PBGEN Marcial Mariano P Magistrado IV, Regional Director of Police Regional Office (PRO) 13, presided over the Second Quarter Regional Peace and Order Council (RPOC) Meeting and underscored the PNP Caragaโ€™s pledge in ensuring peace and order in Caraga Region.

Present during the meeting were Gov. Santiago B. Cane of Agusan del Sur, Gov. Maria Angelica Rosedell M. Amante of Agusan del Norte, Gov. Nilo P. Demerey, Jr. of Dinagat Islands, Dir. Maria Loisella E. Lucino, CESO III of the Department of the Interior and Local Government (DILG) Caraga, and representatives from member government agencies.

Discussions focused on updates by the RPOC Special Action Committees on Anti-Criminality, Anti-Insurgency and Preventing Violent Extremism, Public Safety, and Anti-Extortion to Address Communist Terrorist Groupsโ€™ (CTGsโ€™) Resource Generation. Also presented were the updates on the Establishment of Inter-Agency Drug Interdiction Task Group, and the Inclusion of United Caraganon for Peace and Development Federation Inc. (UCPDFI) to RPOC Expanded Members.

In his message, PBGEN Magistrado IV emphasized that the progress that Caraga experienced today is not the accomplishment of a single office or agency alone but a product of the collective resolve, shared accountability, and unified commitment to protect the communities and preserve the stability of Caraga region.

He further highlighted that peaceful environment in the region stands as a testament to the effectiveness of inter-agency collaboration, strong local governance, active community participation, and the dedication of every peace and order stakeholder.

RD Magistrado IV likewise paid tribute to Director Maria Loisella E. Lucino, CESO III, outgoing Regional Director of DILG Caraga and Head Secretariat of the RPOC Caraga, acknowledging her invaluable contributions in advancing public safety, security, and community engagement, as well as in strengthening the maintenance of peace and order across the region.

PBGEN Marcial Mariano P Magistrado IV, Regional Director of Police Regional Office (PRO) 13, joined virtually today June 2, the Peace and Order Assessment initiated by the Department of the Interior and Local Government (DILG) relative to reported incidents involving foreign tourists in Siargao Island.

Present with PBGEN Magistrado IV at PRO13 Conference Room during the virtual assessment were PCOL James T Goforth, Deputy Regional Director for Operations; PCOL Ruben B Delos Santos, Chief of the Regional Staff; members of the Regional Staff; and Chiefs of Police of the municipalities in Siargao Island.

The meeting was presided over by DILG Undersecretary for Peace and Order Nestor B. Sanares and attended by key officials from the DILG, including PD Domingo E. Bulabog, Provincial Director of DILG Surigao del Norte; Mr. Jacky Mellorin, Municipal Local Government Operations Officer (MLGOO) for General Luna, Surigao del Norte; Ms. Davejane N. Barcelon, LGOO VI and Senior Technical Staff of DILG Regional Office 13; Mr. Ray Gregory F. Jaranilla, Chief of the Local Government Monitoring and Evaluation Division (LGMED) of DILG Caraga; and Ms. Mary Ann Tomate of DILG Surigao del Norte.

The assessment focused on the prevailing peace and order situation in Siargao Island and the ongoing safety and security measures being undertaken by PRO13, in close coordination with local government units, partner agencies and tourism industry operators, to address concerns involving foreign tourists and further strengthen security coverage across the island.

During the discussion, PBGEN Magistrado IV reaffirmed PRO13โ€™s full commitment to intensifying anti-criminality operations, police visibility, strengthening of police operational readiness, and sustaining close coordination with local stakeholders to ensure the protection of all tourists and residents alike.

The meeting highlighted the importance of continuous inter-agency collaboration in preserving Siargaoโ€™s reputation as a safe, secure, and world-class tourism destination.

Camp Col Rafael C Rodriguez, Libertad, Butuan City --- The Police Regional Office (PRO) 13, in close coordination with the Armed Forces of the Philippines (AFP), Bureau of Fire Protection (BFP), Local Government Units (LGUs), Disaster Risk Reduction and Management Offices (DRRMOs), and force multipliers, successfully ensured the safe, peaceful, orderly, meaningful, and successful conduct of the Closing Ceremony of the 2026 Palarong Pambansa held today, May 31, at the Naliyagan Grounds in Barangay Patin-ay, Prosperidad, Agusan del Sur.

The culmination of one of the countryโ€™s biggest youth sporting events highlighted the effectiveness of PRO13โ€™s comprehensive security measures, which safeguarded thousands of athletes, coaches, delegates, officials, and spectators from the opening ceremonies up to the formal closing program.

Under the leadership of PBGEN Marcial Mariano P Magistrado IV, Regional Director of PRO13, an extensive and sustained security framework was implemented to ensure maximum protection throughout the duration of the games, with heightened security measures specifically enforced during the closing ceremony to guarantee the safety of all participants and attendees.

A total of 4,244 security personnel were deployed daily throughout the weeklong event, composed of PRO13 personnel, AFP units, BFP responders, local emergency response teams, and civilian force multipliers. These personnel were strategically stationed across all competition venues, billeting quarters, traffic management points, Police Assistance Desks, transportation hubs, ingress and egress routes, and other critical areas of convergence.

For the closing ceremony, intensified crowd control measures, strict access control protocols, venue perimeter security, traffic rerouting, K9 inspections, bomb detection sweeps, and continuous aerial and ground surveillance were conducted to ensure the safe and smooth flow of attendees and program activities.

To strengthen operational efficiency and response capability, security forces utilized 269 mobility assets, 13 drones for aerial monitoring and surveillance, 437 CCTV cameras for real-time area monitoring, 42 body-worn cameras for field accountability and transparency, and 495 communication radios to ensure seamless coordination among all deployed units.

These assets enabled round-the-clock monitoring, intensified police visibility, route security operations, venue inspections, emergency response readiness, and continuous security sweeps across all identified areas of convergence.

Throughout the weeklong sporting event, no major security incident related to the conduct of the 2026 Palarong Pambansa was recorded, reflecting the success of proactive security planning and synchronized law enforcement operations.

PBGEN Magistrado IV commended all deployed personnel and partner agencies for their professionalism, vigilance, and unwavering commitment to public safety.

โ€œThe peaceful and secure closing of the 2026 Palarong Pambansa reflects the strength of our inter-agency coordination and the dedication of every security personnel who worked tirelessly to protect this national event. He emphasized that post-event security operations remain in full effect, with PRO13 and partner agencies continuing to secure delegation billeting quarters, transportation terminals, convoy routes, and departure points to ensure the safe and orderly exit of all participants from the region.
