𝗣𝗦-𝗗𝗕𝗠 𝗩𝗶𝗿𝘁𝘂𝗮𝗹 𝗦𝘁𝗼𝗿𝗲 𝗴𝗼𝗲𝘀 𝗹𝗶𝘃𝗲 𝗶𝗻 𝗗𝗮𝘃𝗮𝗼
Driving the digital transformation of government procurement, the Procurement Service–Department of Budget and Management (PS-DBM), through its Regional Operations Office (ROO), activated the Virtual Store (VS) at the Procurement Service Region 11 - Davao on August 27, 2026.
A feature of the modernized Philippine Government Electronic Procurement System (mPhilGEPS), the VS provides government agencies with an online facility for procuring common-use supplies and equipment (CSE). By bringing the ordering and related procurement processes into a digital platform, the VS supports a more efficient and transparent way of acquiring CSEs.
The four-day implementation, held from August 24 to 27, brought together representatives from the PS-DBM’s Depot Management Division (DMD), Warehousing and Delivery Division (WADD), Accounting Division (AD), and Information Technology Service Division (ITSD), in coordination with the Regional Depot Davao staff.
Among the activities to ensure the depot’s readiness for the activation were the preparation of the inventory and agency records that would be migrated to the VS. This included a physical count of CSE, verification of item details and quantities, reconciliation of inventory and agency balances, and review of data from the internal system. The depot staff also underwent refresher sessions on warehouse management, accounting processes, among other procedures.
Client-agencies were likewise given hands-on training to familiarize them with the platform. The Department of Environment and Natural Resources (DENR) became the first client agency to use the VS, followed by the Food and Drug Administration Philippines (FDA), as other agencies observed and participated in the training.
The implementation also coincided with a visit by Department of Budget and Management Acting Secretary Kim Robert De Leon to the Davao Depot, where he toured the warehouse. Meanwhile, DBM Region XI officials, Regional Director Gary Martel and Assistant Regional Director Antonio Faunillan, Jr., held courtesy calls to the PS-DBM Main team.
The VS activation in Davao marks another step toward making government procurement more efficient, transparent, accountable, and technology-driven.

Strengthening the agency’s commitment to ensuring the safety and preparedness of all its personnel in responding to medical emergencies, the Procurement Service-Department of Budget and Management (PS-DBM), through the General Services Division’s Crisis Management Committee-Prevention and Preparedness Team with the assistance of the Human Resource Development Division, conducted Basic Life Support (BLS) and First Aid training at its Main Office in Paco, Manila, from August 25 to 27, 2026.
The three-day hands-on BLS training—attended by 26 participants and seven personnel serving as simulated patients during the third day’s emergency simulation activities—covered cardiopulmonary resuscitation (CPR), basic first aid, patient assessment, initial emergency response, emergency rescue transfer (ERT), and mass casualty incidents and triage. It combined lectures, demonstrations, and practical exercises using standard life-saving equipment.
The Bureau of Fire Protection (BFP), led by FINSP Erwin Arabis with SFO3 Hazel Abegania, along with FO3 Emmanuelle Ignacio; FO2s Shantelle Marie Orro, Rommel Benavidez, and Raymond Lester Garcia; and FO1s Mark Alistair Hinaut and Maureen Goyagoy, facilitated the training, which aimed to equip participants with the fundamental knowledge and skills to provide immediate and appropriate assistance during medical emergencies while awaiting professional medical responders.
The training aligns with Republic Act Nos. 6975 and 9514 (Fire Code of the Philippines of 2008), which authorize the BFP to provide emergency and safety education. It also supports President Ferdinand Marcos Jr.’s administrative efforts to enhance workplace occupational safety and health standards and strengthens the aim of Department of Budget and Management, led by Acting Secretary Kim Robert de Leon, to improve institutional emergency readiness.
