers.

Implemented under the CY 2025 Project, the project included the completion of the repair of the dam and major irrigation structures along the Supplementary Main Canal, including the Closed Conduit and Siphon.

Through this project, NIA continues to strengthen irrigation infrastructure and support the agricultural productivity and livelihood of our farmer-beneficiaries.

Empowering Farmers, Digitizing Irrigation, Strengthening Communities!

On August 26–27, 2026, the Magpayang IA Hall in Mainit, Surigao del Norte became a place of learning, collaboration, and shared commitment as the 1st Batch of IA Gatekeepers, Officers, and Members of Surigao del Norte (SDN) Communal Irrigation System (CIS) Mainland gathered for the Alternate Wetting and Drying (AWD), Kobo Toolbox, and Gatekeepers Training.

The training brought together practical innovation and community leadership—modernizing water management through AWD, digitizing field monitoring through Kobo Toolbox, and strengthening the leadership of our Irrigators’ Associations for more sustainable and resilient agriculture.

The activity was arranged by the NIA SDN Irrigation Development Officers under the supervision of Surigao del Norte Satellite Office Head, Engr. Danilo G. Yamis, with Engr. Michael John Asis Regional Office representative as the speaker throughout the two-day learning session.

More than a training, these two days were a reminder that sustainable agriculture begins when knowledge is shared, technology is embraced, and communities are empowered.
Together, we learn. Together, we lead. Together, we grow for a more sustainable future.

FROM CANAL TO COMMUNITY: ALLA IRRIGATORS ASSOCIATION’S GULAYAN SA CANAL CULTIVATES PROGRESS AND PROSPERITY

NIA Region XIII IDD Validation Team, headed by IDS Chief Ms. Avelina Jalop, recently conducted an on-site validation of the Gulayan sa Canal initiative of the ALLA Irrigators Association at Brgy. Aurora, Prosperidad, Agusan del Sur assessing the garden’s present condition, development and overall progress. Cultivating productive use of available spaces along irrigation canals the initiative demonstrates how collective action, resourcefulness and responsible water management can create additional livelihood opportunities for farmers. Through the Gulayan sa Canal farmer-members are encouraged to diversify their sources of income showing that irrigation systems can nourish not only rice fields but also new opportunities for farming families.

The validation also calculated the total sales contribution of the Gulayan sa Canal amounting to 234, 435 php reflecting the growing economic value of the program to participating irrigators. For rice farmers who have ventured into vegetable production.

The National Irrigation Administration (NIA) – Surigao del Sur Irrigation Management Office (SDS IMO) successfully conducted the Blessing and Turnover Ceremony of the CY 2024 Janipaan–Pong-on Small Irrigation Project (SIP) and the Memorandum of Agreement (MOA) Signing for the CY 2026 Project on August 19, 2026, at Brgy. Pong-on, Municipality of San Agustin, Surigao del Sur.

The activity was led by the NIA SDS IMO personnel headed by Acting Division Manager Engr. Paul P. Urbiztondo, together with the Local Government Unit (LGU) of San Agustin headed by Hon. Mayor Nicolas O. Alameda, representatives from the Janipaan Pong-on Rice Farmers Irrigators Association, and other valued stakeholders.

The Janipaan–Pong-on Small Irrigation Project, which commenced in CY 2024, represents another milestone in NIA’s continuing commitment to providing sustainable irrigation support to farming communities. The completed project features vital irrigation facilities, including diversion dams located at Brgy. Pong-on (Main Dam) and Brgy. Janipaan (Supplementary Dam), along with other essential irrigation structures designed to improve water delivery and management for agricultural production.

The project is expected to provide reliable irrigation service to approximately 170 hectares of rice fields, contributing to enhanced agricultural productivity, improved livelihood opportunities, and strengthened food security in the Municipality of San Agustin.

The activity also highlighted the strengthened partnership between NIA and the Janipaan Pong-on Rice Farmers Irrigators Association through the signing of the Memorandum of Agreement (MOA) for the CY 2026 Project, reinforcing their shared commitment to advancing irrigation development, ensuring proper operation and maintenance of irrigation facilities, and supporting the needs of local farmers.

Through strong collaboration among government agencies, local leaders, farmers, and stakeholders, NIA continues to fulfill its mandate of delivering efficient and sustainable irrigation services toward resilient and progressive farming communities.

Pre-Construction Conference Held for Simulao RIS Restoration Project Benefiting 330 Farmers

A pre-construction conference for the ₱10-million Simulao RIS Restoration Project .The meeting was headed by PIC Engr. Jocelyn Macarayo and System Head Eseromar Caballes to discuss the preparations, implementation and coordination needed before the start of the restoration works.

The project is expected to benefit around 330 farmers from the Babadan IA, Barub IA and Saugon Bagnan IA. The restoration project of the Simulao River Irrigation System helps to improve irrigation services in the beneficiary communities of Bunawan Agusan del Sur.

Maasam River Irrigation Project (RIP) has taken another significant milestone toward implementation as the National Irrigation Administration Agusan del Sur Irrigation Management Office (NIA ADS IMO) and the National Commission on Indigenous Peoples (NCIP) Provincial Office of Agusan del Sur convened on Thursday, August 13, 2026, for a pre-conference on the Free, Prior and Informed Consent (FPIC) process. The meeting brought together the NCIP Composite Team and NIA’s Planning and Design Unit to discuss the procedures, preparatory groundwork, activity timelines, and financial requirements necessary to ensure that the FPIC process is conducted properly and with respect for the rights and participation of affected Indigenous Cultural Communities/Indigenous Peoples.

The pre-conference became a venue for joint effort as both teams openly exchanged ideas, clarified responsibilities and mapped out strategic actions for the succeeding activities. Through constructive discussion, NIA and NCIP crafted a more positive and organized direction for the task, fortifying roles to an inclusive and successful FPIC process. NIA ADS IMO Engineering & Operations Head Engr. Eugene G. Pedregosa and NCIP ADS Team Lead Engr. Feliciano A. Tadifa Jr. ended the discussion with a clear direction towards a successful implementation.

The three batches of the Agusan del Norte Communal Irrigation Systems (CIS) Review and Planning Workshop were successfully concluded, bringing together 36 Irrigators' Associations (IAs) with 72 participants from across Agusan del Norte.
Batch 1 was held on July 28, 2026, while Batch 2 took place on August 5, 2026, both at the NIA ASDI IMO Conference Hall in Ambago, Butuan City. Batch 3 was conducted on August 6, 2026, at the BOFIA Hall in Jabonga, Agusan del Norte.
The workshop served as a platform to assess the performance of Irrigators' Associations during the Wet Cropping Season, exchange best practices, address operational challenges, and formulate strategic plans for the upcoming Dry Cropping Season, reinforcing NIA ASDI IMO's commitment to strengthening Irrigators' Associations and promoting efficient and sustainable irrigation management.
Following each workshop, Operations subsidies were distributed to each Association amounting 1,598,875.00 pesos. The subsidy is intended to support the organizational and operational needs of IAs, strengthen their institutional capacity, and enhance their ability to effectively manage, operate, and maintain their respective communal irrigation systems for the benefit of farmer-members.

The National Irrigation Administration - Caraga continues to empower Irrigators Associations (IAs) and Irrigators Service Cooperatives (ISCs) by expanding market opportunities through the implementation of the Sagip Saka Act (Republic Act No. 11321) and the Farmer-Fisherfolk Enterprise Development Information System (FFEDIS). Through FFEDIS, farmer organizations are profiled based on their production capacity, commodities, and market readiness, making them more visible to potential institutional buyers.
Under the Surigao del Sur Irrigation Management Office (SDS IMO), the San Miguel Irrigators Agriculture Cooperative, Bitaugan-Tagbalid Irrigators Association, and Hubo Right Irrigators Association had successfully secured institutional market opportunities through the Sagip Saka Program. Collectively, they contracted the supply of 14,842 bags of rice valued at ₱22.28 million to the LGUs of San Miguel, Cagwait, and San Agustin, Surigao del Sur with two completed procurements and one ongoing delivery.

Through the Sagip Saka Program and FFEDIS, NIA Caraga continues to strengthen the capacity of IAs and ISCs by connecting them to reliable markets, reducing dependence on intermediaries, and promoting fairer returns for farmers.
These initiatives contribute to improved food security, increased farmers' income, and sustainable agricultural development across the region.

NIA, DA-ACPC Assess Agripuhunan and Pantawid Program Implementation

The National Irrigation Administration (NIA), in coordination with the Department of Agriculture-Agricultural Credit Policy Council (DA-ACPC) and other partner agencies, recently conducted an Assessment, Open Forum, and Action-Planning Session on the implementation of the ACPC Agripuhunan and Pantawid Program during the previous cropping season. The activity aimed to evaluate the delivery of financial assistance to qualified farmer-irrigator beneficiaries, assess its contribution to agricultural production and livelihood, and identify issues encountered before, during, and after the cropping period.

The assessment began with one-on-one interviews with beneficiaries, followed by an open forum where participants shared their experiences, concerns, and recommendations for improving the program. The activity was attended by Ms. Lorna Villagonzalo, Community Development Officer III of the NIA Central Office; Ms. Avelina M. Jalop, NIA RXIII Institutional Development Chief; Engr. Peter E. Pablo, Division Manager of the NIA Agusan del Sur Irrigation Management Office; and Ms. Dina Mejias, Senior Program Management Officer of the DA-ACPC Head Office.

The session concluded with the formulation of action points intended to address the concerns raised and further improve the implementation of the program. NIA, DA-ACPC and partner agencies reaffirmed their duty to providing responsive programs & opportunities for farmer-irrigator.

The National Irrigation Administration (NIA) Caraga Regional Office, in partnership with the Bureau of Fire Protection (BFP) – Caraga Libertad Fire Substation, conducted a Standard First Aid Training from July 14-15, 2026 at the Multipurpose Conference Hall, NIA Caraga Regional Office.

The training equipped employees with fundamental knowledge and skills in responding to medical emergencies, accidents, and injuries, whether in the workplace or in the field.

Qualified resource speakers from BFP – Caraga Libertad Fire Substation led the sessions, sharing their expertise to ensure the accurate and effective delivery of first aid procedures and proper emergency handling.

Participants took part in orientation sessions, hands-on demonstrations, and practical exercises designed to strengthen their confidence and competence in responding to critical situations. Through this initiative, NIA Caraga reaffirmed its commitment to employee welfare and to building a safe, responsive, and resilient working environment.
