In line with the Philippine National Police (PNP) Focused Agenda on Enhanced Managing Police Operations, personnel of the City Explosive Ordnance Disposal and Canine Unit (CECU) Butuan conducted Paneling Operations and EOD Presence at Butuan Airport, Barangay Bancasi, Butuan City, in support of the departure of delegates participating in the Palarong Pambansa 2026.

The security operation was carried out to ensure the safety and security of athletes, coaches, officials, and other delegates traveling to participate in the prestigious national sporting event.

The operation highlights the commitment of the Philippine National Police, particularly the Explosive Ordnance Disposal and Canine Unit, in maintaining public safety and supporting major national events through proactive security measures and heightened vigilance.

RAPID EOD AND K9 RESPONSE NEUTRALIZES UNATTENDED BAGGAGE THREAT IN BUTUAN CITY

In alignment with the PNP Focus Agenda, under the leadership of PBGEN ROGELIO Z RAYMUNDO, JR, Director, PNP-EOD/K9 Group, personnel from the Regional Explosive Ordnance Disposal and Canine Unit 13 (RECU 13) successfully neutralized a potential security threat through a rapid-response operation in Butuan City.

The City Explosive Ordnance Disposal and Canine Unit (CECU) Butuan, received an urgent mobile call from Tactical Operations Center (TOC), Butuan City Police Station 1 (CPS-1). The call requested immediate EOD assistance regarding a suspicious black backpack left completely unattended in front of the PAG-ASA Pawnshop along the heavily trafficked Montilla Boulevard in Butuan City.

The specialist teams immediately established an exclusion zone and initiated standard operating procedures for handling suspected improvised explosive devices (IEDs), conducting systematic visual assessments and specialized canine inspections. To safely neutralize the threat without risk to civilian life or surrounding infrastructure, the EOD technicians executed a controlled tactical disruption using a specialized water cannon discharge. Following the successful disruption, a careful downrange post-blast analysis revealed that the backpack contained only harmless personal belongings.

The scene was formally declared safe and cleared, and the entire operation concluded with zero untoward incidents. The contents of the baggage were properly turned over to BCPS-1 for final disposition.

In line with the Philippine National Police (PNP) Focused Agenda on Enhanced Managing Police Operations, personnel of the City Explosive Ordnance Disposal and Canine Unit (CECU) Butuan, together with the Agusan del Norte Provincial Explosive Ordnance Disposal and Canine Unit, under the supervision of PMAJ KAROL JOSEPH A. RICAFORT, OIC, RECU13, promptly responded to a request for EOD assistance regarding an unattended baggage discovered in front of business establishment along South Montilla Boulevard, Barangay Diego Silang, Butuan City.

Upon arrival at the scene, the responding EOD and K9 Team immediately established safety and security measures and conducted standard EOD response procedures, including threat assessment, visual inspection, K9 sweep, and appropriate render safe procedure to determine the presence of any explosive, incendiary, or hazardous materials.

The operation was conducted in close coordination with PEMS Joseph L. Tac-al, Team Leader of the Beat Patrollers, under the supervision of PCPT NAMRA P. ARIMAO, Acting Station Commander of Butuan City Police Station 1.

After thorough assessment and verification, findings disclosed that no explosive, incendiary, or hazardous materials were present in the unattended baggage. The bag was found to contain personal belongings only. Upon completion of the EOD response procedures, the recovered items were turned over to the investigator of Butuan City Police Station 1 for proper documentation and disposition.

This successful operation highlights the commitment, preparedness, and professionalism of the PNP EOD and K9 personnel in ensuring public safety and addressing potential threats within the community.

Upon verification and thorough threat assessment, the EOD Team successfully conducted a Render Safe Procedure (RSP) employing the sand stabilization technique. The said ordnance was identified as one (1) 40MM High-Explosive (HE) Cartridge.

The operation was carried out with precision and strict adherence to established EOD safety protocols, effectively neutralizing potential threats and ensuring the safety and security of the surrounding community.

This successful operation underscores the unwavering commitment of CECU Butuan in safeguarding lives and properties through prompt response, professionalism, and efficient EOD intervention.

Duro, Team Leader, conducted a Bomb Awareness Dialogue and distributed Information, Education, and Communication (IEC) materials at Butuan Integrated Bus Terminal.

During the activity, CECU personnel actively engaged with commuters, drivers, vendors, and other stakeholders to promote vigilance and enhance public awareness on potential explosive threats. Informational leaflets were distributed to educate the public on the identification of suspicious items and the proper safety measures and reporting procedures to help prevent possible incidents.

The activity aimed to strengthen community preparedness, encourage public cooperation, and foster a culture of safety and shared responsibility in maintaining peace and order within the community.

Under the leadership of PEMS Dennis B. Duro, Team Leader of CECU Butuan, personnel conducted paneling operations and canine sniffing, and area security inspections as part of the intensified security measures implemented throughout the activity.

The deployment aimed to maintain peace and order, prevent potential threats, and provide a safe environment for all participants, guests, and spectators during the culminating celebration of the balangay festival.

Through proactive security operations and heightened police visibility, CECU Butuan remains committed to safeguarding the community and supporting the successful conduct of major public events in the city.
