๐๏ธ BUILDING BETTER PUBLIC SERVICE
The Provincial Government of Bulacan, in collaboration with the Anti-Red Tape Authority (ARTA), successfully conducted the โBuilding Better Public Service: Province-wide Capacity Development on RA 11032, Citizenโs Charter, Client Satisfaction Measurement, and Complaints Handlingโ on August 25, 2026, at Balagtas Hall, Hiyas ng Bulacan Convention Center, City of Malolos, Bulacan.
The activity strengthened the knowledge and capacity of government personnel in implementing RA 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, with emphasis on the proper implementation of the Citizenโs Charter (CC), Client Satisfaction Measurement (CSM), and effective complaints handling.
๐ Citizenโs Charter & RA 11032
Atty. Christina P. Matammu, Attorney III/Legal Officer of ARTA Northern Luzon, discussed the importance of maintaining an updated Citizenโs Charter, streamlining government processes, digitalizing business permit systems, strengthening the Committee on Anti-Red Tape (CART), and strictly observing prescribed processing timelines.
๐ฌ Client Satisfaction Measurement (CSM)
Ms. Mary Grace B. Manabat, Regional Chief of ARTA, highlighted the importance of gathering and analyzing client feedback to measure service quality, identify gaps, and continuously improve government processes toward more responsive and client-centered public service.
โ๏ธ Administrative Efficiency & Compliance
Ms. Jonina D.C. Madrid, Supervising Administrative Officer, emphasized the role of effective internal systems, proper document management, resource allocation, personnel development, and inter-office coordination in achieving efficient and compliant government service delivery.
The activity reaffirmed Bulacanโs commitment to transparent, accountable, efficient, and people-centered governanceโensuring that every government service is delivered with integrity, responsiveness, and excellence.
