๐Ÿ›๏ธ BUILDING BETTER PUBLIC SERVICE

The Provincial Government of Bulacan, in collaboration with the Anti-Red Tape Authority (ARTA), successfully conducted the โ€œBuilding Better Public Service: Province-wide Capacity Development on RA 11032, Citizenโ€™s Charter, Client Satisfaction Measurement, and Complaints Handlingโ€ on August 25, 2026, at Balagtas Hall, Hiyas ng Bulacan Convention Center, City of Malolos, Bulacan.

The activity strengthened the knowledge and capacity of government personnel in implementing RA 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, with emphasis on the proper implementation of the Citizenโ€™s Charter (CC), Client Satisfaction Measurement (CSM), and effective complaints handling.

๐Ÿ“‹ Citizenโ€™s Charter & RA 11032
Atty. Christina P. Matammu, Attorney III/Legal Officer of ARTA Northern Luzon, discussed the importance of maintaining an updated Citizenโ€™s Charter, streamlining government processes, digitalizing business permit systems, strengthening the Committee on Anti-Red Tape (CART), and strictly observing prescribed processing timelines.

๐Ÿ’ฌ Client Satisfaction Measurement (CSM)
Ms. Mary Grace B. Manabat, Regional Chief of ARTA, highlighted the importance of gathering and analyzing client feedback to measure service quality, identify gaps, and continuously improve government processes toward more responsive and client-centered public service.

โš™๏ธ Administrative Efficiency & Compliance
Ms. Jonina D.C. Madrid, Supervising Administrative Officer, emphasized the role of effective internal systems, proper document management, resource allocation, personnel development, and inter-office coordination in achieving efficient and compliant government service delivery.

The activity reaffirmed Bulacanโ€™s commitment to transparent, accountable, efficient, and people-centered governanceโ€”ensuring that every government service is delivered with integrity, responsiveness, and excellence.

The Anti-Red Tape Authority (ARTA), in partnership with various government agencies, invites all Local Government Units (LGUs), housing developers, business stakeholders, regulatory agencies, and the general public to join the Housing Forum 2026: Multi-Stakeholder Forum and Launch of Joint Memorandum Circular (JMC) No. 1, Series of 2026.

This important event marks a significant step towards streamlining, digitalizing, and harmonizing housing-related regulatory processes to make government services more efficient, transparent, and responsive.

The forum will serve as a platform for government agencies, housing developers, industry partners, and other stakeholders to strengthen collaboration in implementing reforms that simplify and harmonize housing-related regulatory processes.

The Provincial Government of Bulacan through the PCEDO, recently participated in the League of Licensing Officers of Bulacan, Inc. (LLOBI) Monthly Meeting hosted by the Municipality of Santa Maria, Bulacan.

The activity is graced by Hon. Bartolome R. Ramos, Mayor of the Municipality of Santa Maria, together with the Municipal Administrator, Engr. Elmer C. Clemente , as they welcome licensing officers and partner agencies from across the province.

The Business Permits and Licensing Officers (BPLOs) discussed current concerns and emerging issues affecting business regulation and permit implementation.

Among the key matters discussed were the need to strengthen local ordinances on enforcement and compliance, particularly on violations involving businesses operating without the required permits and the corresponding sanctions for non-compliance. The group also reviewed policy gaps and explored possible enhancements to existing provisions to ensure accountability and effective implementation.

The meeting likewise tackled updates on national policies affecting regulatory processes, including recent directives and clarifications on permit requirements, regulatory fees, and compliance standards for certain establishments. Participants emphasized the importance of harmonizing local ordinances with national issuances while ensuring that public health, safety, and environmental regulations are upheld.

Through open dialogue and collaboration, the BPLO and participating offices reaffirmed their commitment to promoting transparent, efficient, and lawful business regulation that supports both economic growth and responsible governance.

MAY 06, 2026 | PUBLIC HEARING ON THE PROPOSED EODB CHAMPION ORDINANCE โ€“ PROVINCE OF BULACAN

The Provincial Government of Bulacan, through the Sangguniang Panlalawigan, conducted a public hearing on the proposed ordinance entitled โ€œAn Ordinance Institutionalizing the Ease of Doing Business (EODB) Champion Program in the Province of Bulacan and Providing Mechanisms for Its Implementation.โ€ Anchored on Republic Act No. 11032, the measure establishes a province-wide, performance-based framework that promotes efficiency, transparency, and innovation in public service delivery across all Local Government Units (LGUs).

Central to the program is the EODB Champion Contest, an incentive-based mechanism designed to recognize and reward high-performing LGUs in business facilitation and regulatory efficiency. Participating LGUs will be evaluated through the EODB Champion Scorecard, a standardized and evidence-based tool measuring performance in key areas such as compliance with EODB laws, service efficiency, and digital innovationโ€”ensuring accountability, objectivity, and continuous improvement.

The hearing was attended by Members of the Sangguniang Panlalawigan, namely Hon. Arthur A. Legaspi, Hon. Fortunato J. Angeles, Hon. Cezar L. Mendoza, and Hon. Michael M. Aquino, together with Atty. Jayric L. Amil of the Provincial Cooperative, Enterprise and Development Office (PCEDO). Representatives from DILG, DICT, PSA, DTI, the Bulacan Press Club, and various LGUs also actively participated, providing valuable inputs to further strengthen the proposed measure. The initiative reinforces Bulacanโ€™s commitment to institutionalizing reforms, enhancing inter-agency collaboration, and fostering a competitive, investor-friendly business environment.
