Organized and implemented at the Local Government Unit (LGU) level pursuant to the provisions of Republic Act No. 10121, otherwise known as the "Act Strengthening the Philippine Disaster Risk Reduction and Management System" and local Executive Order no. 21 date December 23, 2010 by Dr. Ferdinand M. This is an interim office pending the enactment of an enabling local ordinance creating the permanent office as mandated by law.

Disaster Operations Center. The nucleus of emergency response and preventive operations undertaken by the Disaster Risk Reduction and Management Office, Butuan City. Co-located with the DRRMO main office, it is equipped with a Boat Yard, Launching ramp, a boat house, living quarters for the Emergency Response Teams, and a fleet of 10 Fast attack Speed boats powered with 115HP OBM's operating 24/7 to render immediate assistance. It is linked with PATROL 117 and the OCD Caraga, and the Regional Disaster Risk Reduction and Management Operations Center-Caraga Region, the PNP-PRO13 Command, the 15th Regional Community Defense Group, Reserve Command, Philippine Army commanded by Col. Jonathan Ponce (GSC) PA, and the DACP 4ID Philippine Army under the command of Col Eprain Oropel (FA) PA.
