The Butuan Bay Development Alliance (BBDA) is a cooperation of eight ( 8 ) Local Government Units straddling along the Butuan Bay, an important fishing ground and economic resource of the CARAGA Region. The BBDA Management Board is composed of the Local Chief Executives from the municipalities of Carmen, Nasipit, Buenavista, Magallanes, Tubay and Jabonga as well as the cities of Butuan
and Cabadbaran. The BBDA Office is located at the DA-BFAR Masao Aquaculture Center in Sitio Tawilon, Brgy. Ambago, Butuan City.

The Butuan Bay Development Alliance envisions a progressive rich marine biodiversity and resilient member municipalities and cities, integrated to manage coastal and fisheries resources supported by good governance and strong partnership inhabited by environment friendly, healthy, GOD loving, and empowered fishing communities.
𝐌𝐈𝐒𝐒𝐈𝐎𝐍 𝐒𝐭𝐚𝐭𝐞𝐦𝐞𝐧𝐭
The mission of the alliance are the following:
a. To sustainably manage contiguous coastal and fishery resources of the bay;
b. To develop a resilient fishing community, and;
c. To collaborate with government agencies, non-government organizations (NGOs), Civil Society Organizations (CSOs), private sectors, and the academe.
