๐€๐–๐€๐‘๐„๐๐„๐’๐’ ๐‚๐€๐Œ๐๐€๐ˆ๐†๐. Regional Office 13, in coordination with the Human Settlements Adjudication Commission, RAB XIII - Caraga, conducted an orientation for the teaching personnel of Agusan National High School in Butuan City on 05 June 2026.

The activity focused on identifying illegal real estate practices, the legal and financial consequences of purchasing subdivision lots from unlicensed or unauthorized developments, and the appropriate remedies and procedures available to buyers who have already entered into such transactions.

OIC Regional Director Atty. Naiza Mae De Los Santos opened the program and expressed appreciation to School Principal Elmer Cataluรฑa for the opportunity to extend consumer education to the schoolโ€™s teaching staff.

The orientation was facilitated by Atty. Michael James Malingin together with HSAC RAB XIII personnel as part of the joint initiative under Pagtagad sa Balaudnong Pambalay and DHSUD RO 13's AIREP Awareness Campaign Series.

The Department of Human Settlements and Urban Development (DHSUD) Regional Office XIII participated the Bayanihan para sa Balikbayang Manggagawa (BBM-NRN) Regional and Serbisyo Fair on June 3, 2026, at Robinsons Butuan.

Representing DHSUD Caraga, Atty. Deen Asliah Macarandang (HOACDD) joined 17 other Caraga Region Reintegration Network (CARENet) member institutions to bring essential government services closer to Overseas Filipino Workers (OFWs) and their families in celebration of Migrant Workersโ€™ Day.

During the event, DHSUD highlighted Joint Memorandum Circular No. 2024-001, which strengthens OFWsโ€™ access to housing benefits under the Pambansang Pabahay para sa Pilipino (4PH) Program. This initiative ensures that returning Filipino workers have direct access to safe, affordable, and dignified homes.

Through CARENetโ€™s strong collaboration, the government reaffirms its commitment to sustainable reintegration, ensuring no Filipino worker is left behind.

Promoting Bayanihan for Better Learning Environment. DHSUD Regional Office 13 joins the 2026 Brigada Eskwela Division Kick-Off of DepEd- Butuan City at Sumilihon Central Elementary School, supporting quality education and helping schools prepare for the opening of classes.

Anchored on the theme, "Bayanihan sa Paaralan: Nagkakaisa Para sa Kaayusan at Kaalaman," the activity highlights the the true Filipino spirit of bayanihan and volunteerism, through Brigada Eskwela Plus, which encourages parents, professionals, and other stakeholders to share their skills, knowledge, and expertise with learners.

In his message, Vice Mayor Reynante B. Desiata, emphasized that public education is a shared investment, and this activity remains a vital platform for collective action in building a brighter future for every young learner.

Strengthening Partnerships for Inclusive Housing Development. The Department of Human Settlements and Urban Development (DHSUD) Regional Office 13, spearheaded by Atty. Deen Asliah Macarandang of the Homeowners Associations and Community Development Division (HOACDD), convenes a consultative meeting with key partner agencies to discuss the operationalization of DHSUD-DMW-HDMF Joint Memorandum Circular No. 2024-001, Series of 2024. This initiative aims to strengthen Overseas Filipino Workersโ€™ (OFWs) access to housing benefits under the Pambansang Pabahay para sa Pilipino (4PH) Program, paving the way for sustainable, affordable, and dignified housing opportunities for the countryโ€™s modern-day heroes.

The meeting was attended by Ms. Mylin M. Odron of the Pag-IBIG Fund; Ms. Esther Adiong, Engr. Vanessa Endozo, and Mr. Jan Louie Mallonga of the Butuan City Housing and Homesite Development Department; and Mr. Eval B. Makinano of the Department of Migrant Workers.

Engr. Vanessa Endozo presented the identified subdivision sites in Butuan City that were ready for housing development, covering 19 barangays, including Mahay, Pagatpatan, Baan, and Sto. Niรฑo. Meanwhile, the DHSUD presented the proposed process flow for the OFW Housing Project, from the preparatory stages up to project sustainability.

To further enhance coordination, Mr. Makinano of the DMW recommended the inclusion of timelines in the process flow to strengthen monitoring and implementation, while the Pag-IBIG Fund expressed its full support and commitment to facilitating beneficiary verification and validation.

This collaborative initiative marked another important step toward building stronger partnerships and advancing inclusive, people-centered housing programs in the Caraga Region.

REGULATION SYNERGY. Regional Office 13 conducts a coordination meeting with the City Government of Butuan (CGB) through the City Planning and Development Department - Butuan (CPDD), Butuan City Housing and Homesite Development Department (CHHDD), and City Building Management Department (CBMD of Butuan) to strengthen inter-agency coordination on housing and land development regulatory processes.

The meeting was led by Atty. Naiza Mae N. De Los Santos together with representatives from the Housing and Real Estate Development Regulation Division (HREDRD) and Environmental, Land Use, and Urban Planning and Development Division (ELUPDD). Discussions centered on existing and incoming development projects with issues related to zoning compliance, land conversion, permitting requirements, and other regulatory clearances necessary for project implementation.

During the meeting, participating offices reaffirmed their commitment to a more stringent and harmonized evaluation process to ensure compliance with applicable laws, policies, and development standards. The agencies emphasized the importance of strengthened coordination and information sharing to streamline procedures, prevent overlapping processes, and promote more efficient public service delivery for developers, stakeholders, and the general public. The initiative is expected to further align local and national regulatory mechanisms in support of orderly, sustainable, and compliant urban development within the City of Butuan.

The Department of Human Settlements and Urban Development (DHSUD) Regional Office 13, headed by OIC Director Naiza Mae N. De Los Santos, warmly welcomes Governor Nilo P. Demerey Jr. of the Province of Dinagat Islands for a consultative meeting at the DHSUD Regional Office 13. This meeting highlights the importance of strengthening inter-agency collaboration to advance inclusive and sustainable housing initiatives for the people of the province.

During the discussion, Governor Demerey shared the current socio-economic situation of the province and emphasized the growing economic opportunities in the Dinagat Islands. Recognizing the increasing demand for decent and affordable housing, he expressed the provincial governmentโ€™s strong interest in partnering with the DHSUD to initiate housing development projects that would benefit local communities.

Meanwhile, Director De Los Santos, alongside the Homeowners Associations and Community Development Division (HOACDD) led by Atty. Deen Asliah Macarandang, presented the Expanded Pambansang Pabahay para sa Pilipino (4PH) Program. The program aimed to empower organized communities through accessible, inclusive, and sustainable housing developments while promoting long-term community growth and resilience. Various modalities and processes for implementing housing projects in the province were also discussed during the meeting.

Director De Los Santos assured Governor Demerey of DHSUD Region 13โ€™s full support in assisting the provincial governmentโ€™s technical team in pursuing the implementation of the Expanded 4PH Program in the Dinagat Islands. She emphasized that strong collaboration between national agencies and local government units was essential to ensuring the successful and sustainable delivery of housing programs for Filipino families.

Advancing Inclusive Housing Opportunities for OFWs in Caraga.

The Department of Human Settlements and Urban Development (DHSUD) Regional Office 13, through the Homeowners Association and Community Development Division (HOACDD) headed by Atty. Deen Asliah Macarandang, facilitates a coordination meeting with the Department of Migrant Workers (DMW) Region XIII, led by Regional Director Ritchel M. Butao, on May 12, 2026.

The meeting, which marked the second coordination session between the two agencies, focused on updates and strategies to operationalize the DHSUDโ€“DMWโ€“HDMF Joint Memorandum Circular No. 2024-001. The initiative aims to facilitate Overseas Filipino Workersโ€™ (OFWs) access to housing benefits under the Expanded Pambansang Pabahay para sa Pilipino (4PH) Program, providing sustainable and affordable housing opportunities for Filipino migrant workers and their families.

Director Butao expressed her appreciation to the DHSUD personnel for their commitment to advancing the implementation of the Joint Memorandum Circular. She also conveyed DMW Region XIIIโ€™s commitment to prepare and consolidate a list of potential OFW beneficiaries who may be enrolled in the program. This list will serve as the basis for conducting program orientations and the eventual organization and formation of Homeowners Associations (HOAs) among qualified beneficiaries.

Meanwhile, Atty. Macarandang assured that DHSUD will closely coordinate with local government units (LGUs) and private developers regarding potential subdivision sites intended for OFW housing projects under the 4PH Program.

Through strengthened inter-agency collaboration, DHSUD and DMW continue to work together in promoting inclusive housing opportunities and improving the welfare of OFWs in the Caraga Region.
