THE SEARCH IS ON!

This May, the Commission on Population and Development (CPD) officially launches the Search for the Philippinesโ€™ Most Outstanding Population and Development Strategies by the Civil Service Organizations (CSO) through the Rafael Salas Kaunlarang Pantao Award (RMSKPA) โ€“ the highest recognition given to exemplary offices, individuals, and programs that have demonstrated exceptional commitment and accomplishment in advancing the population and development programs in the country.

Civil service organizations interested in participating must submit the executive summary, detailed strategy description, evidence of results, sustainability plans, and relevant supporting materials to the CPD Office of your region.

May 7, the City Government of Butuan, led by Hon. City Mayor Lawrence Lemuel H. Fortun, and 12 regional line agenciesโ€”including CPD-Caragaโ€”signed a Memorandum of Agreement (MOA) for the various Homeowners Associations (HOAs) in Butuan City registered with the DHSUD. The ceremony was held at the DILG-Caraga Conference Room.

CPD-Caraga reaffirmed its commitment under the MOA. Further advancing the partnership, CPD-Caraga proposed the profiling of the HOAs using the Registry of Barangay Inhabitants and Migrants (RBIM). The resulting data will serve as a solid reference for the City Government of Butuan and regional line agencies in programming targeted assistance for the associations.

The proposal was formally adopted by the PDC-SDC, chaired by Hon. Judy C. Amante, City Mayor of Cabadbaran City, through an approved resolution directing the Provincial Government of Agusan del Norte, through the Population Division-PSWDO and the Provincial Planning and Development Office, to implement the study in partnership with CPD-Caraga and directing the City Government of Cabadbaran and all Municipal LGUs to support its conduct.

The resolution will now be endorsed to the PDC Full Council for adoption and inclusion in the provincial development agenda.

This milestone reflects CPD-Caraga's commitment to advancing data-driven, climate-resilient, and migration-sensitive development planning in the region.

In a significant step toward evidence-based governance, Dr. Alexander A. Makinano, Regional Director of the Commission on Population and Development โ€“ Caraga (CPD-Caraga), presented the Registry of Barangay Inhabitants and Migrants (RBIM) before the Agusan del Norte Provincial Development Council โ€“ Social Development Committee (PDC-SDC) during its First Semester Virtual Meeting on May 5, 2026.

The RBIM is a local civil registry and socio-demographic database at the barangay level that captures real-time data on population size, composition, migration patterns, and future residency intent โ€” updated every six months. It is designed to complement existing systems like CBMS and serve as a primary source of evidence for Comprehensive Development Plans (CDPs), Local Development Investment Programs (LDIPs), and sectoral plans for health, social welfare, education, housing, and infrastructure.

The Committee, chaired by Hon. Mayor Judy Chin Amante of Cabadbaran City, approved and adopted a resolution urging all city and municipal LGUs in Agusan del Norte to establish, maintain, and utilize the RBIM. The resolution will be endorsed to the PDC Full Council for final adoption.
