The 23rd Infantry Battalion's history began on March 1, 1973, as the 151st Infantry (Kamagong) Battalion, before being deployed to Basilan and renamed the 23rd Infantry (We Charge) Battalion. In 1980, it was recalled for retraining and renamed the 23rd Infantry (Masigasig) Battalion, later moving to Bukidnon. Despite being deactivated in 1993, the battalion's critical role in Mindanao led to its r

eactivation on July 1, 2003, as the Cadre Battalion of the 4th Infantry Division. In 2014, the battalion prepared for reorganization training and later established a Command Post in Sibagat, Agusan del Sur, as a maneuver battalion. By January 15, 2016, its headquarters relocated to Buenavista, Agusan del Norte, expanding its operational areas to include municipalities in Agusan del Norte and del Sur, parts of Butuan City, and areas in Misamis Oriental. The Battalion Headquarters was formally established in Alubihid, Buenavista, Agusan del Norte, on December 1, 2016, marking its continued development and dedication to its mission.

The declaration of Stable Internal Peace and Security (SIPS) marks a historic milestone for the Municipality of Buenavista and the 23rd Infantry (Masigasig) Battalion. This achievement signifies that the threat posed by the CPP-NPA-NDF in the municipality has been reduced to an insignificant level, with no monitored enemy activities recorded in the area for almost two years.

More than a security accomplishment, the SIPS declaration paves the way for sustained development, increased investments, and improved quality of life for the people of Buenavista. It reflects the transformation of communities once affected by insurgency into peaceful and progressive areas where government services and economic opportunities can flourish.

This milestone would not have been possible without the strong partnership and sincere commitment of the Provincial Government of Agusan del Norte under the leadership of Governor Maria Angelica Rosedell M. Amante and the Local Government Unit of Buenavista led by Mayor Joselito T. Roble. Their unwavering dedication to addressing the root causes of conflict, delivering essential services, and promoting inclusive development has helped realize the long-standing aspiration of the people for lasting peace and stability.

Likewise, the 23rd Infantry (Masigasig) Battalion, under the leadership of LTC Glennford C. Libre INF (GSC) PA, remained steadfast in its mission of protecting communities, supporting peace initiatives, and strong collaboration with stakeholders. Through a whole-of-nation approach, the battalion worked hand in hand with local government units, partner agencies, and community leaders to ensure that peace and security gains were sustained and translated into meaningful development for the people.

With the declaration of SIPS, Buenavista is now better positioned to attract businesses, investments, and development projects that will generate employment and livelihood opportunities for its residents. As peace continues to prevail, the municipality can look forward to greater progress, economic growth, and a brighter future for all. This declaration stands as a testament to what can be achieved when government leaders, security forces, and communities unite toward a common goal, a peaceful, secure, and prosperous Buenavista for present and future generations

For decades, the people of Las Nieves dreamed of a community where peace prevails, opportunities abound, and future generations can pursue their aspirations without fear of conflict. Today, that dream takes a significant step closer to reality with the declaration of Stable Internal Peace and Security (SIPS) in the Municipality of Las Nieves.

The SIPS declaration is a clear manifestation of the municipalityโ€™s remarkable transformation from an area once affected by insurgency into a community where peace and development now take center stage. It reflects the significant reduction of the CPP-NPA-NDF threat and the absence of notable enemy activities in the municipality, allowing government programs and development initiatives to reach even the most remote communities.

This achievement is the result of years of collective effort and shared commitment among the local government, security sector, partner agencies, and the people of Las Nieves themselves. Under the leadership of Mayor Karen S. Rosales, the local government relentlessly pursued programs that improved the lives of its constituents and addressed the conditions that often fuel conflict. The Provincial Government of Agusan del Norte, led by Governor Maria Angelica Rosedell M. Amante, likewise provided invaluable support in advancing development initiatives and strengthening peace-building efforts across the province.

Complementing these efforts, the 23rd Infantry (Masigasig) Battalion under the leadership of LTC Glennford C. Libre INF (GSC) PA remained steadfast in safeguarding communities and preserving the gains of peace. Through sustained security operations, stakeholder engagement, and close collaboration with local leaders and residents, the battalion helped create an environment where development could flourish and where communities could confidently move forward.

As Las Nieves enters this new chapter, the declaration of SIPS is expected to open doors for greater investments, expanded livelihood opportunities, improved infrastructure, and enhanced delivery of government services. More importantly, it strengthens public confidence that lasting peace has become a reality and that progress can now be pursued without the shadow of insurgency.

The declaration of SIPS is not merely the end of a security challengeโ€”it is the beginning of greater possibilities for the Municipality of Las Nieves. It stands as a testament to the power of unity, good governance, and the unwavering determination of a people committed to building a peaceful, secure, and prosperous future for all.

The declaration of Stable Internal Peace and Security (SIPS) in the Municipality of Carmen marks a significant turning point in the municipalityโ€™s history. It affirms that the security situation has greatly improved and that the threat of the CPP-NPA-NDF has been reduced to an insignificant level. More importantly, it demonstrates the success of a whole-of-nation approach in fostering a peaceful environment where communities can thrive and development initiatives can be fully realized.

This milestone is the result of the strong partnership among the Local Government Unit of Carmen under the leadership of Mayor Ramon Calo Jr., the Provincial Government of Agusan del Norte led by Governor Maria Angelica Rosedell M. Amante, government agencies, and the security sector. The 23rd Infantry (Masigasig) Battalion, under the leadership of LTC Glennford C. Libre INF (GSC) PA, remained committed to protecting communities, sustaining security gains, and supporting programs that address the needs of the people and prevent the resurgence of insurgency.

As Carmen continues its journey toward progress, the declaration of SIPS sends a clear message that the municipality is ready for greater economic growth and development. With peace and stability firmly established, opportunities for investments, livelihood, infrastructure development, and improved public services are expected to increase, bringing lasting benefits to every Carmenhon and ensuring a brighter future for generations to come.
