The ๐˜”๐˜ถ๐˜ฏ๐˜ช๐˜ค๐˜ช๐˜ฑ๐˜ข๐˜ญ๐˜ช๐˜ต๐˜บ ๐˜ฐ๐˜ง ๐˜‰๐˜ถ๐˜จ๐˜ข๐˜ญ๐˜ญ๐˜ฐ๐˜ฏ, ๐˜—๐˜ข๐˜ฏ๐˜จ๐˜ข๐˜ด๐˜ช๐˜ฏ๐˜ข๐˜ฏ recently celebrated the graduation and moving-up ceremonies of its public and private schools, marking another successful school year for learners, teachers and parents.

From the elementary schools in the various barangays to the secondary and senior high schools, Gyms turned into venues of pride and gratitude as pupils completed Kindergarten and Grade 6, and students moved up from Grade 10 and Graduated from Senior High School.

The ceremonies were highlighted by inspiring messages from school heads, teachers, and local officials, reminding graduates to carry the ๐“‹๐’ถ๐“๐“Š๐‘’๐“ˆ ๐‘œ๐’ป ๐’น๐’พ๐“ˆ๐’ธ๐’พ๐“…๐“๐’พ๐“ƒ๐‘’, ๐“…๐‘’๐“‡๐“ˆ๐‘’๐“‹๐‘’๐“‡๐’ถ๐“ƒ๐’ธ๐‘’, ๐’ถ๐“ƒ๐’น ๐“ˆ๐‘’๐“‡๐“‹๐’พ๐’ธ๐‘’ as they step into the next chapter of their education. Parents and guardians, who stood partners in their childrenโ€™s journey, were recognized for their sacrifices and unwavering support.

The ๐‹๐จ๐œ๐š๐ฅ ๐†๐จ๐ฏ๐ž๐ซ๐ง๐ฆ๐ž๐ง๐ญ ๐”๐ง๐ข๐ญ ๐จ๐Ÿ ๐๐ฎ๐ ๐š๐ฅ๐ฅ๐จ๐ง, under the leadership of ๐‡๐จ๐ง. ๐–๐ข๐ฅ๐ฅ๐ข๐š๐ฆ ๐Š. ๐ƒ๐ฒ, reaffirmed its commitment to support education through programs and projects that uplift the youth and strengthen schools in the Municipality.

This Field Office wishes to share the following clarificatory guidelines, in response to numerous inquiries regarding the appropriate adjustment of leave credit deductions for agencies adopting a ๐Ÿ’-๐๐š๐ฒ ๐‚๐จ๐ฆ๐ฉ๐ซ๐ž๐ฌ๐ฌ๐ž๐ ๐–๐จ๐ซ๐ค๐ฐ๐ž๐ž๐ค (๐‚๐–๐–), specifically the ๐Ÿ๐ŸŽ-๐ก๐จ๐ฎ๐ซ ๐ฐ๐จ๐ซ๐ค๐๐š๐ฒ (๐Œ๐จ๐ง๐๐š๐ฒ ๐ญ๐จ ๐“๐ก๐ฎ๐ซ๐ฌ๐๐š๐ฒ).

โ€‹๐Ÿ. ๐ƒ๐ž๐๐ฎ๐œ๐ญ๐ข๐›๐ฅ๐ž ๐‹๐ž๐š๐ฏ๐ž ๐จ๐Ÿ ๐€๐›๐ฌ๐ž๐ง๐œ๐ž (๐•๐š๐œ๐š๐ญ๐ข๐จ๐ง, ๐’๐ข๐œ๐ค, ๐š๐ง๐ ๐…๐จ๐ซ๐œ๐ž๐ ๐‹๐ž๐š๐ฏ๐ž)

โ€‹For these types of leave of absence, the deduction must be proportionate to the actual hours spent for work.

โ€‹Under the CWW scheme, an employeeโ€™s workday consists of 10 hours. However, standard CSC rules define one (1) day of leave as equivalent to eight (๐Ÿ˜Ž hours. Consequently, the following computation applies: 10\8 = 1.25

โ€‹Thus, for every one (1) day of absence, 1.25 days shall be deducted from the employeeโ€™s accumulated leave credits.
โ€‹This ensures strict adherence to Sections 27 (Table 4) and 30 of the Omnibus Rules on Leave, maintaining equity between employees on standard schedules and those under CWW.

This same principle applies to Forced Leave, which is inherently a form of vacation leave.

โ€‹๐Ÿ. ๐๐จ๐ง-๐ƒ๐ž๐๐ฎ๐œ๐ญ๐ข๐›๐ฅ๐ž ๐š๐ง๐ ๐’๐ฉ๐ž๐œ๐ข๐š๐ฅ ๐‹๐ž๐š๐ฏ๐ž ๐๐ซ๐ข๐ฏ๐ข๐ฅ๐ž๐ ๐ž๐ฌ

โ€‹Special leave benefit such as Special Leave Privilege (SPL), Wellness Leave, and Special Emergency Leave (SEL) are not anchored on accumulated credits. These are granted as absolute day-off entitlements.

โ€‹One day of special leave is equivalent to one full shift (10 hours) off. The HR records these absences for monitoring purposes only; no numerical deduction from the VL/SL balance shall occur.

โ€‹๐Ÿ‘. ๐’๐ญ๐š๐ญ๐ฎ๐ญ๐จ๐ซ๐ฒ ๐‹๐ž๐š๐ฏ๐ž ๐จ๐Ÿ ๐€๐›๐ฌ๐ž๐ง๐œ๐ž (๐Œ๐š๐ญ๐ž๐ซ๐ง๐ข๐ญ๐ฒ ๐š๐ง๐ ๐๐š๐ญ๐ž๐ซ๐ง๐ข๐ญ๐ฒ ๐‹๐ž๐š๐ฏ๐ž)

โ€‹These benefits are governed by social legislation and are treated as distinct statutory entitlements.

The count includes Saturdays, Sundays, and holidays. Each day of leave is honored as one full day of benefit (10 hours), regardless of whether it falls on a scheduled workday or a rest day.

โ€‹๐˜—๐˜ข๐˜ต๐˜ฆ๐˜ณ๐˜ฏ๐˜ช๐˜ต๐˜บ ๐˜“๐˜ฆ๐˜ข๐˜ท๐˜ฆ: Unlike maternity leave, this may be enjoyed intermittently but is applicable only to working days. Each day used is honored as one full day of benefit (10 hours) without deduction from earned leave credits.

The Municipality of Bugallon in collaboration with different Senior High Schools conducted an orientation for students undergoing ๐˜ž๐˜ฐ๐˜ณ๐˜ฌ ๐˜๐˜ฎ๐˜ฎ๐˜ฆ๐˜ณ๐˜ด๐˜ช๐˜ฐ๐˜ฏ at the Municipal Social Hall on different schedules.

The orientation aimed to prepare students for their immersion experience, covering topics such as:

โ€ข Objectives and expectations of the OJT program.
โ€ข Roles and responsibilities of students, supervisors, and mentors.
โ€ข Workplace etiquettes and professionalism.
โ€ข Safety and confidentiality guidelines.
โ€ข Reporting and evaluation procedures.

The orientation equipped the students with the necessary knowledge and skills to navigate their Work Immersion experience effectively.
