The Local Government Unit of Bula, through the Sangguniang Bayan Office, conducted a public hearing today May 18, 2026 to deliberate two major proposed ordinances aimed at local legislative reform and community welfare.

The event commenced with a welcome message from Municipal Vice Mayor Hon. Nellie P. Largo, who highlighted the importance of collaboration and public consultation in shaping local policy.

The public hearing successfully covered the following measures:
1. PROPOSED ORDINANCE REVISING THE MARKET CODE OF BULA, CAMARINES SUR.
2. PROPOSED ORDINANCE ADOPTING AND IMPLEMENTING BANTAY AS "BABAY ASF" PROGRAM PROVIDING POWERS THEREOF, AND FOR OTHER PURPOSES.

In attendance to rigorously review and enhance the crafted ordinances were Sangguniang Bayan members Coun. Gregorio L. Pontanal, Coun. Edna Z. Mora, Coun. Glenda B. Espiritu, Coun. Sherlyn Joy R. Hombre, and Coun. Joel O. Caya, alongside SB Secretary Peter A. Avila.

To ensure inclusive governance and comprehensive deliberation, the hearing was actively attended by relevant Heads of Offices, Barangay Captains, Market Vendors, and Local Business Owners. Their valuable insights, sector-specific concerns, and expertise contributed significantly in refining and enhancing the crafted local laws before final enactment.
The program concluded with a closing message from Coun. Edna Z. Mora on behalf of the Committee on Ordinances and Legal Matters.
