The 17th Sangguniang Panlungsod, during its 17th Regular Session yesterday, approved SP Ordinance No. 17-008-2025 authored by Hon. Gado, a comprehensive measure aimed at safeguarding the cityโs livestock and poultry industry from emerging and re-emerging transboundary diseases such as African Swine Fever, Avian Influenza, Foot-and-Mouth Disease, and other zoonotic threats.
The ordinance creates the Butuan City Livestock and Poultry Disease Prevention and Control Council, to be chaired by the City Mayor. This council will serve as the main policy-making body that will guide strategies and oversee teams responsible for disease monitoring, biosecurity, quarantine, recovery, and repopulation efforts.
At the barangay level, Barangay Biosecurity Officers (BBOs) will be assigned to monitor farms, check and investigate possible disease cases, and ensure that biosecurity rules are followed. These officers will come from animal health workers, para-veterinary aides, and trained volunteers, serving as the first line of defense against disease outbreaks.
Farm owners are now required to follow written biosecurity protocols approved by the City Agriculturistโs Office. They must also provide proper disinfection facilities and allow regular inspections. In addition, all transport vehicles must be registered, and the movement of animals must be supported by proper veterinary health certificates and permits to ensure traceability and prevent illegal trade.
The ordinance also sets up a zoning system that classifies barangays based on their disease status, from Red Zones (infected areas) to Dark Green Zones (disease-free areas). Specific measures will be applied depending on the classification. Once affected areas are cleared, recovery and repopulation programs will be implemented, while new farms must follow strict location and environmental requirements.
By combining city-level planning with enforcement at the barangay level, the ordinance aims to protect livelihoods and rebuild confidence in the local livestock and poultry industry.
