To ensure Higher Education Institutions (HEIs) are ready for a smoother scholarship fund disbursement, the Commission on Higher Education (CHED) Caraga Regional Office, in coordination with the Land Bank of the Philippines (LBP), convened HEI Scholarship Focals across the region for a Coordinative Meeting held via Zoom on April 7, 2026.

The activity focused on aligning processes and strengthening coordination in preparation for the upcoming rollout of LBP account opening for scholarship grantees under the Unified Student Financial Assistance System for Tertiary Education (UniFAST), aimed at enabling more efficient and direct fund disbursement.

A key highlight of the meeting was the presentation of Ms. Anna Ly D. Babael, Branch Marketing Officer of LBP โ€“ Butuan Branch, who discussed the process flow for the LandBank online account application. This was followed by an open forum where participants raised questions, shared insights, and clarified operational concerns to ensure implementation readiness.

Through this initiative, CHED Caraga continues to work closely with LBP and partner HEIs in advancing coordinated, responsive, and accessible delivery of student financial assistance across the region.

In its continuing efforts to enhance the delivery of student financial assistance programs, the Commission on Higher Education (CHED) Caraga Regional Office initiated a Coordinative Meeting with the Land Bank of the Philippines (LBP) Branch Managers of Caraga via Zoom on April 6, 2026.

The activity served as a platform to reinforce collaboration between CHED Caraga and LBP in ensuring the efficient implementation of Unified Student Financial Assistance System for Tertiary Education (UniFAST) programs, particularly in facilitating seamless and accessible financial transactions for beneficiaries.

Key discussions focused on the Memorandum of Agreement (MOA), operational concerns, and the proposed opening of ATM accounts for student beneficiaries to enable direct downloading of grants, thereby streamlining fund disbursement processes. The meeting also provided an opportunity for attendees to raise clarifications, share insights, and propose recommendations toward improving service delivery.

Through this initiative, CHED Caraga and its partners from LBP reaffirm their shared commitment to strengthening institutional partnerships and delivering responsive, efficient, and inclusive services to student beneficiaries across the region.

The Commission on Higher Education (CHED) is now set to level up the enlistment system of the Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP), a comprehensive alternative learning program that allows working professionals to earn a bachelor's degree without traditional schooling.

Together with the ETEEAP-deputized higher education institutions (HEIs) across the country, the Commission will be launching the ETEEAP National Registration and Onboarding for Lifelong Learning Overseas Filipino Workers (ENROLL OFWs) on April 07, 2026, as one of the highlights of the ETEEAP sa Bagong Pilipinas Forum at De La Salle College of Saint Benilde, Malate, Manila.

ENROLL OFWs will serve as a mechanism for the pre-assessment of adult learners who intend to acquire a degree via ETEEAP, including those repatriated OFWs affected by the current crisis in the Middle East.

In Caraga, the system shall be deployed to Saint Joseph Institute of Technology (SJIT), the regionโ€™s lone ETEEAP-deputized HEI. All interested applicants are encouraged to coordinate directly with SJIT, or access https://eteeap.ched.gov.ph/ for the complete details.

The Commission on Higher Education (CHED) Caraga, in collaboration with the Regional Quality Assessment Team (RQAT), conducted a Preliminary Assessment, Evaluation, and Inspection Visit for the Bachelor of Science in Food Technology program of Caraga State University on March 30, 2026, held at the HERO Learning Commons Activity Center.

The activity, conducted as part of the CHED Preliminary Assessment (CPA) pursuant to CMO No. 9, s. 2023, aimed to ascertain the institutionโ€™s readiness to offer the BS Food Technology program and to evaluate its compliance with CHED policies, standards and guidelines. It included validation of submitted documents, inspection of facilities, and evaluation of faculty qualifications, curriculum design, and learning resources.

Serving as technical evaluators were Dr. Jonathan H. Perez, RQAT Member, and Mr. Ever Joy G. Rabadan, MAEM, MSc, CHED Caraga Education Supervisor for Agriculture and Related Sciences, who ensured that the program aligns with national quality standards in higher education.

The preliminary assessment forms part of CHEDโ€™s quality assurance mechanism to support higher education institutions (HEIs) in delivering relevant, industry-responsive, and globally competitive academic programs. The results of the evaluation will guide the universityโ€™s Board of Regents in approving the offering of the proposed program.

In view of Proclamation No. 1006, s. 2025, which declares Thursday and Friday, April 2โ€“3, 2026, as regular holidays nationwide in observance of Maundy Thursday and Good Friday, the Commission on Higher Education โ€“ Caraga Regional Office will temporarily revert to the regular work schedule of 8:00 AM to 5:00 PM from March 30 - April 1, 2026 (Monday to Wednesday).

In the pursuit for a strengthened advocacy and promotion of equality in the regionโ€™s higher education community, a Memorandum of Agreement (MOA) was officially inked by the Commission on Higher Education (CHED) Caraga, Commission on Human Rights (CHR) Caraga, and Caraga State University (CSU) during the 1st Caraga Regional Research Conference on Gender and Human Rights Studies held today, March 25, 2026 at the HERO Learning Commons, CSU Campus, Ampayon, Butuan City.

This initiative emphasized the collaboratorsโ€™ commitment to advancing research and inclusive development by providing an avenue for higher education institutions, government agencies, and development advocates to promote research initiatives that uphold human dignity, gender equality, and social justice. It highlights the crucial role of research in addressing challenges hindering equality, and further demonstrates how evidence-based studies can inform policies and guide the development of responsive and sustainable solutions.

Aligned with the observance of the 2026 National Womenโ€™s Month, the partnership strengthens regional efforts toward gender mainstreaming and human rights education, while supporting localized monitoring and policy development.

Through this collaboration, CHED Caraga, CHR Caraga, and CSU are looking forward to transforming research into actionable strategies that advance inclusive growth and ensure the protection of human dignity across the Caraga Region.

The Commission on Higher Education (CHED) Caraga, represented by Regional Director Dr. Nelia A. Alibin took part in the Joint Caraga Regional Development Council (RDC) Full Council - Advisory Committee (AdCom) Meeting held on March 24, 2026, at the LMX Convention Center, Bancasi, Butuan City.

Highlights of the meeting included the deliberation of the Fiscal Year 2027 budget proposals of agency regional offices and state universities and colleges (SUCs). Updates from various sectoral committees were also presented, along with the confirmation of resolutions and endorsement of priority programs and projects across economic, infrastructure, social, and research sectors.

CHED Caraga remains proactive in its commitment to contributing to regional development efforts, particularly in advancing quality and accessible higher education in the region.
