Conduct of 2nd Quarter Review Conference and Workshop on the Monitoring and Evaluation of LGSF Projects and the Implementation of Financial and Administrative Processes and Procedures for DILG Region XIII Personnel

In line with the implementation of the newly introduced Local Government Support Fund (LGSF) programs, particularly the LGSF SAGIP SAKA Program which provides rice assistance to priority recipient provinces under the Local Government Support Fundโ€“Financial Assistance to Local Government Units (LGSF-FALGU) and Local Government Support Fundโ€“Growth Equity Fund (LGSF-GEF), the technical and administrative personnel of DILG Caraga convened at La Entrada Resort and Restaurant in San Agustin, Surigao del Sur on May 27โ€“28, 2026.

The conference-workshop was strategically held in the province, considering its identification as one of the priority beneficiaries of the rice subsidy program and its substantial number of beneficiaries under the FY 2026 Local Government Support Fundโ€“Support to the Barangay Development Program (LGSF-SBDP). It also served as a venue for constructive discussion and resolution of issues concerning the technical, administrative, and financial aspects of the newly introduced programs under the LGSF program.

The activity was attended by the DILG Management Team, including the Regional Director and Assistant Regional Director, City and Provincial Directors, Division Chiefs, Unit Heads, and selected administrative personnel from the different DILG Provincial Offices.

Concurrently, the Regional Project Development and Management Unit (RPDMU) of DILG Caraga conducted a separate conference-workshop on the monitoring and evaluation of Local Government Support Fund (LGSF) projects, which aimed to update the status of ongoing projects and address issues and challenges encountered during implementation. The activity also provided a venue for validating and consolidating the actual accomplishments of each province while identifying strategies to strengthen project monitoring and reporting in preparation for the FY 2026 SubayBAYANI Awards.

Moreover, the RPDMU Team participated in a workshop aimed at fostering a culture of excellence and making success a standard practice within the unit, while strengthening teamwork and accountability among its members. The activity also provided an opportunity to align individual and collective efforts, ensuring synchronization in pursuing common goals and delivering quality results in project implementation, monitoring, and evaluation.

The Regional Inter-Agency Committee on Anti-Illegal Drugs (RICAD) Advocacy Cluster chaired by the DILG conducted its 2nd Quarter Meeting for CY 2026 on May 28, 2026, at the LGRRC, DILG Regional Office XIII (Caraga), Doongan, Butuan City.

As the lead agency for anti-illegal drug advocacy at the regional level, DILG Caraga convened the meeting, presided over by LGMED Assistant Division Chief Dr. Jason Ryan R. Lam on behalf of Regional Director Maria Loisella E. Lucino, CESO III.

The meeting was attended by representatives from member agencies, including the Department of Health (DOH), Department of Labor and Employment (DOLE), Armed Forces of the Philippines (AFP), Philippine Information Agency (PIA), Philippine National Police (PNP), Bureau of Jail Management and Penology (BJMP), Department of Social Welfare and Development (DSWD), Philippine Drug Enforcement Agency (PDEA), Philippine Coast Guard (PCG), Public Attorneyโ€™s Office (PAO), Technical Education and Skills Development Authority (TESDA), and Commission on Higher Education (CHED).

Member agencies presented updates on their anti-illegal drug advocacy programs and aligned ongoing initiatives, while reaffirming their commitment to strengthened inter-agency coordination and sustained whole-of-government efforts toward safer, healthier, and drug-free communities in the Caraga region.

The City Government of Cabadbaran, Agusan del Norte, conducted the Retooled Community Support Program (RCSP) Ugnayan sa Barangay and Enhancement of the Barangay Development Plan on May 20โ€“21, 2026.

The activity was participated in by representatives from Barangays Bay-ang, Del Pilar, and Katugasan, identified as priority barangays under the CY 2026 RCSP implementation.

The activity aimed to strengthen community participation, enhance local development planning, and address identified issues and concerns at the barangay level.

City Local Government Operations Officer Annabella O. Cadigal discussed the overview and objectives of the RCSP and Ugnayan sa Barangay, emphasizing the importance of community dialogue in bridging governance and development gaps within communities.

The activity was monitored and facilitated by the RCSP Regional Team under the supervision of LGCDD Chief Milariza L. Beniga.

Discussions highlighted the significance of Executive Order No. 70 and the Whole-of-Nation Approach in advancing peace and development initiatives in communities.

The DILG Agusan del Norte Provincial Office also participated in the activity through OIC Program Manager LGOO V Reynarose M. Tago.

A workshop on the identification of primary and secondary issues and concerns, including corresponding proposed interventions, was conducted to support responsive and evidence-based planning.

Participants also underwent a workshop on the alignment of the Barangay Development Plan and the Annual Investment Program to further enhance barangay planning and programming processes.

The enhanced Barangay Development Plans will serve as basis in guiding the proposed priority projects of the barangays for the 2027 Support to the Barangay Development Program.

The activity reinforced the governmentโ€™s continuing commitment to strengthen grassroots governance, promote inclusive development, and sustain peacebuilding efforts through convergence and community engagement.

The Caraga Regional Disaster Preparedness Thematic Committee (RDPTC) chaired by the DILG, convened for its 2nd Quarterly Meeting for CY 2026 on May 21, 2026 at LGRRC, DILG Caraga Regional Office, Butuan City. The purpose of such gathering was the discussion of accomplishments for the quarter and the plan for the remaining PPAs subject for implementation in the first semester as well as the DRRM-related activities for the National Disaster Resilience Month (NDRM) celebration this year. The Local Government Unit of Sibagat, Agusan del Sur, conducted the Retooled Community Support Program (RCSP) Ugnayan sa Barangay Town Hall Meeting and Serbisyo Caravan in Barangay Perez on May 13โ€“14, 2026.

The activity served as a platform to strengthen community participation, identify priority concerns, and advance responsive governance through the Whole-of-Nation Approach.

The Municipal RCSP Core Team, headed by Municipal Local Government Operations Officer Maricel G. Dumanglas, together with the RCSP Regional Team, facilitated sectoral discussions and workshops during the two-day activity.

Residents and sectoral representatives identified and prioritized pressing issues, concerns, and proposed interventions for inclusion in government planning and program implementation.

The Sibagat Serbisyo Caravan complemented the activity by bringing essential government services closer to the people of Barangay Perez.

Various local government offices, national government agencies, and partner organizations participated in the caravan to deliver accessible frontline services and reinforce government presence in the community.

The activity highlighted the continuing commitment of the government in promoting inclusive development, sustaining peace initiatives, and ensuring responsive public service delivery in conflict-vulnerable and geographically isolated communities.

Barangay Perez is among the four beneficiary barangays under the RCSP in Sibagat, Agusan del Sur for Calendar Year 2026.

Other identified RCSP beneficiary barangays include Barangay Del Rosario, Barangay Magkalape, and Barangay Tag-uyango where succeeding RCSP activities are also scheduled to be conducted.

The RCSP remains one of the governmentโ€™s key convergence mechanisms in addressing identified community concerns while strengthening peacebuilding and development efforts at the grassroots level.

Empowering Communities Through Collaboration: Stakeholdersโ€™ Forum on LGSF-SBDP Implementation

LOOK | Local Government Units (LGUs) and partner National Government Agencies (NGAs) convened during the Stakeholdersโ€™ Forum on the Implementation of Local Government Support Fund โ€“ Support to the Barangay Development Program (LGSF-SBDP) to discuss strategies, address implementation concerns, and reinforce commitments toward transparent and impactful barangay development initiatives across Caraga Region on May 25-26, 2026 at Butuan Grand Palace Hotel, Butuan City.

Under the FY 2026 Support to the Barangay Development Program (SBDP), each of the 138 barangays in Caraga Region will receive PHP 10,000,000.00 to help improve local stability and speed up development. The eligible project types under the SBDP are farm-to-market road, water and sanitation system, school building, health station, and electrification. Thus, this activity brings together LGUs and NGAs to establish coordination and clarify concerns to ensure clear plans, proper permit applications, and a system to monitor progress.

In her opening message, Regional Director Maria Loisella E. Lucino, CESO III emphasized the importance of strengthened collaboration among stakeholders. โ€œPrograms such as the Support to Barangay Development Program or SBDP can never succeed through the efforts of one office or agency alone. Real progress happens when national agencies, local governments, technical personnel, and community leaders come together, listen to the realities on the ground, and work hand in hand toward common solutions,โ€ RD Lucino said.

Likewise, Assistant Director of DILG-OPDS and LEO70 PMO Head Engineer Rene V. Valera echoed the purpose and vision of the Support to the Barangay Development Program and this activity in his message. He said, โ€œThrough this forum, we reaffirm our commitment to building stronger partnerships among government agencies, local communities, and stakeholders in advancing peace, security, and sustainable growth.โ€

Alongside the esteemed leaders who gave their messages of support is USec. Ernesto C.Torres, Jr., Executive Director, National Secretariat, NTF-ELCAC, whom gave a message through an AVP. In his video message, Usec. Torres strengthened the shared purpose and vision of the SBDP that is, โ€œAng Barangay Development Program ay hindi lang tungkol sa kalsada o eskwelahan isa itong strategic investment sa kapayapaan at sa pagtugon sa ugat ng insurgency sa pamamagitan ng responsive governance at sustainable development derecho sa barangay levelโ€ฆโ€

Several partner national agencies, Department of Budget and Management (DBM), Geosciences Division of the Mines and Geosciences Bureau (MGB), Environmental Management Bureau (EMB) DENR-EMB, and National Commission on Indigenous Peoples (NCIP), showed their support through their esteemed representatives who served as the resource persons to clarify concerns and share knowledge and understanding to the beneficiaries.

As such, the DILG Caraga through its Regional Project Development and Management Unit (RPDMU) headed by LGOO VI Jojo A. Serenado and assisted by LGOO V Jesreel B. Yaรฑez with the Engineers and Project Evaluation Officers reinforced partnerships, provided technical guidance, and promoted collaborative monitoring mechanisms to strengthen project implementation and achieve sustainable, responsive, and impactful community development initiatives.

To cap off the successful two-day activity, Assistant Regional Director Donald A. Seronay gave a closing message highlighting the camaraderie shared between the different stakeholders. He said, โ€œThe exchange of experiences, challenges, and best practices from our participants has greatly enriched our discussions and highlighted the importance of coordination, communication, and shared accountability in public service.โ€

By facilitating meaningful discussions and technical collaboration, the DILG Caraga continues strengthening project implementation through enhanced coordination, capacity-building, and shared accountability among participating agencies and most especially with beneficiary LGUs.

Innovations in the Local Project Monitoring Committee of Surigao City

The Project Development and Management Unit Caraga (PDMU Caraga) continued to strengthen its partnership with Surigao City through a coaching and mentoring initiative focused on enhancing the functionality of the Local Project Monitoring Committee (LPMC). Conducted on May 19โ€“21, 2026, the training on the Strengthening of the LPMC aimed to further improve the cityโ€™s capacity in project monitoring, evaluation, and management.

Building on the knowledge gained from the training, Surigao City has actively pursued innovative approaches to make its monitoring systems more responsive, efficient, and transparent. One of the cityโ€™s notable initiatives is the use of tablets during project monitoring and evaluation activities. Through these devices, LPMC members can easily access important project documents such as the Detailed Engineering Design (DED), Program of Work (POW), Contract, Notice of Award (NOA), and Notice to Proceed (NTP), among others.

The adoption of digital tools has significantly improved the efficiency and speed of project monitoring while minimizing the need for printed A3-sized plans and other bulky documents. More importantly, this initiative has helped promote a more organized, accessible, and environmentally conscious system of project management.

Complementing this innovation is the cityโ€™s use of laser or digital measuring tools in validating project dimensions and specifications. These tools enable monitoring teams to compare approved plans with actual project implementation more accurately and efficiently. As a result, inspections are conducted with greater precision, helping ensure that projects comply with established standards and technical requirements.

Recognizing the increasing number of projects funded under the Local Government Support Fund (LGSF) and the 20% Development Fund, Surigao City has also strengthened the institutional role of the LPMC by integrating it into the final payment process of completed projects. Prior to the release of final payment, projects must first undergo inspection and evaluation by the LPMC to verify compliance with approved plans, specifications, and implementation standards. This process reinforces transparency, accountability, and quality assurance in local project implementation.

In preparation for the upcoming SubayBAYAN assessment, the DILG XIII - PDMU further extended its technical assistance to the City Engineering Office through the conduct of a mock assessment on the cityโ€™s compliance with system requirements. The activity aimed to ensure the cityโ€™s readiness for the evaluation and strengthen its bid to once again secure the prestigious SubayBAYANI Awards for the second time this year.

Through these continuing initiatives, Surigao City demonstrates its strong commitment to innovation, transparency, accountability, and excellence in local governance and project implementation.
