๐ˆ๐ ๐๐‡๐Ž๐“๐Ž๐’| CONDUCT OF CSU HYBRID ON-SITE AND ONLINE EVALUATION OF THE CSU LUDIP

The Commission on Higher Education (CHED) โ€“ CARAGA LUDIP Technical Working Group spearheaded a Hybrid On-Site and Online Evaluation of the CSU LUDIP on October 21, 2022. The team was headed by Dr. George M. Colorado, Regional Director IV, together with Engr. Criseldo C. Calinawan, Education Supervisor II, Ms. Kershey Reign Duenas, Project Technical Staff II. Experts from Department of Human Settlement and Urban Development (DHSUD), University of the Philippines โ€“ Resilience Institute (UPRI), Department of Public Works and Highways (DPWH), Department of Budget and Management (DBM) and City Government of Butuan - Planning and Policy Division were also present on the activity.

The CSU LUDIP Technical Working Group headed by Dr. Romell A. Seronay, Team Leader, Dr. Michelle V. Japitana, Director, Office of Planning and Development, and other members of the CSU LUDIP Technical Working Group actively participated the activity and carefully documented the technical inputs from different experts.

The CSU LDUIP was greatly lauded by CHED TWG citing its comprehensiveness and futures-oriented features.

๐—œ๐—ก ๐—ฃ๐—›๐—ข๐—ง๐—ข๐—ฆ | The Office of the Planning and Development (OPD), headed by Dr. Michelle V. Japitana, conducted the F.Y. 2017-2022 Initial Strategic Plan Assessment held at New Administration Conference Hall Building on August 10, 2022. The activity was participated by President Anthony M. Penaso, the Vice Presidents, Diretor of Quality Assurance Managament Services, Office of the Internationalization and Global Engagements (OIGE) Director, CSUCC Officials, and the OPD technical personnel.

The purpose of the activity is to set clearly defined goals for the growth and success of the University and achieve these with the help of an effective strategic plan and assessed the institution how well it performed in the last six years.

Assessment of the Strategic Plan 2017-2022 is likewise significant to evaluate the University's status clearly and objectively in the realization of its strategic goals and objectives as bases for formulation of next sets of action plans and to come-ip with data driven decisions and policy directions.

The Office of Planning and Development hosted a Technical Workshop on DBM Budget Preparation for Fiscal Year 2023 Proposed Research and Extension Projects in the Pavilion Water Gate Hotel on March 29-31, 2022, a total of fifty-seven (57) people took part in the activity.

Dr. Michelle V. Japitana, Director of Planning and Development, spearheaded the initiative. Mr. Clark Aries A. Ingles and Mr. Allen C. Catipan served as facilitators and with OPD technical staff providing support.

College Deans, Unit Heads, RDE Proponents, and other office representatives participated in the activity, which aimed to develop a research and extension project proposal for Fiscal Year 2023.

The activity was also actively participated by the resource persons: Dr.Tomas Austral, Jr., Director of the Office of Resource Generation and Management Services; Ms. Ma. Victoria M. Labisto, CPA, Director of Financial Management Services, along with her staff Ms. Jovelyn C. Miran and Mr. Jhoven Hampac; and Dr. Lilia Z. Boyles, GAD Focal Person of Caraga State University.

Moreover, Dr. Rowena P. Varela, Vice President for Research, Innovation and Extension, also participated the activity and give her message during the opening of the 3-day of Technical Workshop on DBM Budget Preparations for F.Y. 2023 Proposed RDE Projects.

The following topics were being presented and discussed by the resource persons:

A. Budget Preparation Process, PIP-TRIP, PDP Chapters, SDG and 10-point Socio-economic agenda
B. DBM 12 Documents, Concept Note, Capsule Proposal, Project Profile, and the BP Form 202
C. Feasibility Study with Financial, Marketing and Management Aspects and the Cost Benefit Analysis
D. Work and Financial Plan
E. Procedure for Monitoring the Gender Responsive of Projects and the HGDG

The topics were presented and discussed orderly. Following the discussions were workshop proper for the formulation of the implementation readiness documents.

The whole activity was a success with the help of the resource persons as queries were answered and explained well. In conclusion, participants got enough information concerning the topics discussed.

The Office of Planning and Development headed by Dr. Michelle V. Japitana in coordination with the Environmental Management Bureau Technical Review Committee chaired by Engr. Reden C. Mejorada, OIC Chief of Environmental Monitoring and Enforcement Division; Dr. Rommel Seronay, Director, Extension Services; Dr. Marlon Elvira, Pollution Control Officer; and Engr. Marilou G. Umpad, Director, General Services, conducted a Technical Review of the Environmental Impact Assessment Report held at Conference Room, HERO Learning Commons on March 25, 2022.

The objective of the Environmental Impact Assessment is to ensure that potential environmental impacts are foreseen at the appropriate stage of project design and addressed before any concrete decision is undertaken on the project. It also includes mitigation methods to avoid, lessen, or minimize negative consequences on the environment, public health, and property, as well as the potential for beneficial outcomes.

The purpose of the activity is to identify current baseline conditions in the project area and to proactively examine the proposed project's possible consequences and associated implications on the project area.

"Conduct of the Technical Assessment and Review of CSU LUDIP Document"

The Office of Planning and Development in coordination with the CSU Land Use Development and Infrastructure Development (LUDIP) Technical Working Group (TWG) Team conducted a 3-day Technical Assessment and Review of CSU LUDIP Document held at Watergate Hotel, Butuan City on March 1-3, 2022.

The purpose of the activity is to fine-tune the draft LUDIP document. The completion of this critical planning document is one of the foundations in transforming CSU as a globally engaged Entrepreneurial, Digital, and Innovation University.

"Checkpointing of FY 2021 PBB Documents Requirements"

On February 21-22, 2022, The Office of the Planning and Development conducted a 2-day checkpointing of the FY 2021 PBB documents in coordination with the different VPs in the university. As stipulated in the MC 2021-1 Guidelines on the Grant of the Performance-Based Bonus (PBB) For Fiscal Year (FY) 2021 Under Executive Order No. 80, S. 2012 and Executive Order No. 201, s. 2016, the FY 2021 PBB criteria and conditions shall be categorized according to four (4) dimensions of accountability: Performance Results as indicated in the Congress-approved performance targets under the Performance-Informed Budgeting (PIB) of the FY 2021 General Appropriations Act (GAA), Process Results, Financial Results, and Citizen/Client Satisfaction Results.

The purpose of the activity is to ensure the completed staff work of the documents to be submitted to the AO25 Secretariat on the set deadline. The submitted documents of each category were carefully reviewed and checked to ensure the completeness, correctness, and accuracy of the reports since the same shall undergo a rigid screening and review by the Inter-Agency Task Force (IATF) which will be the basis of the evaluation on the grant of the FY 2021 PBB.

โ€œReconnaissance Visit of CMU LUDIP Experts"

The Office of the Planning and Development (OPD) in coordination with the LUDIP Technical Working Group, and in partnership with Central Mindanao University (CMU) spearheaded the โ€œReconnaissance Visit of CMU LUDIP Expertsโ€ on January 5, 2022 at H.E.R.O Learning Commons Auditorium.

The aim of the activity is to review and evaluate the CSU Land Use Development and Infrastructure Plan (LUDIP), a critical planning document aimed at optimizing the utilization of CSU's vast land resource. The LUDIP also contains the projected infrastructure development of the University in the next 20 years.
