LOOK | The Department of Labor and Employment (DOLE) – Caraga Region is holding a three-day capacity-building workshop on Labor Standards Enforcement and Labor Conciliation and Dispute Resolution for newly hired Labor Employment Officers at the Watergate Hotel in Butuan City, running from Sept. 1–3, 2026.

The training equips the new officers with core legal competencies and practical skills to prepare them as effective frontline implementers of labor policies.

On its second day, the activity reinforces DOLE Caraga’s commitment to developing responsive personnel dedicated to safeguarding workers’ rights, ensuring compliance, and fostering harmonious labor-management relations across the region.

The initiative aligns with the directives of Labor Secretary Francis N. Tolentino, who continues to push for strengthened enforcement of labor laws and proactive dispute resolution to enhance public service delivery nationwide. # # #

Consistent with the policy direction of Labor Secretary Francis N. Tolentino, Department of Labor and Employment (DOLE) Undersecretary Carmela I. Torres met with Deputy Secretary-General Mr. František Ružička of the Organization for Economic Co-operation and Development (OECD) on 25 August 2026, on the sidelines of the 22nd Senior Labor Officials Meeting (SLOM) in Bangkok, Thailand.

The bilateral talks focused on the Philippines’ participation in the regional forum on building enterprise productivity through artificial intelligence, as well as database sharing on skills and opportunities related to the transition.

BUTUAN CITY — The Regional Mining Industry Tripartite Council (Mining ITC) in Caraga identified gaps in skilled and nationally certified workers, citing limited training and assessment slots as a key challenge in filling positions requiring specific competencies, including crane operators.

The issue was among the concerns raised during a series of Mining ITC meetings following recurring findings in labor inspections involving workers who lacked national certification for certain skills. For crane operators, industry stakeholders cited limited training schedules and assessment slots as key barriers to obtaining the required certification.

To address the gap, the Mining ITC adopted Resolution No. 2, Series of 2026, approving the Mining Workforce Development Action Plan of the Caraga Region during its Third Quarter Meeting on August 19, 2026, in Surigao City. The plan provides a framework for addressing hard-to-fill positions through skills training, upskilling, reskilling, and national certification.

Through the DOLE-TESDA convergence, the initiative advances President Ferdinand R. Marcos Jr.’s directive to build a future-ready and competitive workforce, while supporting Secretary Francis N. Tolentino’s priorities on quality employment, workforce development, and stronger education-to-employment pathways by addressing skills gaps and improving workers’ access to training and national certification.
