In a significant step toward evidence-based governance, Dr. Alexander A. Makinano, Regional Director of the Commission on Population and Development โ Caraga (CPD-Caraga), presented the Registry of Barangay Inhabitants and Migrants (RBIM) before the Agusan del Norte Provincial Development Council โ Social Development Committee (PDC-SDC) during its First Semester Virtual Meeting on May 5, 2026.
The RBIM is a local civil registry and socio-demographic database at the barangay level that captures real-time data on population size, composition, migration patterns, and future residency intent โ updated every six months. It is designed to complement existing systems like CBMS and serve as a primary source of evidence for Comprehensive Development Plans (CDPs), Local Development Investment Programs (LDIPs), and sectoral plans for health, social welfare, education, housing, and infrastructure.
The Committee, chaired by Hon. Mayor Judy Chin Amante of Cabadbaran City, approved and adopted a resolution urging all city and municipal LGUs in Agusan del Norte to establish, maintain, and utilize the RBIM. The resolution will be endorsed to the PDC Full Council for final adoption.
