The HUMAN SETTLEMENTS ADJUDICATION COMMISSION - REGIONAL ADJUDICATION BRANCH XIII (HSAC RAB XIII) through the Bids and Awards Committee (BAC), intends to apply the sum of One Million Seven Hundred Thousand Sixty Pesos Only (Php 1,760,000.00) inclusive of all government taxes, fees and other charges for six (6) months from July 1 to December 31, 2026 with 2 months security deposits being the Approved Budget for the Contract (ABC) to payments under the contract for the Lease of Office Space for HSAC - Regional Adjudication Branch XIII.

The Lease of Office Space will be undertaken in accordance with Section 53.10 Negotiated Procurement - Lease of Real Property and Venue of the Revised Implementing Rules and Regulations of Republic Act No. 9184 and Republic Act No 12009.

Interested lessors are required to submit their duly accomplished Request for Quotation (RFQ). The RFQ and other documentary requirements shall be submitted in a sealed envelope and must be delivered to the address below on or before 09 June 2026, at 10:00 am at Arellano Real Estate Lessor, P-2 Brgy. Doongan, Butuan City.

Copies of the following requirements are also required to be submitted along with your quotation/proposal on or before the above-specified deadline of submission of quotation:

Eligibility Requirements:

1. Updated Mayorโ€™s/Business Permit issued by the LGU.
2. Valid PhilGEPS Registration No./Certificate of PhilGEPS Registration.
3. DTI/ SEC Registration;
4. Latest Income/Business Tax Return.

Documents Required under the Technical Specifications:

1.Valid Occupancy, Fire, Electrical, and Sanitary Permits/Licenses.

The Head of the Procuring Entity (HOPE) of HSAC-RAB XIII reserves the right to accept or reject any proposal, to annul the negotiation process, and to reject all proposals at any time prior to award, without thereby incurring any liability to the affected bidder/s as per Section 70 of Republic Act No. 12009 (New Government Procurement Act) and Section 41 of R.A. No. 9184 (Government Procurement Reform Act), along with their respective Implementing Rules and Regulations (IRR).

Rodney C. Ato, Dean of the FSUU College of Law. During the visit, a copy of HSAC 2025 Rules of Procedure handbook was formally handed over.

The handbook was specifically prepared for distribution to members of the legal profession to further promote awareness and understanding of the recent updates and provisions of the new rules.
