SYNOPSIS: At 3:00 AM today, the center of the eye of Typhoon "DOMENG" {JANGMI} was estimated based on all available data at 650 km East Northeast of Itbayat, Batanes (23.7°N 127.3°E) with maximum sustained winds of 130 km/h near the center and gustiness of up to 160 km/h. It is moving North Northwestward at 15 km/h. Southwest monsoon affecting the Bicol Region.
