Seminar-Workshop on Effective Note-Taking and Minutes Writing in Official Proceedings commenced with the administration of a pre-test to assess the participants’ existing knowledge and understanding of the topics to be covered during the day's session. The activity served as a baseline measure to gauge learning outcomes and participants’ readiness for the workshop. Following the pre-test, the participants engaged in the Workshop on Effective Note-Taking: Applying Techniques in Practical Scenarios, facilitated by Mr. Ronel A. Naringahon, MAE.

Through interactive discussions and practical exercises, participants enhanced their skills in recording, organizing, and documenting information accurately and effectively during meetings and official proceedings. Upon completion of the workshop, a post-test was administered to evaluate the participants’ learning gains and measure the effectiveness of the training. The results reflected an improved understanding of effective note-taking techniques and minutes writing, highlighting the value of the seminar-workshop in strengthening participants’ documentation competencies.

The activity concluded with a synthesis of key learnings, followed by the awarding of certificates and tokens of appreciation to the resource speakers in recognition of their valuable contributions. The closing ceremony was led by Saddam Hussien N. Nur, RN, MPA, JD, Provincial General Services Officer, who expressed his appreciation to the participants and organizers for the successful conduct of the activity. The seminar-workshop formally ended with a photo opportunity, commemorating the collective learning experience and achievement of all attendees.

CDP Assessment of the 24 Municipal Comprehensive Development Plans (CDPs)

The Provincial Government of Maguindanao del Sur, in partnership with the Ministry of the Interior and Local Government - Provincial Office, conducted the CDP Assessment of the 24 Municipal Comprehensive Development Plans (CDPs) from June 1 to 3, 2026, at the Acacia Hotel Davao City. The activity aimed to assess the quality and compliance of the municipal CDPs with existing planning standards and guidelines and to ensure that these plans effectively serve as roadmaps for local development and governance.

The activity was participated in by the members of the Technical Assessment Committee (TAC) and three (3) Municipal Planning and Development Coordinators (MPDCs) who served as process assessors. The TAC was composed of representatives from concerned offices of the Provincial Government and MILG. During the three-day activity, the Technical Assessment Committee conducted a detailed review and evaluation of the twenty-four (24) Municipal Comprehensive Development Plans, focusing on the form, process, content, and mainstreaming requirements prescribed under the Comprehensive Development Planning guidelines.

Throughout the assessment, TAC members carefully deliberated on their findings and provided technical comments, observations, and recommendations for each municipal CDP. The review process enabled the committee to identify strengths, gaps, and areas for enhancement, thereby helping ensure that the plans conform to established standards and effectively address the development challenges and opportunities within their respective localities.

The successful conduct of the CDP Assessment demonstrated the commitment of the Provincial Government of Maguindanao del Sur and the Ministry of the Interior and Local Government Provincial Office to strengthening local development planning and promoting good governance. The activity contributed to ensuring that the municipal CDPs remain responsive, compliant, and aligned with the aspirations and development priorities of the people of Maguindanao del Sur.

The Provincial Government of Maguindanao del Sur held a seminar-workshop on effective note-taking and minutes writing for Council Secretariats of the Local Special Bodies. The activity aimed to strengthen documentation skills, which are vital in government operations.

The program opened with a welcome message from Dr. Minambay Salim, Provincial HR Officer, who reminded participants that clear and accurate records are the backbone of good public service. Dr. Roviline A. Rapisura then presented the house rules, setting the tone for an organized and respectful learning environment.

The first session, led by Ronel A. Naringaon, focused on grammar and summarization. He taught participants how to identify key ideas and present them in simple, clear sentences. This was followed by sessions on parliamentary procedures, which explained how meetings should be conducted in an orderly way, and note-taking methods, which gave practical tips for capturing important details during discussions.

The day ended with workshop activities where participants practiced what they learned—writing summaries, drafting sample minutes, and applying note-taking techniques. These exercises helped them gain confidence and see how the lessons apply directly to their daily work.

Overall, Day 1 provided practical skills and useful knowledge. Participants left with a stronger understanding of how to document meetings clearly, accurately, and efficiently—an important step toward improving transparency and accountability in local governance.

The Province of Maguindanao del Sur conducted an Enhancement Workshop on the Provincial Development and Physical Framework Plan (PDPFP) focusing on the Spatial Framework component of the planning document. The activity aimed to strengthen and refine the province’s spatial development strategies to ensure a more responsive, sustainable, and integrated approach to land use planning, settlement development, infrastructure connectivity, environmental protection, and economic growth.

The workshop gathered technical personnel to collaboratively review and enhance the spatial structure and development directions of the province. Key discussions highlighted the identification of growth centers, strategic development corridors, protection areas, infrastructure linkages, and settlement patterns that will guide the long-term physical and socio-economic development of Maguindanao del Sur.

Present during the workshop was Provincial Planning and Development Coordinator (PPDC), EnP Nulfarid S. Ampatuan, CoE, MPA, who actively shared valuable insights and recommendations to further enrich the discussions and technical outputs of the activity. His participation reinforced the importance of collaborative planning and strategic spatial development in crafting a comprehensive and responsive PDPFP for the province.

The Bangsamoro Planning and Development Authority (BPDA) team led by Planning Officer Norsha Lao, together with the Ministry of Human Settlements and Development (MHSD) headed by Dir. Suharto S. Wahab, EnP attended the workshop as resource persons. They provided technical guidance and shared expertise on spatial planning principles, policy alignment, and the integration of development strategies within the PDPFP framework.

Also present during the activity was the Map Generation Team of the province, who actively participated in the technical discussions and mapping activities. The team received guidance and support from the map experts of the Ministry of Human Settlements and Development (MHSD), particularly in enhancing the accuracy, presentation, and technical quality of the spatial maps and planning outputs necessary for the PDPFP.

The workshop served as an important platform for technical collaboration, knowledge sharing, and capacity enhancement among stakeholders involved in the planning process. Through the combined efforts of the provincial government, BPDA, MHSD, and the participating technical teams, the province continues to strengthen its PDPFP toward achieving a more coherent, data-driven, and strategic spatial development framework for Maguindanao del Sur.

The activity gathered twenty-four (24) OSCA Heads from the different municipalities of the province to discuss key concerns, strengthen coordination, and enhance the implementation of programs and services intended for senior citizens.

The meeting was presided over by Naima H. Nor, RSW, the newly appointed Provincial Social Welfare and Development Officer, who warmly acknowledged the presence of all participating OSCA Heads and emphasized the importance of collaboration and strengthened partnership in promoting the welfare and protection of the elderly sector.

Also present during the activity was Hajiara S. Diamrod, Senior Citizen Focal Person of Ministry of Social Services and Development, who delivered a message of support and appreciation to the participants. She thanked the OSCA Heads for their dedication and continuous commitment in serving senior citizens in their respective municipalities. She also highlighted the significance of unity and cooperation in addressing the needs and concerns of the elderly throughout the province.

Important matters were discussed, including updates on Senior Citizen Profiling, the National ID registration, Election of Officers, and other issues and concerns raised by the participants.

An open forum followed where participants actively shared their experiences, challenges, and recommendations encountered in their municipalities. The discussion served as an avenue for exchanging ideas, identifying possible solutions, and strengthening partnership among the OSCA offices in improving programs and services for senior citizens.

The activity concluded on a positive note through the closing message of Naima H. Nor, RSW, who expressed her gratitude to everyone for their active participation and unwavering commitment. She encouraged all OSCA Heads to continue working hand in hand in promoting the welfare, protection, and rights of senior citizens across Maguindanao del Sur.

The Provincial Government of Maguindanao del Sur convened a three day workshop to craft action plans addressing gaps identified through the PRIME HRM self assessment, intending to achieve Level III accreditation.

The activity brought together the Technical Working Group from the Offices of Human Resource Management and the Provincial Planning & Development Coordinator, with the presence and guidance of Ms. Charina M. Gonzales, Chief Human Resource Specialist, and Mr. Julius Kristian C. Villa, Senior Resource Specialist, both from CSC, BARMM, who served as resource persons.

The workshop focused on strengthening the four core HR systems—Performance Management, Rewards and Recognition, Learning and Development, and Recruitment, Selection, and Placement. Participants reviewed existing policies and practices, formulated strategic interventions, and highlighted the importance of linking all HR systems to ensure responsiveness and alignment with organizational goals.

Action plans included improving performance monitoring, enhancing recognition programs, strengthening competency building and leadership development, and ensuring merit-based recruitment in compliance with CSC standards.

By fostering collaboration among the TWG, HRMO, and Planning Office, and guided by the expertise of the resource persons, the output became measurable and achievable—helping the province institutionalize effective HR practices and reinforce system linkages.

Most importantly, these efforts directly advance the H.E.A.R.T. framework—anchoring HR maturity to the province’s vision of organizational excellence, resilience, and inclusive, service-driven governance.

On May 19, 2026, a coordination meeting and assessment were conducted at the rural health units of the municipalities of Datu Anggal Midtimbang, Guindulungan, and Talayan in coordination with IPHO, Maguindanao.

The activity highlighted three priority programs: the Mental Health Program, which aimed to strengthen psychosocial support, raise awareness, and establish referral systems; the MDS WASH Program, which sought to improve access to safe water, sanitation, and hygiene practices; and the Teenage Pregnancy Program, which promoted reproductive health education, reduced early pregnancies, and empowered youth with life skills.

These objectives were aligned with the H.E.A.R.T. as a roadmap and guiding framework of the Provincial Government of Maguindanao del Sur, ensuring inclusive and collaborative development that placed people at the center.

The coordination and assessment were led by program focal persons from the Office of the Provincial Planning and Development Coordinator, with the active involvement of RHU staff and local health workers, who generously shared their insights and experiences. This collective effort consolidated findings, identified gaps, and nurtured trust, accountability, and transparency.

Sustained collaboration allowed the programs to bring positive changes to the people of Datu Anggal Midtimbang, Guindulungan, and Talayan—nurturing health, safety, and resilience across communities.”
