In a significant step toward strengthening rehabilitation and reintegration programs for Persons Deprived of Liberty (PDLs), BJMP Caraga, under the leadership of Regional Director JCSUPT FERDINAND D PONTILLO, JD, conducted a high-level coordination meeting with DSWD Caraga Regional Director MARI-FLOR A DOLLAGA-LIBANG on June 3, 2026, at the DSWD Regional Office in Butuan City, together with JINSP ROCHE C SALVA (Acting Chief, Welfare and Development Division), JO2 Nonicar C Guingue, JO2 Joey L Agudera, JO1 Margie M Villaruben, and JO1 Oliver Joy P Balite.

The meeting focused on establishing a strategic partnership for the implementation of the Sustainable Livelihood Program (SLP), a transformative initiative designed to equip PDLs with practical skills, livelihood opportunities, and economic empowerment. Through this collaboration, both agencies aim to provide a stronger foundation for productive rehabilitation, enabling PDL to rebuild their lives, become self-sufficient, and reintegrate into society as responsible and empowered individuals upon their release.

On June 3, 2026, the Regional Peace and Order Council (RPOC) XIIIโ€“Caraga convened its 2nd Quarter Meeting at the Grand Palace Hotel and Convention in Butuan City, bringing together key government stakeholders to assess the regionโ€™s peace and order situation and strengthen inter-agency collaboration. The meeting was presided over by PBGEN MARCIAL MARIANO P MAGISTRADO IV, Regional Director of Police Regional Office 13 and Vice-Chairperson of RPOC-Caraga. Representing BJMP-Caraga was JSSUPT ROSENETTE G ROSERO, MDR, Assistant Regional Director for Operations, alongside 32 council members and seven observers.

During the meeting, council members presented updates on law enforcement initiatives, accomplishments, and ongoing programs to sustain peace, public safety, and security across the Caraga Region. The gathering also provided a forum for member agencies to discuss current challenges and develop strategic interventions to strengthen the collective efforts of government institutions and community stakeholders in maintaining peace and order.

A significant concern raised during the meeting was the increasing number of Children in Conflict with the Law (CICLs) being committed to BJMP-managed jail facilities. JSSUPT ROSERO emphasized that existing laws and policies require CICLs to be housed in age-appropriate custodial and rehabilitation centers rather than regular jail facilities. She appealed to the Department of the Interior and Local Government (DILG) to encourage Local Government Units (LGUs) to prioritize the establishment and operationalization of dedicated CICL facilities, ensuring the proper care, protection, and rehabilitation of affected youth while upholding their rights and welfare.

From May 26 to 29, 2026, the BJMP Caraga Regional Office Welfare and Development Division (WDD) conducted its Second Quarter Inspection across selected jail facilities in the region, reaffirming its commitment to efficient, humane, and standards-based correctional management. The four-day activity, led by JINSP ROCHE C SALVA, Acting Chief of WDD, together with the division personnel, covered the Surigao City Jail, Surigao del Norte District Jail, and Surigao del Norte District Jail โ€“ Annex Dapa to ensure strict compliance with the BJMP Manual and Standard Operating Procedures (SOPs).

The inspection went beyond compliance monitoring, emphasizing continuous improvement, accountability, and operational development within jail facilities. Each visit concluded with a post-inspection debriefing that encouraged open dialogue between the inspection team and local jail personnel, allowing officers to raise concerns, address challenges, and strengthen alignment with the Bureauโ€™s goals.

On June 1, 2026, JCSUPT ATTY FERDINAND D PONTILLO, Regional Director of the Jail Bureau, attended the Jail Extension Project Turnover Ceremony at Lianga District Jail, Lianga, Surigao del Sur. The project was initiated by IBP- Surigao del Sur Chapter. The event gathered key members of the judiciary, local government, and partners from the Integrated Bar of the Philippines (IBP) Surigao del Sur Chapter, led by Atty. Shana Ruiz-Polizon, alongside other IBP officials, municipal leaders, and JINSP ERNESTO S GALVE, Jail Warden.

In his message, JCSUPT Pontillo highlighted the urgent reality of overcrowding at Lianga District Jail, which is currently operating at a staggering 310% congestion rate, housing 243 Persons Deprived of Liberty (PDL) in a facility intended for only 60. He emphasized that this situation poses serious health and safety risks but expressed hope that the Jail Extension Projectโ€”supported by IBP and partner stakeholdersโ€”will help ease congestion and restore dignity within the facility. He also underscored that โ€œour PDL, though deprived of liberty, should never be deprived of humanity.โ€

With deep gratitude, BJMP Caraga formally accepted the project, recognizing it as more than just infrastructure but a lifeline that promotes safety, rehabilitation, and humane custody. RD Pontillo assured partners that the bureau will uphold its responsibility in maximizing the facility for the welfare and reform of PDL, reaffirming BJMPโ€™s commitment to transforming jails into spaces of healing, hope, and second chances for a more compassionate society.
