The City Legal Department moves forward with the enhancement of its Strategic Plan for the 2024โ€“2033 period, anchored on a collaborative assessment of where the department stands and where it needs to go.

As part of the strategic planning process, each divisions took an active role in reviewing and updating their respective SWOT Analyses, identifying key challenges and their effects, underlying causes, and proposed solutions, and ultimately determining and finalizing their strategic priorities.

Through these initiatives, the department aims to ensure that its strategic directions are not only aligned with organizational goals but are also responsive to the actual needs, challenges, and opportunities experienced by each division.

More than setting plans, this process is about understanding our realities, defining our priorities, and turning them into meaningful action toward a more efficient, responsive, and excellent delivery of legal services.

The City Legal Department successfully concluded its Mid-Year Assessment this August 7, 2026, marking another milestone in strengthening the department's commitment to excellence, accountability, and quality public service.

The activity provided an opportunity to review the department's accomplishments for the first semester, align priorities and targets for the remainder of the year, recognize the exemplary performance of its personnel, and reinforce teamwork.

The City Legal Department extends its sincere appreciation to the City Government of Butuan for its continued support in empowering its workforce through initiatives that promote professional growth and organizational excellence.

Promoting Access, Literacy, and Liberty

The volunteer lawyers of the Integrated Bar of the Philippines (IBP) successfully participated in the 15th LEG of the Butuan On Wheels (BOW) Program held last May 23, 2026, at Agusan National High School.

The outreach activity provided free legal services such as:

โ€ข Legal Advice
โ€ข Legal Literacy

To promote legal literacy and awareness, the program featured informative lectures on the Safe Spaces Act (RA No. 11313), Anti-Sexual Harassment Act (RA No. 7877), and Anti-Bullying Act (RA No. 10627).

This initiative was made possible through the full support of City Mayor Atty. Lawrence Lemuel H. Fortun, the Sangguniang Panlungsod, and City Legal Officer Atty. Cisco Franz S. Maclang, in strengthening legal awareness and promoting accessible public service for every Butuanon.

On April 23, 2026, the City Legal Department conducted a Capacity Development and Knowledge-Sharing Activity titled โ€œEnhancing Legal Knowledge and Courtroom Preparedness of Registered Social Workers,โ€ aimed at strengthening the legal competence and courtroom readiness of registered social workers in handling cases involving vulnerable sectors.

Atty. Rema D. Eribuagas-Burdeos delivered the Opening Remarks, emphasizing the importance of having a clear and proper understanding of the law as essential support in fulfilling the registered social workerโ€™s role in public service.

The session was led by Atty. Sheila Marie P. Emata, Legal Compliance and Prosecution Division Head of the City Legal Department, who discussed key legal concepts, further contextualized through real-life cases and practical situations.

Atty. Edwin Jon L. Pizarro, Assistant City Legal Officer, also provided guidance on testifying in court, focusing on the preparedness of social workers and what to expect during court proceedings, including proper demeanor, clarity in presenting facts, and confidence in delivering testimony.

Hon. Victor Vincente G. Plaza delivered the Closing Remarks, commending the dedication and resilience of social workers and recognizing their vital role in society, particularly in serving and protecting vulnerable sectors.

Through this initiative, Butuan Cityโ€™s registered social workers are further empowered to serve as advocates for the most vulnerable, better equipped to provide appropriate assistance in addressing family-related concerns and gender-based violence, and more confident in fulfilling their responsibilities in legal proceedings.

On March 25, 2026, the City Legal Department conducted a knowledge-sharing activity for BCCAT-VAWC Members on Republic Act No. 9208, as amended by RA No. 10364 and RA No. 11862. The activity aims to strengthen the capacity of duty-bearers and stakeholders in addressing human trafficking, with particular emphasis on elements that must be established in court, the process and principles observed during trial, and services available to victims. The activity also includes discussion of recent Supreme Court decisions providing insights into judicial reasoning and evidentiary standards enhancing the abilities of the BCCAT-VAWC members.

Atty. Dennis M. Bacala delivered the Opening Remarks on behalf of City Mayor Atty. Lawrence Lemuel H. Fortun, emphasizing that frontline personnel must be equipped with the necessary knowledge and skills to effectively respond to and address cases of human trafficking.

The session was led by Atty. Sheila Marie P. Emata, Legal Compliance and Prosecution Division Head of the City Legal Department, with the participation of PLtCol Junalyn B. Suan, highlighting the importance of inter-agency coordination in addressing trafficking in persons.

This activity reinforces the City Government of Butuanโ€™s commitment to the protection of vulnerable sectors and the effective implementation of laws.
