Buhi, Camarines Sur - The Sangguniang Bayan of Buhi, Camarines Sur, passed a resolution on Friday requesting President Ferdinand Marcos Jr. to declare January 8, 2025, a special non-working day in the municipality. The resolution seeks to honor the miraculous image of Our Lady of Prompt Succor, Reina Del Pueblo de Buhi.
Resolution No. 24-263 highlights the significance of the image, which is housed in the St. Francis of Assisi Church and has become a revered religious icon for devotees within Buhi and across the country and the world. The resolution also noted the growing devotion to the image, attributing its popularity to miraculous interventions experienced by many faithful who seek healing, solutions to their problems, and divine guidance.
Before the resolution's passage, Councilor Letecia Moralde, backed by the majority bloc, proposed passing an ordinance instead giving the authority to the Sanggunian to declare the said special day. However, Councilor Maria Bella Zantua-Nonato, a lone opposition member, challenged the proposal, citing legal provisions under the Administrative Code of 1987 and the Local Government Code of 1991. She argued that only the President and Congress have the authority to declare a non-working holiday. Nonato suggested that, instead of pursuing an ordinance with no legal basis, she proposes to just pass a resolution.
Ultimately, the council decided to pass a resolution, formally appealing to the President for the declaration of the special holiday.
January 8 marks the feast day of Our Lady of Prompt Succor. The parish is constructing a permanent sanctuary for the iconic image adjacent to the St. Francis of Assisi Church.
