DEPDev Caraga convenes stakeholders for the FY 2028 RDIP Revalidation/Updating of PAPs

The Department of Economy, Planning, and Development (DEPDev) Regional Office Caraga conducted a briefing on the revalidation and updating of FY 2028 priority programs and projects (PAPs) under the Caraga Regional Development Investment Program (RDIP) 2023-2028 Midterm Update on April 30, 2026, at the Pavilion, Watergate Hotel, Butuan City.

The activity convened 94 representatives from agency regional offices (AROs), government-owned or -controlled corporations (GOCCs), state universities and colleges (SUCs), and local government units (LGUs), aimed at promoting a strategic and inclusive approach in the revalidation and updating of the FY 2028 PAPs of the Caraga RDIP. This process will ensure that priority PAPs are aligned with the Regionโ€™s development outcomes and targets, as indicated in the Caraga Regional Development Plan-Results Matrices (RDP-RM) 2023-2028 Midterm Update, which serve as inputs to the preparation of AROsโ€™ and SUCsโ€™ FY 2028 budget proposals.

Caraga Regional Development Council (RDC) Vice Chairperson and DEPDev Regional Director Gemima A. Olam underscored the importance of the revalidation/updating of the FY 2028 PAPs of the Caraga RDIP to ensure alignment and consistency with the development priorities articulated in the Caraga Regional Development Plan (RDP) 2023-2028 Midterm Update, which serves as the Regionโ€™s development blueprint. She emphasized that the RDIP operationalizes these development priorities by translating them into implementation-ready PAPs. She underscored that the revalidation and updating process enables agencies to reassess commitments, evaluate implementation readiness, and identify high-impact interventions aligned with regional priorities.

Key discussions centered on the Regional Guidelines for the Revalidation of the RDIP and its corresponding Guidance Notes for AROs, SUCs, and GOCCs. Highlighted also in the discussions is the process for aligning the FY 2028 PAPs with the RDP-RM targets for the said fiscal year, using the RDP Monitoring System, as well as the conduct of LGU consultations to validate locally identified critical and high-impact projects.

Through this activity, DEPDev Caraga reaffirmed its commitment to strengthening interagency collaboration and ensuring that the Regionโ€™s priority PAPs remain responsive, results-oriented, and aligned to advance innovation and industrialization across key sectors.

The Caraga Regional Development Council (RDC) endorsed the Fiscal Year (FY) 2027 budget proposals of Caraga agency regional offices (AROs) and state universities and colleges (SUCs), along with their priority programs and projects amounting to PHP295.35 billion, during the Joint Caraga RDC Full Council โ€“ Advisory Committee (AdCom) Meeting on March 24, 2026, at the LMX Convention Center in Butuan City. The endorsement of the FY 2027 proposed budgets reinforces the Councilโ€™s commitment to ensuring that public investments are strategically aligned with the Regionโ€™s development priorities and will deliver meaningful results for every Caraganon.

Presided over by Caraga RDC Chairperson and Province of Dinagat Islands Governor, Hon. Nilo P. Demerey Jr., the meeting was attended by key regional development partners, including Mindanao Development Authority Chairperson, Secretary Leo Tereso A. Magno; Agusan del Norte Lone District Representative, Congressperson Dale B. Corvera, as member of the Caraga RDC-Advisory Committee; and other local chief executives in the Region, including the Caraga RDC-Infrastructure Development Committee Chairperson and Surigao City Mayor, Hon. Pablo Yves L. Dumlao II.

During the meeting, Caraga RDC Co-Chairperson Dr. Victor Emmanuel A. Ozarraga; Caraga RDC-Development Administration Committee Co-Chairperson Atty. Jason P. Balais of the Department of Labor and Employment Caraga; and the four Caraga RDC-Private Sector Representatives for the 2026-2028 term of office also took their oath of office, administered by Secretary Magno.

Kaisa ang DEPDev Caraga sa pagdiriwang ng ika-30 anibersaryo ng Girl-Child Week, at buong pusong nakikiisa sa paggunita na naglalayong itaguyod ang proteksyon at gender-fair treatment ng bawat batang babae.

Ang edukasyon ay hindi lamang susi sa kaalaman, ito ay pundasyon ng kalayaan. Sa pamamagitan ng sapat at inklusibong edukasyon, nabibigyang-lakas ang bawat batang babae upang magpasiya para sa sarili, umiwas sa panganib, at abutin ang kanyang mga pangarap nang may dignidad at kumpiyansa.

๐Ÿ’œ Kaakibat nito, isinusulong ng DEPDev Caraga ang mga layuning nakapaloob sa Caraga Regional Development Plan 2023โ€“2028 Midterm Update, partikular sa pagpapalakas ng human capital development at pagtataguyod ng gender equality. Sa pamamagitan ng mga programang nagtataguyod ng dekalidad na edukasyon at ligtas na kapaligiran, sinisiguro nating walang batang babae ang maiiwan sa pag-abot ng kanyang buong potensyal.

๐Ÿ’œ Sa taong ito, ating pagtibayin:
โ€ข Ang karapatan ng batang babae sa dekalidad na edukasyon;
โ€ข Ang kanyang kalayaang magpasiya para sa sarili; at
โ€ข Ang kanyang proteksyon laban sa anumang anyo ng karahasan at diskriminasyon.

Bilang isang rehiyon na nagtataguyod ng inklusibong kaunlaran, patuloy nating isusulong ang mga programang nagbibigay-boses sa kabataang babaeโ€”sapagkat ang kanilang kinabukasan ay kinabukasan ng buong lipunan.
