DILG Butuan City Technical Staff, LGOO V Dorothy Jill D. Peros, served as one of the resource persons during the conduct of the Butuan Anti-Illegal Drugs Summit for the barangays of Butuan City on April 23–24, 2026 at VCDU Prince Hotel, Butuan City.

During the activity, Ms. Peros led the discussion and feedbacking session on the BADAC Functionality Audit in Butuan City, highlighting common pitfalls and key areas for improvement to further strengthen barangay anti-drug efforts.

The summit was spearheaded by the PNP–Butuan City Police Office (BCPO), in partnership with the City Government of Butuan through the City Anti-Drug Abuse Council (CADAC).

The City Government of Butuan through the CSO Desk Officer Elmer B. Albis successfully conducted a Workshop on Training Needs Assessment (TNA) and Demand Formulation for Accredited Civil Society Organizations (CSOs) on April 23, 2026, at Almont Inland Resort, Butuan City.

The activity aimed to strengthen CSO engagement in local governance by facilitating a structured and participatory assessment of organizational capacity gaps and training needs. The Department of the Interior and Local Government (DILG) – Butuan City provided technical facilitation and support throughout the activity.

DILG Butuan City Director Annabel F. Yangson emphasized the importance of data-driven and responsive capacity development, highlighting the City Government’s commitment to empowering CSOs as vital partners in governance. Technical sessions were guided with support from DILG Butuan City LGOO V Karen Grace S. Gabinete and technical personnel from DILG Caraga Regional Office, ensuring a systematic approach to organizational profiling and training needs identification.

The activity concluded with the presentation of the priority CapDevt needs of the 60 accredited CSOs.

Through this initiative, the City Government of Butuan reaffirmed its strong commitment to empowering civil society organizations and enhancing their role as active partners in advancing inclusive, participatory, and transparent local governance.

ICYMI | The City Anti-Drug Abuse Council (CADAC) of Butuan successfully conducted the 2026 Barangay Anti-Drug Abuse Council (BADAC) Functionality Audit under the reprogrammed Seal of Good Local Governance for Barangays (SGLGB) on March 27, 30, and 31, 2026 at VCDU Prince Hotel, Imadejas, Butuan City, with the Department of the Interior and Local Government (DILG) Butuan City serving as one of the assessors. The activity was graced by DILG City Director Annabel F. Yangson, who delivered an inspiring message emphasizing the vital role of barangays in sustaining anti-drug efforts and strengthening community-based governance.

The activity covered all 86 barangays of Butuan City, with participants composed mainly of Barangay Secretaries and Barangay Referral Rehabilitation Desk Officers. Each barangay underwent an assessment focusing on the functionality of their respective BADACs through the review and validation of Means of Verification (MOVs), reflecting their efforts in anti-drug advocacy, community-based rehabilitation initiatives, and coordination with law enforcement and partner agencies.

DILG Butuan City, as part of the assessment team, provided technical guidance to ensure that standards under the reprogrammed SGLGB were properly applied and that areas for improvement were clearly identified. The conduct of the audit reinforced accountability among barangays and strengthened their commitment to sustaining responsive and effective anti-drug programs at the grassroots level.

ALAM N’YO BA? | MAY MEMORANDUM CIRCULAR NA ANG SAFER CITIES INITIATIVE

Pinagtibay ng Kagawaran ang pampublikong seguridad sa pamamagitan ng Safer Cities Initiative. Inilabas noong ika-8 ng Abril ang Memorandum Circular 2026-029, “Encouraging the Enactment of Local Ordinances for Safer Cities: A Call to Action for Local Government Units.” Layunin nitong lalo pang palakasin ang presensya ng mga pulis sa mga urban areas. Hinihikayat ng MC na ito na magkaroon ng istriktong pagpapatupad ng mga lokal na ordinansa kontra sa pag-inom ng alak, paghuhubad, at masyadong pag-iingay sa mga pampublikong lugar. Pakay din ng MC na ito na magkaroon ng mas istriktong curfew para sa mga menor de edad.

Nakasaad din sa MC na ito ang mga sakop na batas at ordinansa na magsusuporta sa inisyatibo ng Kagawaran.

READ | Remulla flags alcohol-related drownings, urges safer swimming this Holy Week

As many of our kababayans head to beaches and resorts this Holy Week to spend time with family and loved ones, Department of the Interior and Local Government (DILG) Secretary Jonvic Remulla reminded the public to put safety first and avoid swimming under the influence of alcohol.

Speaking at a press conference in Camp Crame, Quezon City, Remulla emphasized that many Holy Week tragedies are preventable, noting that alcohol-related incidents remain a major risk in beach areas.

“Dagdag paalala sa lahat ng mga babiyahe, ang number one cause of fatalities during Holy Week is public intoxication in beach areas,” he said, citing eight drowning incidents recorded last year.

The DILG Chief clarified that authorities will not be punitive, but will instead focus on guidance and prevention.

“Papaalalahanan lang sila na kung makitang nag-iinuman doon, huwag na kayong lumangoy. Hindi naman huhulihin,” Remulla said.

To ensure public safety, uniformed personnel from the Philippine National Police (PNP) and the Philippine Coast Guard (PCG) will be deployed across beaches nationwide to assist and safeguard tourists.

PNP Chief Police General Jose Melencio Nartatez, Jr. said the police organization will deploy 98,636 personnel, supported by 37,050 force multipliers and 12,507 augmentation units, while the PCG remains on full alert status.

Remulla added that under the directive of President Ferdinand R. Marcos Jr., a whole-of-government approach is in place to ensure that Semana Santa 2026 remains safe, orderly, and peaceful for all Filipinos.

• Maging maagap sa pagpunta sa mga terminal upang maiwasan ang siksikan at matiyak na maayos ang pwesto sa sasakyan, lalo na para sa kapakanan ng mga bata, kababaihan at senior citizens.

• Ingatan ang inyong ticket o passport at iba pang mga mahahalagang dokumento upang maiwasan ang pagkawala nito at pagkaantala ng biyahe.

• Magdala lamang ng sapat na halaga ng salapi tuwing bibiyahe. Iwasan ding magsuot ng mamahaling alahas.

• Bantayan nang maigi ang mga gamit at laging inspeksyunin kung kumpleto ang mga ito.

• Maging alerto laban sa mga mandurukot sa terminal, pier o paliparan at sa loob rin ng pampublikong sasakyan. Dumulog at humingi ng tulong sa mga kinauukulan kung kinakailangan.

• Magdala lamang ng sapat na gamit upang mas magaan ang pagbiyahe.
