PUBLIC CONSULTATION WITH THE BANGSAMORO MINISTRIES, OFFICES AND AGENCIES (BMOAs) FOR THE PDPFP 2023–2032

The Provincial Government of Maguindanao del Sur, through the Office of the Provincial Planning and Development Coordinator (OPPDC), conducted a Public Consultation with the Bangsamoro Ministries, Offices and Agencies (BMOAs) as part of the participatory process for the formulation, validation, and refinement of the Provincial Development and Physical Framework Plan (PDPFP) 2023–2032.

The consultation aimed to harmonize provincial development priorities with the programs and interventions of concerned government agencies.

The activity was attended by representatives from the MPW, MAFAR, MENRE, MSSD, NIA, IPHO, MOTC, MIPA, and CSEA. It commenced with the opening message delivered by Windy Anne Joy Baulete-Bewty of the PDRRMO, followed by the presentation of the Provincial Development Trust by Harlan Joel A. Alid. The worshop proper was led by EnP Nulfarid S. Ampatuan, CoE, MPA, MSREE, Provincial Planning and Development Coordinator, who also presided the aforementioned consultation.

The activity proceeded with a participatory workshop wherein each participating agency identified and documented its respective programs, projects, and activities (PPAs) and appropriately classified them under the three (3) Nodal Groups of the PDPFP framework. The exercise facilitated the alignment of agency interventions with the province’s development priorities and spatial strategies while identifying potential areas of convergence, complementation, and inter-agency collaboration.

The consultation provided valuable sectoral inputs toward strengthening the plan’s responsiveness, coherence, and implementability, and formally concluded with a photo opportunity involving the participating BMOAs and provincial government representatives.

The activity concluded with a synthesis of the workshop outputs, key inputs, and recommendations, emphasizing the importance of sustained coordination and integration of agency programs in the PDPFP 2023–2032.

On September 1, 2026, the Local Government Functionality Appraisal (LoGFA) Provincial Validation was held at Kalilintad Hall. The Ministry of the Interior and Local Government–Maguindanao del Sur (MILG-MDS) provided technical assistance in reviewing and validating the submitted documents based on the LoGFA criteria. The concerned provincial offices presented their Means of Verification (MOVs) for review and clarification.

The activity was attended by the provincial department heads, representatives, and focal persons, who participated in the review and helped address concerns raised during the process. Their presence supported the smooth and organized conduct of the validation.

Overall, the activity was a collaborative effort to ensure that the submitted documents were properly reviewed, compliant with LoGFA requirements, and reflected the province’s actual accomplishments.

The Provincial Government of Maguindanao del Sur, through the Office of the Provincial Planning and Development Coordinator (OPPDC) headed by EnP Nulfarid S. Ampatuan, CoE, MPA, conducted the Finalization Workshop for the Provincial Development and Physical Framework Plan (PDPFP) on August 17–21, 2026 at Las Casitas Hotel, Davao City.

The activity was participated in by the Technical Working Group (TWG) from OPPDC, PENRO, GSO, PDRRMO, OPAG, Provincial Engineering Office (PEO), Provincial Tourism Office, and the Map Generation Team. The workshop focused on the review, validation, refinement, and finalization of the PDPFP, including the integration and incorporation of comments and recommendations from the RLUC-BARMM Technical Working Group (TWG).

The activity was further strengthened by the participation of MHSD, represented by Suharto S. Wahab, EnP, REA, REB, Director II – Technical and Regulatory Services, together with its Map Generation Expert, and BPDA, represented by EnP Norsha Lao, who shared their technical expertise and recommendations on spatial planning and map generation.

Through collaborative discussions and technical workshops, the participants harmonized sectoral inputs, reviewed and refined spatial data and maps, addressed technical concerns, and incorporated the recommendations of the RLUC-BARMM TWG toward the completion of the provincial planning document.

The activity served as an important step toward finalizing a comprehensive, integrated, and sustainable PDPFP that will guide the future physical, environmental, infrastructure, and socio-economic development of Maguindanao del Sur.

Under the visionary leadership of Governor Datu Ali M. Midtimbang, Sr., the Provincial Government of Maguindanao del Sur recognizes and highly values the active participation of accredited Civil Society Organizations (CSOs).
